AI cybersecurity access tiers determine which models and safeguards a provider makes available for certain security work. They do not grant permission to test a system: researchers and security teams still need authorization from the system owner, and access may be limited to a specific person, organization, workspace, API project, model, or platform.

What does an AI cybersecurity access tier let you do?

A tier is a provider’s permission and safeguard arrangement for using its models in cybersecurity workflows. Depending on the program, it may expand access to specialized models or reduce how often safeguards block legitimate defensive and testing requests. There is no shared industry-wide tier standard: names, eligibility rules, and controls differ by provider.

Anthropic describes the dual-use problem directly: “Cybersecurity is inherently dual use: the same capabilities that enable a security team to find and fix a vulnerability can also help a malicious actor exploit it.” OpenAI makes a related operational distinction: “Trusted Access governs approved model access; it doesn’t configure your tools, environment, or engagement scope.”

How do Anthropic’s and OpenAI’s access levels differ?

The providers’ labels are not equivalents. The table summarizes the official program descriptions available on October 7, 2026; availability and controls can change.

Provider access arrangement Intended work Key conditions and limits
Anthropic: Defense Access Defensive operations, including SOC and incident-response work, malware reverse engineering, vulnerability analysis, and validation. Potential applicants named by Anthropic include security teams at companies, nonprofits, universities, and government agencies; critical-infrastructure operators; smaller security firms; open-source maintainers; and individual researchers with a history of reported vulnerabilities. The program announcement says it aims to respond within a few days.
Anthropic: Red Team Access Defensive use plus authorized penetration testing and red teaming. Organization-only; not available to individual researchers. Anthropic gives in-house and government red teams and security/testing firms as examples. Review may take a few weeks. Certain high-harm actions remain blocked.
Anthropic: Specialized Access Testing in unusually sensitive environments where a failure could threaten lives or disrupt markets. Reserved for a limited set of verified organizations. Examples include flight operating systems, power grids, telecom networks, interbank transfer infrastructure, and government administrative networks. Anthropic says reviews are in depth and conducted in collaboration with the US government.
OpenAI: standard mainline model use General work such as secure software development, code review, patching, threat modeling, and generalized blue-team tasks. Standard safeguards apply.
OpenAI: Daybreak Blue Verified defensive work, including vulnerability triage, secure code review, malware analysis, detection engineering, incident response, and patch validation. Reduces refusals on supported general-purpose models. OpenAI recommends Blue as the starting point for most security teams.
OpenAI: Daybreak Red Authorized penetration testing, red teaming, exploit validation or development, and controlled vulnerability research. Requires separate approval and stronger verification and access controls. Provides a specialized cyber model and reduced refusals on supported models.
OpenAI: Red with additional model approval Red-tier work using an additionally approved specialist model. The additional model requires its own approval; Red approval alone does not provide it.

Anthropic says its Cyber Verification Program includes its most capable models. The announcement lists Claude Platform, Google Cloud Vertex AI, and Microsoft Foundry; Amazon Bedrock is limited to customers eligible for Enterprise Frontier Safeguards. Check the provider’s current program page for platform and model availability before relying on a particular combination.

Does trusted access authorize penetration testing?

No. A provider’s access approval is not legal or organizational authorization to test a target. OpenAI limits Daybreak use to systems, applications, accounts, networks, or data that the user owns, operates, or is explicitly authorized to test or analyze. Anthropic likewise limits Red Team Access to systems the organization is authorized to test.

Rank #2
Yubico - Security Key NFC - Basic Compatibility - Multi-Factor Authentication (MFA) Key, Connect via USB-A or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key NFC via USB-A and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

That distinction matters even when a model is designed for red-team work. Permission from the AI provider governs access to its model; permission from the target owner governs the engagement. Neither a tier name nor a model ID establishes that a particular target is in scope.

What must be approved and enabled separately?

For OpenAI, program approval, access activation, model approval, and project scope are separate checks. Approval does not automatically enable reduced refusals. Daybreak must be enabled for the approved workspace or API project, and knowing or specifying a model ID does not confer access to it.

Rank #3
Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

For agent-based workflows, model access also does not configure tools, execution environments, or engagement scope. OpenAI’s API guidance recommends that teams:

  • Check sensitive tool calls against the approved engagement scope and deny actions outside it.
  • Pause ambiguous or high-risk changes for human approval.
  • Maintain independent filesystem and network boundaries, rather than relying on model behavior alone.
  • Keep audit logs and fail closed if required review is unavailable.

What restrictions remain at higher access levels?

Reduced refusals are not unrestricted access. OpenAI says Daybreak does not remove every safeguard or refusal, authorize work outside permitted scope, or allow resale, proxying, embedding, or downstream access by third parties. Anthropic says Red Team Access still blocks specified actions that could cause physical harm or mass disruption, including ransomware deployment, damage to physical systems, and testing high-risk safety systems.

Rank #4
Yubico - YubiKey 5C NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts

  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate.

These boundaries mean teams should treat access as one control in a broader authorization and safety process—not as a substitute for rules of engagement, technical safeguards, or human oversight.

What should teams check about data handling?

Access approval does not by itself settle how prompts, code, or incident data are retained. OpenAI says Trusted Access does not automatically grant Zero Data Retention. Anthropic’s program announcement says retention is required for misuse monitoring and described a separate privacy offering as forthcoming at the time of publication. These are dated provider-specific statements, not universal rules; check the current terms for the specific service and account before submitting sensitive material.

How should you interpret providers’ benchmark figures?

Published evaluations can describe a bounded test, but they do not establish real-world outcomes or a cross-provider ranking. Each figure below is provider-reported and tied to its named evaluation and model or access setting.

  • OpenAI, 2026: GPT-5.6-Cyber had a 95.0% completion rate on OpenAI’s internal Advanced Cybersecurity Completion Rate evaluation. OpenAI reported 1.5% for GPT-5.6 Sol and 2.0% for GPT-5.6 Sol with Daybreak Blue on the same evaluation. The test set includes advanced scenarios such as exploit-chain development and authentication bypass.
  • Anthropic, 2026: Claude Opus 5.5 in CVP Defense Access blocked 46 of 50 trials on CyScenarioBench. In Red Team Access it completed 34 of 50 tasks, with no blocks reported in those trials. Anthropic said the Red Team result was effectively equivalent to its 67.6% completion rate with no safeguards on that evaluation. These results are not directly comparable with OpenAI’s evaluation.
  • Anthropic, 2026: Project Glasswing partners reported at least 129,000 verified software vulnerabilities between April and July 2026, with more than 33,000 rated critical or high. The count is based on partial partner survey reporting, and Anthropic cautioned that the true total may be substantially higher.
  • Anthropic, 2026: The company reported 5,500 verified software vulnerabilities from its own open-source scanning efforts between April and October 2026. This is Anthropic’s reported count, not an independent audit.

How to choose the right access path

  1. Define the work and target first. Separate defensive analysis from penetration testing or other active testing, and document who owns the target and what authorization covers it.
  2. Match the work to the provider’s program. For OpenAI, Blue is positioned for verified defensive work and Red for authorized red teaming. Anthropic distinguishes Defense, Red Team, and Specialized access by scope and risk. Do not assume that one provider’s tier maps directly to another’s.
  3. Confirm applicant and verification requirements. Eligibility can depend on whether the applicant is an individual or organization, the work being performed, and the provider’s verification review.
  4. Verify the exact model, platform, and project activation. Check that approval applies to the intended workspace, API project, platform, and model; access to one does not imply access to all.
  5. Set independent technical controls. Constrain agent tools, filesystem and network access, and permitted targets. Require human review where the consequences or scope are unclear.
  6. Review current data terms. Confirm retention and privacy settings for the specific service before sharing sensitive code, credentials, or incident information.

For individual enrollment in OpenAI’s Daybreak Blue path, the cited instructions require a compatible physical FIDO2 security key as one of the secure sign-in methods. That is a requirement for that enrollment path only; a key does not guarantee eligibility, approval, or access.
