Water management is becoming a manufacturing-capability issue for integrated circuits (ICs): fabs need ultrapure water for wafer cleaning and other process steps, while local supplies can limit where and how much manufacturing can expand. The strongest response is not one technology or a higher recycling percentage alone. It combines efficient equipment and processes, fit-for-purpose reuse, qualified reclaimed-water supplies, and planning for the water basin around each fab.
How much water does chip manufacturing use?
SEMI’s S³ review reports that the global chip industry used approximately 1 trillion liters of water in 2019. That is a dated sector estimate, not a current annual total. It is useful as an indication of the industry’s scale, but it should not be treated as a measure of present-day use or a forecast.
SEMI reports this breakdown of water use: 76% for manufacturing processes, 9% for cooling towers, and 11% for scrubbers. Those categories add to 96%; the cited breakdown does not account for the remaining 4%, so it should not be presented as a complete allocation of all industry water use.
Facility-level figures show why a single industry total cannot describe every fab. TSMC reported 161.0 liters per 12-inch wafer equivalent in 2024, an 8.7% reduction from 2023. This is a company-reported intensity measure for that year, not a universal benchmark for fabs or a measure of total water withdrawn.

Why water is a constraint on future fabs
Fabs depend on water quality as well as volume
Water used in chip manufacturing is not interchangeable with ordinary municipal supply. Wafer cleaning and other manufacturing steps require ultrapure water, so incoming or recovered water must be treated to a quality suitable for its intended use. Water systems are therefore part of the production infrastructure, not simply a utility connection.
Availability is local
Water risk depends on the basin serving a site: local supply, competing demand, drought exposure, infrastructure, and the capacity to provide suitable water all matter. SEMI’s 2026 baseline analyzed 140 semiconductor production facilities across 89 water basins. It is a map of sector exposure across the facilities and basins studied, not a global inventory of every fab or a total of all semiconductor water use.

- [High capacity, 2:1 low drain ratio]: As an upgraded reverse osmosis system, this reverse osmosis water system produces 600 gallons of filtered water per day. By its low drain ratio, this system can produce only one cup of waste water for every two cups of pure water produced. Furthermore, with a fast and stable water flow rate, this RO system fills a 8 oz cup of water in 8 seconds, which is ideal for drinking and washing vegetables
- [Tankless design]: Waterdrop G3P600 reverse osmosis system has a stylish look. This tankless design saves 70% under sink space. You can change a filter in 3 seconds without moving the system or using any tools. Note: This reverse osmosis system requires under-sink electricity
As manufacturing expands, a site may face limits even if its water-use intensity improves. Reuse can reduce demand for new supply, but the amount a fab can recover depends on its processes, treatment systems, local water quality, and available infrastructure. A result achieved at one location is not automatically transferable to another.
What water-management innovation looks like in a fab
Reduce demand at equipment and process level
Efficiency measures can target water that is used once, flows longer than needed, or is discarded before its quality requires it. Microchip’s 2023 Sustainability Report describes flow restrictors, RO/DI reclaim upgrades, optimization of deionized-water dump cycles, and reductions in cooling-tower blow-down. These measures address different parts of a facility’s water demand; the report does not establish a single savings figure applicable to other fabs.

Designed with premium quality components for years of reliable use, our RO system delivers bottled-quality water at home, reducing plastic waste and supporting sustainability efforts with ClimatePartner Certification.
Recover and reuse water for suitable applications
Reuse is a system-design question: water from one operation may be treated for reuse in another, but the required quality depends on the destination. SEMI F98 provides definitions and recommendations for industrial water-treatment systems that reuse water in a semiconductor facility. Its described applications include feeding ultrapure-water front ends, cooling systems, exhaust scrubbers, point-of-use abatement, thermal processes, and irrigation.
This range of uses matters because not every reuse loop has to return water to the most demanding process. Matching treated water to an appropriate application can conserve higher-quality supply for uses that require it. The treatment design must still account for the destination’s quality needs and the facility’s operating and discharge requirements.

- 3-Stage Filtration - The Purewell gravity water filter system adopts a composite filter technology, can reduce most contaminants. The black carbon filter has passed authoritative NSF/ANSI 42 certification, it employs a 0.01μm hollow fiber UF membrane, a silver ion membrane and an activated carbon block to reduce chlorine and intercept rust, sediment, organic matter and heavy metals, etc. This water filter system has also passed authoritative NSF/ANSI 372 certification.
- Smaller Filter Pore Size - The filter pore size of Purewell gravity water filter is 0.01 microns so that it can filter out 99.99% tiny materials from the water while other brands' filter pore size is only 0.2 microns. The smaller filter pore size, the higher filtering accuracy. What's more, Purewell water filter system can maintain the optimal flow rate (4 gallon/hour) while the filter pore size is smaller.
- Complete Accessory Set: The system not only provides safe water but also adds a touch of style to your home with its 304 food-grade stainless-steel housing. This ensures a sturdy and long-lasting structure. The 304 stainless steel spigot that comes with the system fits the chamber perfectly, preventing any leaks. Additionally, a non-slip stand is included to enhance the user experience. These accessories are included in the package, you don't have to spend extra money on additional accessories.
- Energy Saving - Relying on the principle of gravity filtration, no electricity is needed. The gravity water filter system is divided into upper and lower chambers. The upper chamber can be filled with unfiltered tap water, the lower chamber will get clean water after filtered. Because it does not require electricity, it can be used indoors and outdoors. NOTICE: When the bottom chamber is full of filtered water, please do not add tap water to the top chamber or it will leak out.
- Long Lifespan and Replaceable - The two carbon filters (black) can provide up to 6000 gallons drinking water, the service life of a single filter element is 3000 gallons (According to different water quality, the lifespan of the filter elements would be a little different). But for optimum performance, the filter elements should be replaced every 6 months. NOTICE: The filter element DOES NOT lower TDS value.
Control water used by abatement systems
SEMI’s S³ review says switching abatement systems to idle mode when they are not processing can cut water use by 98%. This is the report’s stated potential for that measure, not a guaranteed result for every system or fab. Any operating change must preserve the environmental and process-control function of the equipment.

Reclaimed water can be used in semiconductor manufacturing, but its suitability must be established for the particular source, treatment train, and intended use. TSMC’s 2024 UN SDG report says reclaimed water entered its most advanced semiconductor processes after a two-year validation process. That example demonstrates a qualification pathway; it does not establish that all reclaimed supplies are suitable for all advanced processes, or specify a universal water-quality standard.

What company-reported results show—and what they do not
Company figures illustrate several distinct ways to report progress. They should be read with their units, geography, year, and metric intact:
- TSMC, 2024: reported 284.6 million cubic meters recycled and 5.54 million cubic meters of additional savings. It also reported 161.0 liters per 12-inch wafer equivalent, down 8.7% from 2023. Recycled volume, additional savings, and water-use intensity are different measures and should not be added together.
- TSMC, Tainan and Taiwan fabs, through the end of 2024: the Tainan reclaimed-water supply exceeded 67,000 cubic meters per day. TSMC reported a 31% reduction in city-water use and a 17% replacement rate in Taiwan fabs. These are company-reported outcomes of that reclaimed-water program, not a prediction for other sites.
- Intel, 2025: reported approximately 11.2 billion gallons conserved and 2.8 billion gallons restored. Its corporate sustainability page states a goal of net-positive water by 2030. The reported conservation and restoration figures are separate from that future goal.
These numbers cannot be ranked as if they measured the same outcome: they cover different companies, years, geographies, units, and water metrics. A recycled-water total does not reveal water intensity per wafer; a reduction in city-water use does not by itself show total withdrawals or discharge; and water restored is not the same measure as water reused inside a fab.
How to judge whether a water-saving project is actually better
A credible comparison should account for the water system from source to discharge, rather than treating one percentage as the verdict. Useful measures include:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Water intensity: liters per wafer or other defined unit of product, with the wafer size or product basis and reporting period specified.
- Water balance: total withdrawal, recycled volume or share, discharge, and consumption, reported as distinct quantities. Recycled water may be counted within a facility’s circulating flows; it is not automatically additional water saved from the basin.
- Local resilience: the site’s exposure to basin stress and drought, and whether the project reduces dependence on constrained local supplies.
- Energy and chemicals: the treatment energy and chemical demand required to recover water. A higher recycling rate can carry additional burdens in these areas.
- Production reliability: evidence that the treated water is suitable for its intended use and that changes do not compromise process stability or yield.
- Cost and retrofit fit: capital and operating costs, and whether the system can be integrated into an existing fab as well as a new one.
- Compliance: applicable water-quality requirements and discharge permits for the site and reuse application.
Reporting these measures together helps distinguish a real reduction in basin demand from a change in accounting or an internal recirculation loop that raises treatment requirements. It also lets operators compare projects on both production performance and local water resilience.
Quick Recap
What fabs can do next
- Establish a site water balance. Separate withdrawals, process use, cooling and scrubber use, reuse, discharge, and consumption. Define the product basis and reporting period for any intensity figure.
- Screen basin exposure. Assess the fab’s local water context rather than relying on a global industry average or another site’s recycling rate.
- Find demand-reduction opportunities. Review equipment flows, deionized-water dump cycles, RO/DI recovery, cooling-tower blow-down, and abatement-system operating modes.
- Match water quality to the reuse destination. Identify where reclaimed water can serve non-process uses or treatment-system inputs, and what validation is required before it enters sensitive manufacturing steps.
- Evaluate the full trade-off. Compare expected water savings with energy, chemicals, reliability, yield, capital and operating costs, and permit obligations.
- Track performance over time. Report absolute water quantities alongside intensity and recycled-water measures, so growth in production does not obscure changes in total basin demand.
