Conversion rate optimization (CRO) is the systematic work of increasing the share of eligible website visitors or app users who complete a clearly defined action, such as buying a product, submitting a lead form, or signing up. It uses evidence about user behavior to identify problems, develop changes, and test whether those changes improve the experience and the business outcome.
What counts as a conversion?
A conversion is the action an organization has chosen to count as a desired outcome. It might be a purchase, a lead submission, a signup, or another step. A website or app can have several conversion goals, and each goal has its own rate. Before measuring CRO, specify the action and who or what is eligible to count toward it.
How to calculate conversion rate
Conversion rate = conversions ÷ eligible opportunities × 100
The numerator and denominator must match the question being asked and cover the same measurement period. For example, Google Ads illustrates its ad conversion rate with 50 conversions from 1,000 trackable ad interactions, which equals 5%. That is an interaction-based advertising metric, not necessarily the same as a website visitor-to-purchase rate. Google also notes that the ad conversion rate can exceed 100% when multiple conversion actions are counted for one interaction. Google Ads Help explains how it defines and calculates conversion rate.

When comparing rates, use the same conversion action, denominator, counting rules, audience or traffic source, and period. Otherwise, the figures may describe different things rather than a real change in performance.
What conversion rate optimization involves
CRO is a recurring process of learning about users and improving the experience—not a checklist of design tricks that guarantees more sales. A practical cycle is:
- Define the desired outcome. Choose the conversion action and establish how it will be counted.
- Investigate user behavior. Look for points where people struggle or leave the journey, and gather evidence about why.
- Form a hypothesis. State what change you plan to make, what user problem it addresses, and which outcome should improve.
- Make and evaluate the change. Where conditions allow, compare it with the existing experience in a controlled test. Review the result and check for unintended effects.
Optimizely describes CRO as increasing the percentage of conversions from a website or mobile app through a desired action, and includes hypothesis development, experimentation, and user-experience improvement in the process. CXL likewise frames CRO as systematic research and experimentation aimed at business growth.

An A/B test compares an existing version, called the control, with one or more variations. It can help determine whether a proposed change causes a difference in the measured outcome under the test conditions. It does not make every CRO decision a test: research is needed to choose a meaningful hypothesis, and the test must be measured against an appropriate goal.

There is no reliable duration that applies to every website experiment. The time needed depends on factors such as traffic and conversion rates; a test that ends too soon may not provide a dependable answer. Google Search Central notes that the time needed for a reliable website test varies.

Choose a primary metric that reflects the experiment’s intended outcome, then monitor secondary and guardrail metrics for changes elsewhere in the funnel or unintended harm. A higher conversion rate is not automatically a business improvement if it comes at the cost of revenue, customer quality, or another important result. Some outcomes, such as revenue, may be farther removed from a specific page change and can take longer to measure or yield an inconclusive test. Optimizely distinguishes primary metrics from secondary metrics and monitoring goals.
Rank #4
CRO is most useful when it connects a defined user action to the broader outcome the organization wants. The rate helps track progress, but its meaning depends on the action, denominator, counting rules, and business context.
