Build a web app when people need easy access from a link across devices and you want to publish updates directly. Build a native app when the product depends on deeper operating-system integration, sustained offline use, or demanding device resources. A progressive web app (PWA) can add installability and selected offline or system features to a web app, but support varies by browser and platform. The right choice depends on what your product must do—not on a universal winner.

Web app vs. native app: What is the difference?

A web app runs in a browser and is reached through a URL. It can work across device types without requiring a separate store download, making links useful for discovery, sharing, and returning to a specific page. Google’s web.dev guide to progressive web apps describes the web’s strength as reach: “platform apps represent the best of capabilities, whereas web apps represent the best of reach.” That is a useful framing, not a rule that applies to every product.

A native app is built for a particular operating system, such as iOS or Android, and distributed as an installed app. Platform-specific development can enable closer integration with hardware, local device data, and system services. It also means a build for one platform does not automatically work on another.

A PWA remains a web app, enhanced with web capabilities that may include installation, offline behavior, and selected operating-system integrations. It can offer an app-like experience without turning into a native app. Its added features depend on the browser and operating system, so the basic browser experience should still be useful when an enhancement is unavailable.

How to choose between a web app and a native app

Start with the user’s essential tasks and the conditions in which they need to complete them. Use the following comparison to identify which constraints matter most.

Reach and access Users should arrive through a link or search, or use the product across different device types. The main experience targets a particular mobile platform and users expect an installed app.
Device capabilities Browser capabilities cover the essential tasks, with a usable fallback for features that are unavailable. Essential tasks require deeper access to hardware, local device data, or system services.
Offline and resource needs Caching and supported web APIs can meet the need, and the product can tolerate differences among platforms. Reliable offline operation or low device resource use is central to the experience.
Distribution and updates Direct web publishing and a shared update path matter; a store listing is optional. Store distribution is a product requirement and the app provides enough distinct utility to satisfy the relevant review rules.
Team and operations A shared web deployment and update process suit the product. The team can support platform-specific implementation, packaging, review, and updates.

When a web app is the better choice

Users need quick, cross-device access

A URL lowers the barrier to trying a product: people can open or share it without first finding and installing an app. That makes a web app a natural fit when users may arrive from search, a message, or another page, or when access from different device types matters. Google’s web.dev guide describes web deployment as direct, without packaging or content-review delays for ordinary web updates.

Browser capabilities cover the product’s core tasks

Web apps can use browser features and, where supported, add PWA capabilities. The key architectural question is whether those features can reliably support the tasks users cannot do without. If a feature is not available in a user’s browser or operating system, provide a fallback or make the limitation clear rather than assuming every device behaves alike.

You want one web deployment and update path

A web app can be updated through its web deployment rather than requiring a new store package for each change. This can simplify the release path, although it does not mean every web project is automatically inexpensive or simple to maintain: the work still depends on the product’s requirements, architecture, and team.

When a native app is the better choice

Deep device or system integration is essential

Choose native when a core feature depends on hardware, local device data, or operating-system services that the target platform exposes more fully than the browser does. This is a product requirement, not merely a preference for an installed icon. For web features that may be available only on some platforms, check actual support and design around the missing cases.

Offline reliability or resource use is a central requirement

Web apps can cache content and use supported APIs to provide some offline behavior. Native apps may be a better fit when offline operation must be dependable across the product’s main workflows or when device resource use is a hard constraint.

A 2023 study by Ruben Horn and coauthors measured energy consumption, network traffic, CPU load, memory load, and frame time for native and web versions of ten Internet content platforms across five categories on Android. The authors found statistically significant differences favoring native apps for energy consumption and CPU and memory use; their frame-time results did not support a conclusion. The study is limited to those sampled Android apps and its study setup, so it does not establish that native apps are always faster or more efficient. Read the study on arXiv.

App-store presence is part of the product strategy

A native app may be appropriate when users expect to discover and install the product through a store. But store distribution involves platform-specific packaging, submission, review, and update processes. Apple’s App Store Review Guidelines, section 4.2, state: “Your app should include features, content, and UI that elevate it beyond a repackaged website.” Apple also says an app without adequate utility or lasting entertainment value may not be accepted. A web product inside an app shell is not guaranteed a listing; check Apple’s living App Review Guidelines for current policy.

Where a PWA fits

A PWA lets a web app progressively add capabilities such as installation, offline support, and operating-system integration while keeping its browser experience available. Google’s web.dev guide says an installed PWA can appear in a launcher or start menu, open in a standalone window, provide some OS integrations, and work offline. Those are possible capabilities, not a guarantee of identical behavior on every device.

Mozilla’s Progressive web apps guide documents service-worker request handling and caching as an offline strategy, along with APIs for features such as background synchronization, local structured data, badges, notifications, and sharing. API availability and behavior vary, so test on the browsers and operating systems your users actually need and provide fallbacks. A PWA can narrow the gap with native for some products; it does not erase platform differences or replace native access where that is essential.

What to decide before estimating cost

There is no reliable universal cost ratio for web and native development. “Web app,” “PWA,” “native iOS app,” “native Android app,” and cross-platform implementation are different scopes, and the effort depends on the product brief, feature set, target devices, budget, and team skills.

  • List the tasks the product must support and identify which are essential.
  • Specify the target devices, operating systems, and browsers.
  • Mark any required hardware, local-data, or system-service integrations.
  • Define what offline use must cover and how dependable it needs to be.
  • Decide whether store discovery and distribution are required, especially if considering an iOS app based on a web product.
  • Include packaging, reviews, platform-specific work, testing, and updates in the operating plan where they apply.

Once these constraints are explicit, compare implementation options against the same product scope rather than relying on a generic claim that one approach is always cheaper.

A practical decision

  • Choose a web app if link-based access, broad device reach, and direct web updates are the priorities, and browser capabilities meet the core requirements.
  • Choose a PWA if those web strengths still fit but installability or supported offline and system features would improve the experience—and you can provide fallbacks.
  • Choose native if a target platform’s deeper integration, offline reliability, resource requirements, or store presence is essential enough to justify platform-specific work and distribution processes.
