If your webcam preview is black even though camera permissions are enabled, first find out whether the camera works in another app. Then check every permission layer, the camera’s privacy controls and device selection, and finally the connection or driver if the problem affects more than one app.
1. Check the app, browser, and system camera permissions
Camera access is controlled at several levels. Your operating system may allow access while a browser, website, or meeting app still blocks it. After changing a permission, reopen the app or refresh the website before testing again.
On Windows 11
- Open Settings > Privacy & security > Camera.
- Turn on Camera access and Let apps access your camera.
- If the problem app is a browser or another desktop program, also turn on Let desktop apps access your camera.
- Close and reopen the desktop app, or refresh the browser page, then try the camera again.
The list of individual apps can vary depending on how an app was installed; desktop programs may not appear there. In a work or school setup, an administrator may control camera access by policy. Ask them for help rather than trying to bypass a managed setting. Microsoft’s Windows camera troubleshooting guide covers these controls and further checks.
In a browser or meeting app
- Allow camera access in the browser’s settings, then allow it for the specific website in the browser’s site permissions. For Microsoft Edge, operating-system access, Edge site permissions, and driver availability are separate checks; extensions, policies, and another app using the camera can also interfere. - In the meeting app, select the camera you intend to use. A disconnected, virtual, or unavailable camera may be selected instead.
- For Teams on the web, Microsoft says to allow camera access in both Windows and the browser, then refresh the page and rejoin. For the desktop app, close and reopen it after changing Windows access. The directions are specific to Teams for personal use.
- For Zoom, check the operating system’s permission for the desktop app or the browser’s permission for the web client, as applicable. See Zoom’s camera permission guidance.
Google Meet likewise requires access at both the computer and browser levels; its camera troubleshooting steps also use the built-in camera preview to help narrow the cause.

2. Check privacy controls, camera selection, and other apps
Open the shutter and check the lens
Look for a sliding cover, physical switch, or camera privacy key on the laptop. Some manufacturers also provide a privacy mode in their own software. A shutter or privacy mode can leave the image blocked even when software permissions are enabled. Make sure the lens is uncovered and clean. Google Meet recommends checking the camera cover or privacy switch; Microsoft Teams documents privacy-mode symptoms such as a gray preview or lock icon and recommends checking the shutter, shortcut key, or manufacturer app.
Close apps that may be using the camera
Quit other video-call, recording, or camera apps, then retry the problem app. Another process may already be using the camera. If the image remains black, confirm once more that the meeting app has the correct camera selected.

3. Test the camera outside the problem app
Open the built-in Camera app in Windows or Photo Booth on a Mac. This test tells you whether the problem is limited to one app or site, or affects the camera more broadly.

If the built-in preview works
The camera can produce an image in that test, so focus on the original app or website: check its selected camera and permission, then restart the app or refresh the page. If other apps also work, the issue is likely specific to the affected app’s configuration or access rather than a camera-wide failure.

If the built-in preview is also black
- For an external USB camera: Check that its cable is firmly connected, try another USB port if available, and test it on another computer. A camera that fails on multiple devices may have a hardware fault.
- On Windows: Check Device Manager to see whether the camera is disabled. If the problem persists, update the camera driver through Device Manager and restart. Microsoft notes that many USB webcams support the UVC standard; switching to the in-box UVC driver can resolve some problems, but it is not a guaranteed fix and requires administrator rights.
- On a Mac: Update macOS and check whether Screen Time restrictions or the app’s camera permission are blocking access. Depending on your macOS version, use System Settings or System Preferences; permission labels differ. Quit and reopen the app after changing access. Microsoft’s Windows camera guide applies to Windows 10 and Windows 11. Windows 10 support ended on October 14, 2025, so it no longer receives ordinary free support and security updates.
