A website primarily presents information; a web app lets people complete tasks using software in a browser. The line is not absolute: a website can include app-like tools, and a progressive web app (PWA) remains web-based while adding features such as installation or offline use when its implementation and platform support them.
What is the difference between a web app and a website?
The useful shorthand is read or browse versus do or manage. An information-focused website is organized mainly to present content. A web app centers on actions: for example, searching and filtering products, using a shopping cart, sending messages, or managing an account.
Both are delivered through web technologies and accessed in a browser. Amazon Web Services describes a web application as “software that runs in a web browser, with a backend running on a web server.” The presence of a URL does not make a service a website rather than an app, and a browser-based app is not thereby a native mobile app. Amazon Web Services: What is a Web App?

“Website” and “web app” are not mutually exclusive technical categories. A site built to publish information may also offer interactive application features. AWS notes that modern websites can be complex web applications in their design. For that reason, classify an experience by what people use it to do, rather than by a rigid checklist of technologies or architecture.

A site with articles and a search box may still be best described as a website if its main purpose is publishing. A service where people sign in to manage information or complete transactions is more naturally described as a web app, even if it also contains informational pages.
Where progressive web apps fit
A progressive web app is built with web technologies and offers an app-like experience. It is still web-based: a browser engine runs it. Depending on how it is implemented and the platform being used, a PWA may be installable, launch in a standalone window, work offline, run in the background, or integrate with device features. When describing a service to users, focus on the experience they need, not the label a developer might use internally. Ask:

Reading and browsing point toward an information-focused website; completing tasks points toward a web app.
- Does it need to be installable? If users should launch it like an app, check whether a PWA implementation can provide that experience on their platforms.
- Must it work offline or use device features? Treat these as requirements to verify for the specific implementation and platform, not as automatic properties of a PWA.
These questions help identify the product experience without implying that a particular framework, programming language, or single-page architecture defines a web app.
