A media gateway controller (MGC) is the call-control function that manages the connection state and gateway resources associated with media channels. The media gateway (MG) handles the media itself, such as terminating or converting voice traffic between circuit-switched networks and packet streams. In short: the MGC controls; the MG processes media.
What is a media gateway controller?
ITU-T Recommendation H.248.1 defines an MGC by its responsibility for controlling the parts of call state that pertain to connection control for media channels in a media gateway. The MGC is therefore a control function, not simply another name for the gateway or the media it carries. ITU-T H.248.1

In a decomposed call-control architecture, the MGC directs the gateway’s connection state and use of relevant resources. The gateway can terminate media from different network types—for example, circuit-switched bearer channels and packet-network RTP streams—and may convert media between them.

The controller coordinates the connection-control portion of calls that use a media gateway. Its scope concerns call state and the gateway connections associated with media channels; the gateway performs the media termination, conversion, and handling.

RFC 2805 describes the MGC function as controlling a media gateway and characterizes gateway connections as associations of resources hosted by the gateway. In its distributed-gateway model, RFC 2719 also describes an MGC managing gateway resources and potentially authorizing their use according to local policy. Those details describe the RFC architecture; they should not be treated as a universal checklist for every implementation.
How is a media gateway controller different from a media gateway?
| Aspect | Media gateway controller (MGC) | Media gateway (MG) |
|---|---|---|
| Primary responsibility | Controls relevant call state and media-channel connection state. | Handles media terminations and media processing, including conversion between network types. |
| Relationship to resources | Directs connection control and use of gateway resources. | Hosts the media resources and connections being controlled. |
| Typical examples | Call-control function in a gateway-control architecture. | Gateway handling circuit-switched bearer channels, packet media such as RTP, or media translation. |
These are distinct functions, but they do not necessarily require separate physical devices. Architecture documents describe functional roles; equipment packaging can vary.
What is the relationship between an MGC and H.248/MEGACO?
H.248.1 is an ITU-T recommendation for a gateway-control protocol and defines the MGC and MG roles in that context. The recommendation is a standards framework for communication between control and gateway functions, not a claim that every product or system uses H.248/MEGACO. RFC 2805 provides related architecture and requirements context.

Where does the MGC term appear in mobile networks?
The MGC–MGW interface is also specified in mobile-network standards. 3GPP TS 29.232 V18.1.0 (Release 18) specifies the interface protocol and identifies MSC server and GMSC server controller roles within its scope. The release and version matter because specifications can be revised.
