The available official information does not confirm that thousands of households face new restrictions “in days,” or that a business ban is currently in force. South East Water’s Sussex-specific FAQ describes household hosepipe restrictions and a possible, separate Non-Essential Use Ban (NEUB) for businesses if drought conditions worsen. Here is how the measures differ and which uses could be affected.
What is confirmed—and what is not
South East Water says household restrictions in Sussex were tightened from 17 October 2025 after most exemptions were removed on 10 October. Its FAQ describes a further business restriction as a possible next step if conditions worsened; it does not confirm that a NEUB has since been approved or brought into force. The FAQ does not verify the headline’s “in days” deadline, the claim about thousands of households, or the headline’s original report. South East Water’s drought FAQ is specific to Sussex, or the part of Sussex where the company is the wholesale water supplier.
How a household hosepipe ban differs from a business ban
| Measure | Who it covers | What it restricts | Status in South East Water’s FAQ |
|---|---|---|---|
| Temporary Use Ban (TUB), commonly called a hosepipe ban | Domestic customers | Hosepipe use, subject to the applicable rules and exemptions | Household restrictions were tightened from 17 October 2025, according to the FAQ. |
| Non-Essential Use Ban (NEUB) | Non-household and business customers | Specified non-essential uses of mains water | Described as a possible next step, not as a confirmed active ban. It is a drought-order restriction requiring approval by the Secretary of State for the Environment, Food and Rural Affairs. |
The distinction matters: a household TUB is not the same measure as a business NEUB, and one does not by itself establish that the other is in force. Check the current notice for your location before changing how you use water.

South East Water’s description says a NEUB may apply to specified uses of mains water, including:

This is the utility’s description of potential scope, not a complete list of rules for an active order. The exact restrictions, exemptions and concessions depend on the order and local circumstances.
Alternative water sources and possible exceptions
South East Water says its described NEUB would not affect private supplies such as boreholes or reservoirs, or harvested rainwater. It also says water-efficient drip or trickle irrigation is permitted. Mains water cannot be used to top up a borehole or reservoir. Health-and-safety exclusions and possible concessions may apply, with concessions depending on drought severity. These conditions are specific to the utility’s description; businesses should confirm the terms of any active order and which sources and activities it covers. South East Water’s drought FAQ names Water Direct as one service through which businesses may buy borehole or untreated water.

What households and businesses should check
- Confirm your supplier and area: the restrictions described here concern South East Water’s relevant Sussex wholesale supply area, not every part of the UK.
- Check whether a measure is proposed or active: a possible next step is not an order in force. Look for a current notice from the water company or relevant authority.
- Read the specific rules: permitted activities, exemptions and concessions depend on the measure and its terms.
- Check the water source: mains water, harvested rainwater and private supplies may be treated differently; do not assume an alternative source is permitted for every use.
