Amkor’s European expansion is centered on its Porto, Portugal facility, where it has begun a factory expansion and is working with GlobalFoundries (GF) to connect European wafer production with semiconductor bumping and sorting. Amkor’s January 2024 announcement said GF tools had been transferred from Dresden and initial customer products were being qualified on them; it did not give a budget, capacity, job count, or completion date for the expansion.

What is Amkor building in Europe?

The best-supported match for “Amkor sinks roots in Europe” is the company’s Porto expansion and its cooperation with GF. Amkor said in January 2024 that it had recently broken ground on an expansion of its Porto factory. The announcement did not specify the project’s cost, planned capacity, number of jobs, or expected completion date.

The factory expansion and the GF cooperation are related but distinct: the expansion is construction at Amkor’s existing Porto site, while the cooperation involves GF tools and processes being transferred there.

What does the GlobalFoundries partnership involve?

GF had been transferring tools from its Dresden site to Porto since February 2023. In its January 16, 2024 announcement, Amkor reported that 50 tools had been transferred and that first customer products were being qualified on the installed GF equipment. The transferred equipment was for 300 mm bumping and sorting lines at Amkor’s IATF 16949-certified Porto plant. Amkor’s announcement describes the cooperation and equipment transfer.

In semiconductor manufacturing, wafer fabrication makes the integrated circuits on a wafer. Bumping and sorting are steps that can follow wafer fabrication, while assembly and test prepare and check chips for use. Amkor’s role is in outsourced semiconductor assembly and test (OSAT), not a new wafer-fabrication plant in Portugal. The company’s 2025 annual report describes packaging and test as services that follow wafer fabrication; that is company-wide context, not a report of Porto’s current operating scale.

Why do the companies say the project matters?

The intended supply chain links GF’s wafer production with Amkor’s bumping, sorting, assembly, and test services in Europe. The companies presented the cooperation as a way to regionalize semiconductor production and strengthen supply for automotive and other critical chips. Those are stated goals, not proof that this project by itself resolves Europe’s semiconductor supply or resilience challenges.

Amkor executive vice president Kevin Engel said the partnership “signals our common goal to stabilize a robust and resilient European automotive supply chain.” The statement appears in Amkor’s January 2024 release.
