Uptime Institute’s 2021 analysis reported fewer serious and severe data-center outages in 2020 than in 2019, but it also found that outage costs remained substantial. The findings do not establish that outages became more damaging overall, or that the frequency and cost figures came from identical samples. They do show that a lower reported count of serious incidents did not remove the risk of high-impact failures.
What Uptime’s 2020 findings say
Uptime Institute’s 2021 outage analysis says respondents reported fewer serious and severe outages in 2020 than in 2019. The report suggests that COVID-19-related changes in how IT was used and managed may partly explain the decline; it does not demonstrate that the pandemic caused it. The results are survey responses, not a census of data-center incidents. Uptime’s analysis
The phrase “more damaging” needs qualification. Uptime reported high cost bands, but the available summaries do not show that those costs rose year over year or that they were measured against the same respondents and denominator as the reported frequency decline. The evidence supports saying that serious outages were reported less often while significant costs remained common—not that each outage became more damaging.

In Uptime Institute’s 2020 Global Data Center Survey, reported in 2021, four in ten outages were placed in the $100,000-to-$1-million cost band, and about one in six exceeded $1 million. These are survey-reported cost bands, not a forecast or universal price tag for a data-center outage. Uptime’s 2021 outage analysis
#1 Best Overall
- An ultra quiet fan system designed for cooling cabinets that requires minimal noise.
- Features a multi speed controller to set the fans speed to optimal noise and airflow levels.
- Contains a CNC machined aluminum frame with a modern brushed black finish.
- Powered by wall outlet or USB port, included Turbo Adapter increases performance by 25 percent.
- Dimensions: 4.6 x 4.6 x 1.3 in. | Airflow: 26 CFM | Noise: 17 dBA | Bearings: Dual Ball
Those cost figures describe the reported financial impact; they do not by themselves establish the cause, duration, or broader business consequences of an incident. Nor do they prove that average outage costs increased in 2020 compared with 2019.
What caused significant outages?
On-site power failure was the leading single reported cause of significant outages in the 2020 Global Data Center Survey, accounting for 37%. Software and IT systems, followed by networking, were also identified among the causes. The figures describe respondents’ reported significant outages, not every incident across the data-center industry. Uptime’s 2021 outage analysis

Uptime cautions that operators may not have full visibility into outages at third-party services. The survey’s cause mix therefore should not be treated as a complete breakdown of cloud or SaaS disruptions. It is most useful as an account of the failures respondents could identify in their own operating context.

Survey scope
Uptime said its 2020 global survey was conducted in March and April 2020 and included nearly 850 managers at organizations that owned or operated data centers in more than 50 countries. It was a survey, not a count of all facilities or incidents. Uptime Institute’s July 2020 survey announcement

Respondents’ experience and judgments
In that survey announcement, Uptime said about one-third of respondents had experienced a significant, serious, or severe outage in the preceding year, and more than three-quarters had experienced one over the preceding three years. Three-quarters said, in hindsight, their most recent significant outage had been preventable. That last figure is respondents’ retrospective judgment, not an independent determination that each outage could have been avoided. Uptime Institute’s July 2020 survey announcement
A later survey comparison
Uptime’s 2021 survey release said 69% of respondents had experienced some form of outage in the three years to 2021, compared with 78% in the three years to 2020. These are overlapping three-year windows, not a simple count of outages occurring in each calendar year. Uptime suggested pandemic-era changes in operations may have contributed to the earlier reduction; the comparison does not establish that cause. Uptime Institute’s September 2021 survey release

How to interpret “fewer but more damaging”
- Frequency is not severity: fewer reported serious or severe incidents do not show that all outages became less harmful—or that each one became more harmful.
- Cost bands are not a year-over-year trend: the published cost figures show that substantial costs were reported, but they do not establish a rise in costs from 2019 to 2020.
- Survey results depend on the sample and definitions: the public summaries do not reconcile the population and denominator behind every frequency and cost statistic.
- Cause data have visibility limits: the reported cause mix is not a complete measure of failures in third-party cloud or SaaS services.
Uptime’s Executive Director of Research, Andy Lawrence, put the operational challenge this way in the July 2020 survey announcement: “The growing complexity, along with the greater consequences of failure, creates the need for more vigilance and more sophisticated approaches to resiliency, performance and operations.” Uptime Institute’s July 2020 survey announcement
