The IRS (Income Tax) officer ladder runs from Assistant Commissioner/Assistant Director through Deputy, Joint, Additional, Commissioner, Principal Commissioner, Chief Commissioner and Principal Chief Commissioner grades. Promotion depends on the applicable service rules, qualifying service and selection—not simply reaching a title or completing a set number of years. This guide covers the Indian Revenue Service (Income Tax), as set out in the Indian Revenue Service Rules, 2015; it does not assume the same schedule applies to IRS (Customs and Indirect Taxes).

IRS ranks and designations in the Income Tax Department

The service rules describe a progression of formal grades and associated designations. Officers may serve as Assistant Directors or Directors as well as in the corresponding Commissioner titles; a grade or designation by itself does not establish the particular assignment or charge an officer holds.

Service grade Designation in the rules
Junior Time Scale (JTS) Assistant Commissioner of Income Tax / Assistant Director of Income Tax
Senior Time Scale (STS) Deputy Commissioner of Income Tax / Deputy Director of Income Tax
Junior Administrative Grade (JAG) Joint Commissioner of Income Tax / Joint Director of Income Tax
Non-functional Selection Grade (NFSG) Additional Commissioner of Income Tax / Additional Director of Income Tax
Senior Administrative Grade (SAG) Commissioner of Income Tax / Director of Income Tax
Higher Administrative Grade (HAG) Principal Commissioner of Income Tax / Principal Director of Income Tax
Higher Administrative Grade Plus (HAG+) Chief Commissioner of Income Tax / Director-General of Income Tax
Apex Scale Principal Chief Commissioner of Income Tax / Principal Director-General of Income Tax

This sequence is the IRS (Income Tax) cadre schedule, not a universal list of every office or authority found in the tax administration.

How promotion eligibility works

The Indian Revenue Service Rules, 2015 set qualifying-service routes for senior grades and expressly use selection for the top grades. The thresholds below are eligibility conditions in the schedule, not guarantees of promotion when an officer completes the stated time. The available schedule identifies these specific senior-grade criteria:

Promotion to Eligibility route stated in the schedule Selection language
SAG JAG officers with eight years’ regular service in the grade, including NFSG; or 17 years’ regular IRS Group A service, including at least four years in JAG. The schedule sets qualifying-service routes; meeting a route alone does not make promotion automatic.
HAG SAG officers with three years’ regular service in the grade; or 25 years’ regular Group A service, including at least one year in SAG. The schedule sets qualifying-service routes; meeting a route alone does not make promotion automatic.
HAG+ One year of regular service in HAG. Promotion by selection.
Apex Scale One year of regular service in HAG+. Promotion by selection.

For the two alternative SAG and HAG routes, the schedule combines time in a grade with, in the alternative, total regular Group A service and a minimum period in a specified feeder grade. For HAG+ and Apex Scale, it specifies selection from officers with the stated regular service in the preceding grade. Do not treat these year counts as a timetable guaranteeing an individual promotion.

Why the statutory authority list is not the promotion ladder

The Income-tax Act, 1961, section 116, lists classes of income-tax authorities “for the purposes of this Act, namely:—”. That list includes the CBDT and senior Commissioner/Director classes, but also Income-tax Officers, Tax Recovery Officers and Inspectors. Those statutory categories describe authorities under the Act; they should not all be presented as rungs in the IRS Group A promotion schedule.

The Act also addresses appointments separately from cadre progression. Section 237 of the Income-tax Act, 2025 says the Central Government may authorise specified senior authorities to appoint income-tax authorities below Deputy Commissioner or Assistant Commissioner rank, subject to applicable service rules and orders. Appointment authority is not itself a promotion path.

Does this ladder also cover IRS (Customs and Indirect Taxes)?

No such conclusion should be drawn from the schedule above. The cited rules are specifically for IRS (Income Tax), under the Ministry of Finance/Income Tax Department. A separate current official schedule is needed to establish the ranks and promotion criteria for IRS (Customs and Indirect Taxes); the Income Tax sequence and thresholds should not be applied to that service without its own rules.
