West Bengal finance minister Swapan Dasgupta invited investors and real-estate participants to explore opportunities in Kolkata at CREDAI NATCON 2026, while calling for outdated laws to be reviewed. His remarks set out a policy appeal—not evidence that the proposed legal changes have been enacted or that new investment has been secured.
What Dasgupta said at CREDAI NATCON 2026
Hindustan Times reported on October 2, 2026, that Dasgupta was chief guest at the first CREDAI NATCON summit in Kolkata. He urged investors and the real-estate fraternity to consider opportunities in the city and the state, connecting investment and policy reform with economic development and employment generation. (Hindustan Times)
The three-day summit drew around 1,200 delegates, according to the report. That approximate figure describes attendance; it does not indicate investment commitments or economic impact.
Dasgupta framed the appeal against what he saw as Kolkata’s fading economic prominence. Hindustan Times quoted him as saying: “Kolkata has a rich past, but its present has been gloomy. The city has, in many ways, fallen off the map over the past 50 years. We need to change that and bring Kolkata back,”

Which laws did he say should be reviewed?
Dasgupta criticized legislative provisions dating from the 1970s and cited the Urban Land (Ceiling and Regulation) Act as an example of a law he believed needed review to better fit current economic requirements. The report records a call to reconsider the legislation; it does not establish that the Act has been repealed, amended, or otherwise changed.
What sectors and priorities did he identify?
- Manufacturing and technology: sectors he highlighted as part of the state’s economic priorities.
- Urban development and housing renewal: he called for Kolkata’s redevelopment. A related Hindustan Times video description says he discussed housing renewal and incentives developers seek, but does not specify those incentives. (Hindustan Times video)
- Investment, employment, and talent: he linked attracting investment and talent with job creation and the city’s development.
These are priorities in the minister’s pitch, not verified results. The sources do not report investment commitments from the summit, subsequent implementation of the proposed changes, or measured employment effects.
How his earlier remarks add context
In an India Today interview published July 2, 2026, Dasgupta described an agenda involving infrastructure, land policy, investment, and rebuilding investor confidence. He said investors consider infrastructure and the business environment, and that the government had to persuade them that change would last. He also discussed land-use challenges and investments above Rs 100 crore in the context of clearances. These are his statements in the earlier interview, not independent confirmation that the policies or outcomes were in place. Because the interview preceded CREDAI NATCON, it should be read as background rather than as a status update on the October remarks. (India Today)

The summit remarks show that the finance minister publicly invited investment and argued for reviewing older land-related legislation as part of Kolkata’s revival. The reporting does not provide comparable investment or employment data, detail the proposed legal changes, identify the developer incentives discussed, or demonstrate that the proposals have been implemented. The appeal is therefore a statement of priorities, not proof of a changed investment environment.
