Ireland’s Presidency of the Council of the European Union can give small-business issues political visibility and help move EU negotiations forward. It cannot award grants to individual firms or change EU law on its own. The term runs from 1 July to 31 December 2026; for practical business advice or funding, Irish firms should contact their Local Enterprise Office (LEO) and check relevant agency programmes.
Which EU Presidency does this mean?
It is the rotating Presidency of the Council of the European Union, where ministers from EU Member States meet. It is not the Presidency of the European Council, a separate institution, and it is not the European Commission. Ireland holds the Council Presidency from 1 July through 31 December 2026. Its announced broad priorities are competitiveness, values and security. What can the Presidency do for small firms?
Put business conditions on the agenda
Competitiveness is one of Ireland’s stated priorities, so issues affecting business conditions may receive attention in Presidency work. That creates an opportunity for discussion, not a promise of a particular policy change, grant or business outcome. Ireland’s published Presidency information describes its priorities and programme context.

The Presidency chairs most Council meetings, organises work within the agreed programme and seeks compromises among Member States on legislative proposals. The Council describes the chair as an “honest broker”: Ireland must work toward agreements acceptable to the Member States, rather than simply use the role to impose its preferred national position. A file may advance during the six-month term, but negotiations can continue beyond it. The Council’s description of the Presidency explains its chairing and brokerage role.

Represent the Council in negotiations
For most EU legislation, the Council negotiates and adopts laws alongside the European Parliament, usually on the basis of a European Commission proposal. Ireland can represent the Council in discussions with the other institutions during its term, but it cannot pass legislation by itself. The Council’s overview of its work describes its role in EU lawmaking.
Offer stakeholder engagement opportunities
Ireland’s Presidency programme includes stakeholder engagements. A business association, sector organisation or other stakeholder can use relevant consultations and engagement opportunities to raise practical concerns. The programme does not establish a guaranteed individual consultation route for every small firm, nor a right to have a request adopted. Ireland’s Presidency information provides programme context.
What it cannot do—and where to seek direct help
The Presidency is a policy and negotiation role, not a business-support service. It does not give the Irish government unilateral authority to make EU law, award an individual company an EU grant, or direct EU funds to a particular firm. For business-level advice and support, the Department of Enterprise identifies Local Enterprise Offices as a route to help with finance, mentoring, development, markets and trade promotion. Firms whose growth or export plans may fit Enterprise Ireland programmes can also use its funding and grants finder. Eligibility depends on the business and the specific scheme. The Department of Enterprise’s SME supports page describes support channels, and Enterprise Ireland’s funding and grants page provides its finder and programme overview.
How the two routes differ

These routes also work on different timelines: Council negotiations may outlast Ireland’s six-month chairing term, while support applications follow the rules and schedules of individual programmes. Digital supports worth checking
Digital for Business
The LEO describes Digital for Business as a programme for small enterprises with between 1 and 50 paid employees. Stated conditions include being established and trading for at least six months, being registered and operating in the relevant LEO area, being solvent, and not currently being an Enterprise Ireland or IDA client. Support can include analysis of existing digital systems, identifying gaps, exploring improvements and guidance on implementation. Confirm the current details and your eligibility with your LEO. The LEO Digital for Business page sets out the programme and its stated conditions.
Grow Digital Voucher
The Grow Digital Voucher is described as support for eligible off-the-shelf software subscriptions that are new to the business, for up to one year. The LEO eligibility information says an applicant must have completed a Digital for Business project within the previous two years and meet other conditions. It is not a general reimbursement for any software purchase or custom website work. Check current rules and obtain approval before committing money. The National Enterprise Hub’s Grow Digital Voucher page describes the voucher, and the LEO eligibility page lists the stated gate.
