Chula Vista’s Drone as First Responder (DFR) program sends a police-operated drone to selected active calls so a trained operator can give responders an aerial view before they reach the scene. The drone provides information for human responders; the materials reviewed do not describe it making autonomous policing decisions.
How do police drones respond to 911 calls?
Chula Vista says its Police Department began deploying drones from police headquarters to 911 calls and other reported emergencies on October 22, 2018. The department calls the approach Drone as First Responder, or DFR: an aircraft is dispatched during an active response, and a trained teleoperator watches the live view and relays useful information to officers on the ground. The City’s Drone Program page describes this as airborne support for police operations.
The practical head start can come from Live911. In a U.S. Department of Justice COPS Office case study published in 2024, based on a September 2021 site visit, Live911 let officers hear calls in real time and use call-location information. The case study says an officer could request a drone, or a pilot could deploy one based on the call. That can give an operator a chance to launch before standard dispatch assignment, but it does not mean every 911 call receives a drone.
In the workflow described by the DOJ case study, DFR deployments were for top-priority call tiers. It also said the program’s DFR aircraft were not used for routine patrol or surveillance. Those are historical details from the 2021 visit, not confirmation of dispatch rules or practice in 2026.

What can the aerial view do—and what does it not establish?
A drone can give officers and supervisors an early view of a scene, helping them assess what is happening and consider an appropriate response or resources. The City’s stated mission is to provide airborne support “in a safe, responsible, and transparent manner to preserve the peace, reduce response times, and increase the quality of life in Chula Vista.” That is the department’s purpose statement, not independent proof that the program has caused faster responses or improved safety.
The distinction matters: the camera supplies information, while people make decisions and respond. The reviewed City and DOJ descriptions present the feed as decision support and a tool intended to help officer and community safety; they do not describe the drone as an autonomous police decision-maker.

DFR is also distinct from a tactical drone deployed to support an incident after ground responders are involved. The DOJ case study says the two functions can complement each other: DFR can provide initial information, while a tactical aircraft may supply additional angles or detail during the incident.

In 2023 testimony to a U.S. House hearing, the Chula Vista Police Department reported more than 14,500 emergency calls for service handled by the program cumulatively. That is a department-reported historical total, not a current count or an independently evaluated measure of the program’s effects. A City operational-use document for 2025–2026 refers to approximately 2,783 planned DFR flights, but its excerpt does not establish that these flights occurred; it should not be read as a completed-flight total.
Do police drones record private backyards?
The City’s program materials say UAS are used during an active emergency or other call for police assistance. The department’s stated policy prohibits operators from intentionally recording or transmitting images from places where people reasonably expect privacy, including private backyards and building interiors, except under a judicial warrant or emergency circumstances.

Can the public see Chula Vista police drone flights?
The City’s 2023 program brief says flight-history information is posted online for transparency. A flight history and a mission recording are different records: a log can show when and where a flight took place without making its video or photographs public.

The same 2023 brief says drone images and video are stored with body-worn-camera and investigative evidence. It describes retention as generally one year or less unless material is linked to an actual crime or formal investigation, in which case the relevant investigation’s retention applies. It characterizes most mission photos and video as investigative records. This is a 2023 description, not a verified 2026 retention schedule or a determination of whether a specific record must be disclosed; public-records treatment can depend on the circumstances and applicable law.
What is known about the program today?
The City’s official program page supplies the October 22, 2018 start date and the department’s mission and program description. The more detailed operating figures above come from a DOJ case study published in 2024 but based on a 2021 visit, a 2023 department hearing statement, and a 2023 City brief. The City’s 2025–2026 operational-use document provides planning information, but the cited excerpt does not verify actual flight totals.
Together, these sources explain the model and its stated limits, but they do not establish current 2026 launch sites, dispatch criteria, operating hours, fleet, flight authorization, video-retention schedule, or independently measured response-time effects. The City’s 2023 brief also presents drones as an alternative to manned air support in cost and efficiency terms, but the cited material provides no comparable audited cost data to quantify savings.
