Include the full lifecycle cost of an AI system—not just its API bill or GPU hours. Count development, data, compute, software, facilities, labor, deployment, monitoring, and eventual retraining or replacement. To compare options fairly, use the same workload and time horizon, then divide total cost by useful, valid output.

Start with a consistent comparison

Before adding costs, define what is being compared. Set a common time horizon, workload volume, geography, service level, and accounting boundary for each option. For example, do not compare a hosted service’s monthly bill with only the purchase price of a self-managed server.

  • Scope: State which development and operating costs are included, and whether costs are direct or allocated from shared teams and facilities.
  • Cost behavior: Separate fixed commitments—such as leases and software contracts—from costs that vary with usage, including inference charges and energy.
  • Capacity: Include paid reserved or idle capacity, not just the portion actively processing requests.
  • Useful output: Choose a denominator such as valid task completions or productive inferences, and disclose the quality and utilization assumptions behind it.

The February 2026 LCOAI study proposes normalizing total capital and operating expenditure by productive AI output. It is a useful lifecycle-economics framework, not a universal mandated accounting standard.

Build the lifecycle cost checklist

Model development and use

  • Include training and experimentation when your organization bears those costs, plus fine-tuning and post-training.
  • Count inference or API consumption and model, software, and service licenses.
  • Separate fixed commitments from usage-based charges. A hosted price may already bundle infrastructure; do not add hypothetical hardware costs on top of a bundled charge.

The OECD’s 2026 analysis of AI markets distinguishes development capacity from infrastructure investment for training and inference. Treat training and everyday inference as distinct cost activities, even when they share infrastructure.

Compute, data, and platform

  • For self-managed or separately billed capacity, include accelerators, servers, memory, storage, networking, installation, and the cloud or data-center capacity used to house the workload.
  • Add orchestration and AI-specific infrastructure—such as vector databases—when the workload requires them.
  • Count data-pipeline development and maintenance, integration work, and storage for system data.

General infrastructure TCO categories such as storage, maintenance, and support are covered in the SNIA Total Cost of Ownership Model for Storage (2021); it is a general IT model, not an AI-specific standard.

Facilities and ongoing operations

  • Include electricity, cooling, power and backup systems, networking and storage operations, maintenance and repairs, software contracts, depreciation or amortization, and relevant data-center staff.
  • For shared facilities, apply one consistent allocation method across the options being compared.

The IEA’s 2025 Energy and AI analysis estimates that servers account for around 60% of electricity demand in modern data centers on average, storage around 5%, and networking up to 5%. Cooling ranges from about 7% in efficient hyperscale sites to over 30% in less-efficient enterprise sites. These are facility-level averages and ranges, not the power breakdown of every AI workload.

People and lifecycle operations

  • Budget for engineering, data science, and operations, including data preparation, pipeline upkeep, monitoring, deployment, DevOps, retraining, and integration with business systems.
  • Count incremental labor and use a consistent allocation for shared teams and platforms.
  • For agentic or multi-step workflows, include every repeated model call needed to complete a task—not only the first call.

IBM’s enterprise AI cost-management guidance identifies AI-related spend categories and cost-management tooling. It is vendor guidance; use it as a reminder to consolidate and allocate technology costs, not as an independent accounting standard.

Compare deployment options on the same basis

Hosted APIs, cloud infrastructure, and self-managed deployments shift costs between categories; the available evidence does not establish a universal cheapest option. Use the same comparison axes for each:

  • Upfront capital versus recurring expense
  • Fixed commitments versus usage-sensitive costs
  • Utilization and paid idle capacity
  • Workload volume and productive output
  • Service and reliability requirements
  • Useful life and refresh cycle
  • Total cost per valid task or productive inference

The Microsoft Research paper on rearchitecting the data-center lifecycle for AI discusses annualized infrastructure TCO and the distinction between utilization-sensitive and recurring costs. That distinction matters: energy or usage-based inference tends to change with activity, while leases, maintenance, and software contracts may continue even when utilization falls.

Use energy figures as context, not as a company estimate

The IEA estimated data-center electricity consumption at around 415 TWh in 2024, about 1.5% of global electricity use. Its 2025 base-case projection is around 945 TWh in 2030, just under 3% of global electricity consumption that year. The 2030 figure is a projection, not an observed result, and both figures concern data centers generally—not AI alone. Neither figure can be converted into a per-model or per-company energy estimate without workload and facility data.
