An FHA refinance replaces your current mortgage with a new loan insured by the Federal Housing Administration. The right option depends mainly on whether your existing mortgage is FHA-insured and whether you want cash out. There is no universally best lender: compare at least three written Loan Estimates for the same loan scenario, then weigh the rate, mortgage insurance, fees, loan term, cash due, and rate-lock terms.

What is an FHA refinance loan?

An FHA refinance is a new mortgage insured by the Federal Housing Administration (FHA) that pays off an existing mortgage. Borrowers may refinance to change their rate or term, replace another type of mortgage with an FHA loan, or take cash out of home equity, subject to FHA rules and lender underwriting.

FHA insurance does not mean the loan is issued directly by the government. You apply through a lender, which evaluates your application and applies the current FHA requirements to your circumstances. Eligibility and terms depend on the refinance type, property, location, loan structure, and lender.

Which FHA refinance type fits your situation?

Start by checking whether your current mortgage is FHA-insured and whether you need cash from the transaction. The refinance categories have different rules; a requirement for one type should not be assumed to apply to another.

Refinance type Existing mortgage Cash out Key distinction
Cash-out refinance May refinance an existing mortgage, subject to FHA and lender rules Yes, subject to program limits and underwriting New loan proceeds can exceed the payoff and transaction costs, allowing the borrower to withdraw equity. HUD describes FHA refinance categories.
Rate-and-term refinance HUD describes this option as available to refinance any mortgage, subject to requirements No Proceeds pay existing mortgage liens and transaction costs. See HUD’s refinance overview.
Simple refinance Existing FHA-insured mortgage No Requires an appraisal under HUD’s handbook classification. HUD’s overview lists the FHA refinance types.
Streamline refinance Existing FHA-insured mortgage No; HUD’s public overview says cash over $500 may not be taken out Uses limited credit documentation and underwriting. HUD says the existing FHA loan must be current and the refinance must provide a net tangible benefit. Read HUD’s Streamline guidance.

When Streamline may be worth asking about

Streamline is a process category, not a guarantee of approval. HUD says it refers to the documentation and underwriting the lender must perform; it does not mean the transaction has no costs. It is only for refinancing an existing FHA-insured loan. HUD describes both credit-qualifying and non-credit-qualifying versions, but lenders still apply the relevant FHA rules and their own underwriting.

When another refinance type may fit better

If your current mortgage is not FHA-insured, Streamline is not the applicable path. A rate-and-term refinance may be relevant if you do not want cash out; a cash-out refinance may be relevant if you do. Ask lenders which FHA category they are quoting and what rules apply to your specific loan. For an individual file, the lender must use current FHA Single Family Housing Policy Handbook 4000.1 requirements.

What costs and mortgage insurance should you compare?

Closing costs and “no-cost” offers

FHA Streamline closing costs do not disappear. HUD says closing costs cannot be rolled into the new Streamline mortgage amount. A lender may describe an offer as “no cost” when it uses a higher interest rate to generate a lender credit that covers costs, reducing cash due at closing while increasing the payment or cost over time. Compare the rate, lender credit, cash due, and expected cost over the period you expect to keep the loan. Rules on costs and financing vary by refinance type.

Upfront and monthly mortgage insurance

FHA forward mortgages commonly include an upfront mortgage insurance premium (UFMIP) and an annual mortgage insurance premium (MIP) paid in monthly installments. HUD’s published premium FAQ lists a 1.75% UFMIP for most purchase, refinance, and Streamline loans, with exceptions. Annual MIP varies by term, base loan amount, loan-to-value ratio, and case endorsement date. Because those rules are date-dependent, confirm the applicable premium with HUD guidance and the lender rather than assuming an amount for your loan.

Compare the full effect, not just the rate

A lower interest rate alone does not establish that refinancing is a better deal. Compare the new monthly payment—including mortgage insurance and other recurring amounts—with your current payment, and consider closing costs, any change in loan term, and how long you expect to keep the new mortgage. A longer term can extend repayment even if the monthly payment falls. A break-even calculation requires your actual estimates and expected time in the home; there is no reliable universal result.

How to find the best FHA refinance lender for you

There is no source-backed universal lender ranking or company that can be identified as the best for every borrower. Quotes vary with the borrower, property, location, loan structure, timing, and lender underwriting. Use HUD’s FHA lender search to locate lenders; it is a directory, not a ranking of service quality or rates.

  1. Identify your scenario. Tell each lender whether your existing loan is FHA-insured, which refinance type you want, whether you need cash out, the approximate balance and property location, and the term and rate structure you are considering.
  2. Request at least three Loan Estimates. CFPB advises borrowers to compare at least three offers. Ask each lender to quote the same refinance type, loan amount, term, rate structure, and discount-points scenario so the estimates are meaningfully comparable. See the CFPB Loan Estimate guidance and its mortgage offer comparison guidance.
  3. Check rate and APR together. Note when each quote was issued and whether the rate is locked. An unlocked quote may change; compare lock periods and ask about the cost of extending a lock if closing takes longer.
  4. Compare payment, loan amount, and term. Review monthly principal and interest alongside mortgage insurance and other recurring charges. Check whether the new loan extends repayment and whether the quoted amount includes the costs allowed for that refinance type.
  5. Review lender charges and cash due. Compare lender-controlled charges, discount points, lender credits, and the estimated cash required at closing. Taxes, insurance, and some government charges can vary for reasons outside a lender’s control; ask about material differences rather than treating every difference as a lender fee.
  6. Assess execution and communication. Ask about the estimated closing timeline, the loan officer’s process for answering questions, and what could delay closing. A clear written explanation and a credible timeline matter alongside the price.

CFPB says shopping multiple mortgage offers may save consumers $600 to $1,200 a year. That is general mortgage-shopping guidance accessed October 7, 2026—not a guaranteed saving or a statistic specific to FHA refinances. Your result depends on the offers available for your situation.

What FHA loan limits apply in 2026?

For calendar year 2026, HUD published nationwide FHA forward mortgage limits for a one-unit property with a floor of $541,287 and a ceiling of $1,249,125. Local limits vary by property location, so use HUD’s FHA mortgage limits search to check the applicable limit. These 2026 figures are not a substitute for a local lookup or a lender’s review of your refinance scenario.

Questions to ask before choosing an offer

  • Which FHA refinance type are you quoting, and why does it fit my existing mortgage and goal?
  • Is this rate locked? If so, for how long, and what could an extension cost?
  • What are the monthly principal and interest, mortgage insurance, lender charges, and estimated cash due at closing?
  • Does the offer use discount points or a lender credit, and how does that change the rate and total cost?
  • How does the new loan term compare with my remaining term?
  • What documents or underwriting steps could affect eligibility or the closing date?

Mortgage rates, fees, lender availability, FHA premium rules, and policy can change. HUD’s 2026 figures and guidance are time-specific; confirm current requirements and obtain current written quotes before making a decision. If you need help understanding options, a HUD-certified housing counselor may also be useful.
