Businesses can reduce cloud workload energy use by eliminating unnecessary work, running necessary work more efficiently, and shifting flexible jobs to cleaner times or regions when practical. Start with a clear inventory and measurement boundary, then make changes while checking that service quality, security, and recovery still meet requirements. There is no single savings figure that applies to every workload.
Start with the work, not the cloud bill
Cloud sustainability is a shared responsibility. Providers influence data-center infrastructure and energy supply; customers influence application design, provisioned capacity, scaling, data movement, storage, and day-to-day operations. A provider’s carbon estimate can help identify hotspots, but it is not automatically a direct meter reading for an individual application.
Inventory the components that support each workload, not just its main compute service. Include databases, storage, network traffic, observability, CI/CD, tests, backups, redundancy, and failover. The Green Software Foundation’s Software Carbon Intensity (SCI) specification calls for a boundary that captures significant supporting systems; leaving them out can hide impacts or shift them elsewhere.
Choose a functional unit that represents useful output, such as one transaction, API call, training run, or batch job. Record the boundary, assumptions, geography, time period, and measurement method so that later comparisons are meaningful.

Reduce idle capacity and overprovisioning
Review resource utilization alongside demand patterns. Look for oversized instances or clusters, abandoned resources, duplicate environments, and capacity that remains idle outside actual demand. Right-size where safe, and consider autoscaling or serverless and managed services when their behavior and constraints suit the workload.
Do not optimize for average utilization alone. Capacity still needs to handle peaks and support availability, recovery, and security requirements. A smaller footprint that causes timeouts, failed jobs, or inadequate failover is not a sound improvement.

Make each unit of useful work more efficient
Profile the application and data path to find work that can be avoided or made less resource-intensive. Improvements should be judged across compute, memory, storage, network, and time—not by speed or one resource metric in isolation.

Cut unnecessary application and backend work
- Identify excessive API calls, chatty service interactions, inefficient queries, repeated processing, and work that does not contribute to useful output.
- Use efficient API patterns and data encodings, and reduce oversized payloads where doing so preserves the information users and dependent services need.
- Consider caching, compression, and content delivery when the network transfers and backend processing they avoid outweigh the extra compute, memory, or storage they require.
Reduce avoidable data movement and retention
Keep data close to the services that depend on it where practical, while honoring data-residency, availability, and recovery needs. Review storage tiers and lifecycle rules, and remove unnecessary retention of backups, logs, and telemetry only when policy and operational requirements permit.

Include operations in the footprint
Build pipelines, monitoring, tests, backups, and resiliency capacity consume resources too. Reuse a valid build artifact when its inputs have not changed; keep monitoring detail and retention proportionate to operational needs; and run resource-intensive tests at a scope that answers a meaningful question.
Do not lower energy or emissions figures by weakening security, observability needed for safe operation, or recovery controls. Set sustainability goals alongside service indicators, then review the effect of changes on both.

Measure whether an optimization actually helped
The SCI specification provides a way to express software emissions per unit of useful work. Its model defines operational emissions as O = E × I, where E is energy in kilowatt-hours and I is region-specific carbon intensity in grams of CO2 equivalent per kilowatt-hour. SCI is expressed as (O + M) per R: M represents embodied hardware emissions and R is the chosen functional unit.

For a before-and-after comparison, keep the boundary, functional unit, measurement method, models, and assumptions consistent. Compare both the total impact and the impact per unit of useful output; a lower intensity can coexist with higher total emissions if workload volume grows.

Provider dashboards can help locate hotspots and track provider-reported estimates, but providers may use different methods and expose different data. When presenting a figure, state whether it is an estimate, what boundary it covers, its geography and time period, and whether it describes absolute emissions or emissions intensity. Treat it as an application-level measurement only when the method supports that interpretation.
Shift flexible work to cleaner times or regions
Some work can wait or run in a suitable region: examples include batch jobs, model training, and builds. Carbon-aware scheduling uses emissions information to help decide when and where to run such work. This can change the carbon intensity associated with electricity use; it is distinct from reducing the workload’s energy consumption.
Before moving work, check latency and service-level objectives, data residency, availability, and the network and operational costs of relocating data. Include those effects in the workload boundary: a cleaner destination may entail more data transfer or added complexity.
Compare options across the whole workload
Evaluate a proposed change or tool using the same questions, rather than selecting it on a single dashboard figure:
- What energy and emissions data does it provide, and what boundary does it cover?
- Does it reduce resources per unit of useful work, and what happens to total use as demand changes?
- How does it affect performance, reliability, security, and recovery?
- What geographic and time resolution does its electricity data offer?
- Does it introduce data movement, residency concerns, or extra compute and storage?
- What engineering effort and ongoing operating cost does it add?
Effects vary by workload, cloud services, grid carbon intensity, and provider energy procurement. Use a consistent baseline and judge environmental impact alongside the service outcomes the workload must deliver.
