An order win is evidence of awarded or contracted work—not revenue already earned or cash already collected. A construction company may recognize revenue as it performs the project, invoice according to contract milestones, and collect cash weeks or months later. It may also receive an advance before earning the related revenue. To understand the effect of a new order, keep five measures separate: the award or backlog, work performed, revenue recognized, amounts invoiced or unconditionally due, and cash collected.

What an “order win” actually tells you

An order announcement usually describes a signed contract, notice to proceed, framework award, or other commitment. Its headline value is the transaction price the company expects to receive subject to the contract’s terms, variable consideration, modifications, and collection risk. It is not automatically the amount that appears as revenue in the current reporting period.

Backlog can indicate future contracted activity, but there is no universal conversion schedule. Companies define backlog differently and may include work that starts later, depends on customer approvals, or is exposed to cancellation and scope changes. Use the issuer’s stated definition and scheduling policy rather than treating the announcement value as a quarterly revenue forecast.

Measure What it represents Why its timing differs
Order award or backlog Contracted or awarded future work under the company’s definition Work may not have started; scope, start dates and cancellations can change
Work performed Construction activity transferred to the customer Progress depends on actual performance, not the signing date
Revenue recognized Consideration allocated to obligations satisfied under the applicable accounting standard Recognition follows transfer of control, over time or at a point in time
Invoiced or unconditionally due An amount the customer must pay when only passage of time remains Billing milestones and contractual conditions may not match performance
Cash collected Money that has reached the company Deposits, approvals, retention, disputes and collection timing affect receipts

These measures can move in opposite directions. A project can generate recognized revenue before an invoice is unconditional, or produce an advance payment before the company has performed the related work. The order itself does not establish profit margin or positive cash flow; expected costs, schedule, change orders, payment rights and funding needs do.

When does a construction company recognize revenue?

IFRS 15 requires an entity to report revenue in a way that depicts the transfer of promised goods or services to a customer for the consideration expected in exchange. The IFRS Foundation says the standard addresses the nature, amount, timing and uncertainty of revenue and cash flows from customer contracts. It applies to annual reporting periods beginning on or after 1 January 2018. US companies generally apply the substantially converged ASC 606 model, while local law and the reporting framework govern a particular contractor.

The accounting analysis starts with the contract, not the press release. The company identifies the customer and enforceable rights, separates distinct promised goods or services, determines the transaction price (including relevant variable consideration), allocates that price to the performance obligations, and recognizes revenue as each obligation is satisfied.

Over-time recognition

A construction obligation is satisfied over time when at least one of the following conditions applies under the IFRS 15-aligned criteria in AASB 15:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The customer simultaneously receives and consumes the benefits as the contractor performs.
  • The customer controls the work-in-progress asset as it is created or enhanced.
  • The asset has no alternative use to the contractor and the contractor has an enforceable right to payment for performance completed to date.

The third condition requires both elements. “No alternative use” by itself is not enough. The payment right must be enforceable under the contract and applicable law and must at least compensate the contractor for work completed if the customer terminates for a reason other than the contractor’s failure. Termination clauses, local law and the project’s design can therefore change the conclusion.

Point-in-time recognition

If none of the over-time conditions is met, revenue is recognized at the point when control of the promised asset or service transfers. A long construction schedule does not automatically justify a single percentage-of-completion approach. The contract-specific assessment determines the pattern.

How progress is measured on an over-time project

Once an obligation is determined to be over time, the company chooses an input or output method that faithfully depicts performance and applies it consistently to similar obligations. Progress is remeasured at each reporting date as estimates change.

Output methods

Output measures track what has been delivered to the customer. Depending on the contract, they may include certified milestones, engineer surveys, completed units, or time elapsed. A milestone method is useful only when the milestone reflects actual transfer rather than an administrative billing event.

Input methods

Input measures track resources consumed, such as labor hours or costs incurred, relative to total expected inputs. Cost-to-cost calculations can depict performance when costs correlate with transfer. They need adjustment when a cost is wasted, disproportionate, incurred far ahead of the related work, or otherwise fails to represent progress. The standard does not permit a mechanically high percentage merely because spending accelerated.

Revenue estimates therefore depend on current forecasts of remaining labor, materials, subcontractors, equipment and other costs. A revised cost-to-complete estimate can change the amount recognized in the current period even though the contract value has not changed.

Why billing and revenue create different balance-sheet positions

Revenue recognition and invoicing answer different questions. Revenue asks how much performance has transferred. Billing asks when the contract permits an invoice or establishes an unconditional payment right.

Contract asset

When recognized performance exceeds amounts paid and amounts that are unconditionally due, the contractor may have a contract asset. It has transferred work but its right to consideration remains conditional on something beyond the passage of time—for example, achieving a certification milestone. The asset becomes an unconditional receivable when the remaining condition is satisfied.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Receivable

A receivable represents an unconditional right to consideration: only the passage of time remains before payment is due. The date an invoice is issued does not by itself decide whether revenue is recognized or whether the balance is a receivable. Contract terms determine whether the right is conditional.

Contract liability

When customer payment or an unconditional amount due exceeds performance, the company may record a contract liability for work it still owes. An advance can improve near-term liquidity while remaining a liability until the related obligation is satisfied.

Retainage

Retainage requires contract-specific review. It can be an unconditional receivable when only time remains, or a contract asset when release depends on additional conditions such as completion, inspection or a defects period. Do not assume every retention balance follows the same accounting treatment.

Does winning a construction contract mean the company gets paid now?

No. Cash follows the payment and collection terms, not the announcement date or necessarily the revenue pattern. A contract may require a mobilization deposit, monthly progress applications, milestone certificates, customer-funded materials, retention, and a final payment after acceptance. Each step can have different approval requirements and dispute exposure.

To analyze cash flow, map expected receipts against the project’s actual outflows:

  • Receipts: deposits, approved progress billings, milestone payments, release of retention and final settlement.
  • Operating outflows: payroll, subcontractor invoices, materials, equipment, permits, insurance and taxes.
  • Financing pressure: borrowing, interest, bonding requirements and working-capital support needed while receivables or contract assets accumulate.

A project can be profitable on an accounting basis while consuming cash if the company pays labor and suppliers before collecting from the customer. Conversely, an advance can produce positive operating cash flow before any corresponding revenue is earned. Collection risk, customer credit, certification delays and disputes can widen the gap.

A conceptual example: five timelines for one order

Consider a hypothetical fixed-price project that meets the criteria for over-time recognition. The company signs the contract in January, begins site work in February, submits monthly applications, and receives a deposit before construction starts.

  1. January—award: the signed order increases reported backlog under the company’s definition. No revenue is created solely by signing.
  2. February—mobilization: the company incurs payroll and supplier costs. The deposit may be recorded as a contract liability until performance occurs.
  3. March—performance: an input or output measure supports recognition of revenue for work transferred. If approved billings lag that progress, a contract asset may arise.
  4. April—billing right: a certified application can turn a conditional amount into an unconditional receivable. The balance-sheet classification changes even though the underlying work was performed earlier.
  5. Later collection: cash is recorded when the customer pays. Retention may remain outstanding after substantial completion if release depends on additional conditions.

This sequence is illustrative, not a forecast for any issuer. The contract’s clauses and the applicable standard determine the actual entries.

How an order win can affect reported revenue, profit and cash flow

Revenue

Revenue rises as performance obligations are satisfied, using the selected progress method or a point-in-time trigger. The full contract value may therefore be spread across several reporting periods.

Profit

Profit depends on the transaction price less the costs required to complete the work and any other applicable expenses. A large award with a thin or uncertain margin can contribute less profit than a smaller, well-priced project. Cost overruns, schedule delays, liquidated damages and unapproved changes can reduce expected margin.

Cash flow

Cash depends on when customers pay and when the contractor must fund the work. The order announcement does not disclose the timing of deposits, progress payments, retention releases or final collection. Working-capital requirements can increase even while the income statement reports growing revenue.

Costs related to past performance

An IFRS Interpretations Committee update from March 2019 addressed construction costs for work already performed in a partially satisfied obligation and concluded in that fact pattern that the costs did not meet paragraph 95’s criteria to be recognized as an asset. That conclusion is context-specific: cost capitalization and expense timing must be assessed under the applicable requirements rather than generalized to every project cost.

How to read an order announcement without overstating its impact

Ask the company for information that connects the award to its financial statements:

  • Is the amount a firm contract, a framework, an option, or an award subject to conditions?
  • When does work start, and what portion is expected in each reporting period?
  • Does the company recognize the obligation over time or at a point in time, and which progress method does it use?
  • What are the expected margin and principal cost-to-complete risks?
  • What are the deposit, billing, certification, retention and final-payment terms?
  • What rights exist if the customer terminates, delays access or disputes a change order?
  • How does the issuer define backlog, and how much is scheduled, cancellable or dependent on customer action?

Without those details, the defensible conclusion is limited: the award may support future activity, but it does not establish current-period revenue, profit or cash inflow.

Comparing two construction companies or contracts

Contract values alone are a poor comparison. Use the following axes and keep the jurisdiction and reporting framework explicit.

Comparison axis Questions to ask
Accounting framework and jurisdiction Is the company reporting under IFRS, US GAAP or another local framework? What law governs enforceability?
Recognition pattern Is the obligation over time or point in time? What output or input measure depicts progress?
Margin and cost risk How reliable are cost-to-complete estimates? Are escalation, delay or change-order exposures material?
Billing terms Are payments advances, milestones, monthly applications or completion-based? What conditions affect certification?
Payment rights Is the right unconditional, and what compensation is available after termination?
Cash timing When do customers pay relative to payroll, subcontractor and supplier obligations?
Backlog policy What does the company include, exclude and schedule in backlog, and how can it be modified or cancelled?

Common mistakes and how to avoid them

  • Calling the award revenue: describe it as contracted work or backlog until performance satisfies the accounting requirements.
  • Assuming percentage of completion is automatic: first test the over-time criteria; then select a method that depicts transfer.
  • Treating invoices as revenue: billing may precede or follow performance and can create a contract liability, contract asset or receivable.
  • Calling every receivable cash: an outstanding receivable is not collected cash and may carry credit or dispute risk.
  • Ignoring retainage conditions: determine whether release depends only on time or on additional acceptance requirements.
  • Inferring margin from size: contract value says nothing about cost-to-complete, pricing quality or overruns.
  • Using a universal backlog conversion rate: no standard schedule exists; rely on the issuer’s definition and disclosed timing.

What the accounting conclusion depends on

The relevant standard, contract language, enforceability of payment and termination rights, project design, customer control and facts at each reporting date govern the conclusion for a particular contractor. AASB 15’s detailed criteria, including its December 2022 compiled text, are IFRS-aligned but do not replace local requirements. RSM US LLP’s November 2025 construction guidance explains the contract-asset, receivable and contract-liability distinctions in the US context under ASC 606. Readers should check the company’s latest accounting policies, contract disclosures and backlog definition rather than applying a generic rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical verdict is straightforward: an order win may strengthen future workload visibility, but revenue arrives with performance, billing rights arise under contract conditions, and cash arrives only when customers pay. Analyze all five timelines separately before judging the order’s financial effect.
