Reportedly, new retail liquor outlets in West Bengal must be at least 500 metres from specified sensitive sites in urban and municipal areas, and 1 kilometre away elsewhere. The requirement is for new outlets; news coverage says existing shops are not affected.
How far must a new liquor shop be from a school in West Bengal?
The reported distance depends on the area’s jurisdiction. PTI reporting published by Hindustan Times describes the rule as covering schools and other educational institutions, places of worship, and other specified sites. It reports these distances for new retail liquor outlets:
| Area | Reported minimum distance |
|---|---|
| Kolkata Municipal Corporation and other urban or municipal jurisdictions | 500 metres |
| Rural and other non-municipal areas | 1 kilometre |
In other words, the 500-metre requirement is reported for Kolkata and other civic or municipal areas; the 1-kilometre requirement applies elsewhere in the state. The reports do not establish a more detailed test for deciding how a site’s distance is measured under the new thresholds.
When did the reported rule take effect?
A September 29, 2026 Times of India report says the state made the requirement effective on September 16, 2026, through a circular. The circular itself was not available in the Excise Directorate pages reviewed, so the effective date and details here are attributed to that news report rather than presented as independently verified circular text.

Does the 500-metre rule apply to existing liquor shops?
PTI coverage says the new distance requirement applies to new retail licenses or outlets and does not affect existing shops. The same coverage reports an interpretation that an outlet shifting to a mall may qualify for an exception, attributed to Liquor Association Secretary Bijan Patra. That interpretation is not independently confirmed by the circular text available for review.
How does this differ from the previous distance rule?
The earlier published Rule 8 in the West Bengal Excise (Selection of New Sites and Grant of License for Retail Sale of Liquor and Certain Other Intoxicants) Rules, 2003 set a 1,000-foot “vicinity” standard. It identified government-recognized educational institutions, colleges or institutions affiliated with a university established by law, traditional public places of worship, and hospitals for public use.

That older rule also described how the 1,000-foot distance was measured, including the midpoints of entrances and, ordinarily, the route an ordinary prudent person would take. It had special provisions for sites within buildings. The reports on the newer rule do not establish whether these definitions, categories, exceptions, or measurement provisions carry forward unchanged. The older method should therefore not be assumed to govern the newly reported metre-based limits.
What is confirmed about the new rule—and what remains unclear?
The state Excise Directorate lists rules and circulars on its official portal, but the pages reviewed did not show the September 2026 circular. The distance thresholds, scope for new outlets, and effective date described here are based on the cited news reports. Until the circular is available, its precise definitions, measurement method, and exceptions—including whether the older rule’s detailed categories remain in place—cannot be established from the sources cited here.
