Backup is a copy of files and programs made to support recovery if needed. Recovery is the process of restoring usable data or services after a disruption. A backup is useful only if it is protected, intact and can be restored within the time you can tolerate.

What is the difference between backup and recovery?

NIST defines a backup as “A copy of files and programs made to facilitate recovery if necessary.” (NIST CSRC glossary, citing NIST SP 800-34 Rev. 1 and related publications.) Backup is the protection step: it creates or preserves a copy. Recovery is the operational work of using copies, replacement resources, instructions and people to restore data or services after an outage, error, attack or physical disruption.

That distinction matters because a successful copy does not demonstrate that a system can be brought back online. Recovery planning also includes deciding what must be restored, how to restore it, and who or what resources are needed. NIST places system and data recovery within contingency planning and the broader business continuity plan (NIST SP 800-34 Rev. 1).

What are RPO and RTO?

Recovery objectives turn “back up regularly” into requirements tied to the impact of losing data or having a service unavailable.

Objective Meaning What it guides
Recovery Point Objective (RPO) The point in time to which data must be recovered after an outage. (NIST CSRC glossary.) How much recent data loss can be tolerated and, in turn, how often data needs to be copied.
Recovery Time Objective (RTO) The maximum time a system resource can remain unavailable before the impact becomes unacceptable, as defined in NIST SP 800-34 Rev. 1. The recovery method, required resources and restore-test target.

For example, a service that cannot tolerate much recent data loss needs a recovery point close to the disruption, which usually requires more frequent copies. A service that must return quickly needs a recovery method and resources capable of meeting its RTO. These are planning objectives, not guarantees that a particular backup system will achieve them.

How should backup frequency and retention be chosen?

There is no universal schedule or retention period that suits every device or organization. Set requirements according to the value and criticality of each data asset, the consequences of losing it, applicable policy or legal obligations, budget, and the recovery objectives. NIST recommends establishing an RPO, copy frequency and retention requirements for each data asset, then designing recovery around system requirements and restore speed (NIST SP 800-209).

  • Choose frequency from the RPO: copy data often enough to support the recovery point that is acceptable for that asset.
  • Choose retention deliberately: keep copies for the period required by recovery needs and applicable obligations, rather than assuming one duration fits everything.
  • Check compatibility: confirm that copies can be used with the relevant data and systems.
  • Evaluate the whole recovery design: consider tested restore time against the RTO, copy health and integrity, protection against deletion or ransomware, and total cost.

How can personal users protect device backups?

For data stored only on a personal device, CISA recommends backing it up frequently to an external hard drive or a properly vetted cloud service (CISA, Secure Our World). An external backup drive gives you a separate local copy; store it safely and disconnect it when you are not actively backing up. A drive left connected may be exposed to the same ransomware incident as the device.

Synchronization and replication are not automatically equivalent to a backup. If a deletion, corruption or malicious encryption is copied across, another synchronized copy may inherit the problem. A separate, protected backup gives you a better chance of recovering an unaffected version; for critical data, CISA recommends offline, encrypted backups (CISA ransomware guidance).

How do you know a backup will work?

Check the copy and test the restore, rather than treating a completed backup job as proof of recoverability. NIST recommends validating copy health and periodically performing restore tests to confirm that required recovery times can be met (NIST SP 800-209). CISA likewise recommends regularly testing backup availability and integrity in a disaster recovery scenario (CISA ransomware guidance).

  • Verify that the backup is available and its contents are intact.
  • Restore data or systems in a test or recovery exercise, not only when a real disruption occurs.
  • Measure whether the tested restore meets the RTO and whether the restored data reaches the required RPO.
  • Review the process as systems and data change. For operational technology environments specifically, NIST SP 1339 says backup management should be integrated with change management, performed regularly, tested and reviewed during recovery exercises (NIST SP 1339, June 2026).

How do organizations plan recovery?

Organizations should begin by identifying critical operations and the data and systems that support them. They can then set recovery objectives, select methods and resources, and document procedures within the wider business continuity plan. That makes recovery a coordinated operational capability, not merely a collection of stored files. The particular architecture depends on the organization’s requirements and constraints; NIST’s storage guidance emphasizes matching recovery design to RPO, frequency, retention, restore speed and system needs (NIST SP 800-209).
