Trend Micro estimated that the Water Barghest operation had compromised more than 20,000 internet-connected devices by October 2024, using them to sell residential proxy access. The figure is a dated estimate reported by SecurityWeek on November 19, 2024—not a current count. The sources cited here do not establish whether the operation remains active in October 2026.

What happened in the Water Barghest operation?

SecurityWeek attributed its findings to Trend Micro, which reported that Water Barghest targeted vulnerable routers and other internet-connected devices. The device brands named in the report were Cisco, DrayTek, Fritz!Box, Linksys, Netgear, Synology, Tenda, Western Digital, and Zyxel. Trend Micro said the devices were infected with Ngioweb malware. The list does not mean every device made by those companies was affected.

According to the 2024 report, the operator used automated online scanners to find vulnerable equipment, then exploited devices from data-center IP addresses and uploaded Ngioweb. The compromised devices were offered through specialized residential proxy marketplaces. Trend Micro reported that the operation had been active for at least five years and described about 17 workers using virtual private servers to scan routers and IoT equipment and upload the malware. It also reported automation, log deletion, and cryptocurrency payments. These are descriptions of the operation in that reporting, not confirmation of its present-day activity.

Trend Micro said the time from exploiting a device to listing it for sale could be as short as 10 minutes. That is the shortest interval the researchers reported observing, as quoted by SecurityWeek; it is not a typical time or a guarantee about every infection.

What is a residential proxy, and why can it put an owner at risk?

A residential proxy routes internet traffic through a device connected to a consumer internet service. To a website or online service, a request can appear to come from the residential IP address and location of that device, rather than from the person or system that initiated it. The FBI explains that residential proxies use legitimate ISP-assigned consumer IP addresses to make connections appear to originate elsewhere.

If someone compromises a router or another connected device and uses it as a proxy, the household’s internet connection may become the apparent source of someone else’s activity. That can expose the innocent account holder to suspicion or service restrictions even though they did not initiate the traffic.

The FBI identifies uses of residential proxies that include concealing command-and-control traffic, phishing, identity theft, fake-account creation, data exfiltration, brute-force attacks, account takeovers, and evading location or purchase restrictions. These are general capabilities and uses of residential proxies; the reporting does not attribute every activity on that list to Water Barghest.

Can a router or smart device be used without your knowledge?

Yes. A vulnerable or poorly secured device can be compromised and enrolled in a proxy network without its owner’s awareness. Traffic may also be routed through software or services a user chooses to install. The FBI warns that proxy access can be bundled into some free VPNs, software development kits, bandwidth-sharing offers, or malware bundled with pirated content. This does not mean that every free VPN or software development kit is malicious; it does mean users should understand what an app or service does with their connection.

  • NIGHTHAWK WIFI 6 ROUTER FOR YOUR WHOLE HOME: Delivers fast, reliable WiFi across every room of your apartment or small home for streaming, gaming, video calls, and smart home devices, all running at the same time without slowing each other down.
  • WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
  • SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
  • READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
  • COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.

For Water Barghest specifically, the 2024 reporting describes exploitation of vulnerable IoT devices. It does not establish that every device owner received a visible warning or that a particular household can identify infection from one symptom.

How to reduce the risk at home

  • Update devices: Install available operating-system, application, and firmware updates, including updates for routers and other connected equipment.
  • Use trusted software sources: Download apps from official stores or vendors you trust. Avoid pirated downloads and be wary of dubious streaming devices promising free content.
  • Review network-connected devices and apps: Remove unfamiliar devices and applications, and be cautious with free VPNs or services offering payment for sharing bandwidth. Monitor device activity and network traffic when your router or security tools provide that information.
  • Respond carefully to suspected persistent infection: A factory reset may not be enough in every case. The FBI says antivirus sanitation or reinstalling an operating system may be needed in some situations. For a router or other appliance, consult its manufacturer’s recovery guidance or a qualified technician rather than assuming a reset has resolved the problem.

What organizations can do

  • Keep firmware and software current, and restrict unauthorized devices from joining business networks.
  • Segment networks so that IoT equipment cannot freely reach sensitive systems.
  • Use firewall rules to block unauthorized services and consider blocking known proxy-network addresses where appropriate.
  • Monitor connected devices and traffic for unexpected behavior, then isolate a device while investigating if it appears compromised.

These measures reflect the FBI’s guidance. A July 21, 2026 announcement from Japan’s National Institute of Information and Communications Technology likewise advises against suspicious streaming devices, unknown apps, and free VPNs; recommends firmware updates; and emphasizes network separation and device controls in organizations.

Operation What authorities or researchers reported How it relates to Water Barghest
Water Barghest Trend Micro estimated more than 20,000 compromised devices by October 2024, according to SecurityWeek’s November 19, 2024 report. The operation covered in this article.
Integrity Technology Group botnet A September 18, 2024 FBI, Cyber National Mission Force, and NSA advisory described more than 260,000 devices as of June 2024 and a botnet managed by PRC-based Integrity Technology Group. The agencies assessed links to activity publicly associated with Flax Typhoon, RedJuliett, and Ethereal Panda, while cautioning that vendor and government tracking labels may not map one-to-one. A separate botnet described by U.S. agencies; it is not Water Barghest.
911 S5 A 2024 FBI/IC3 notice reported that the dismantled service had more than 19 million compromised IP addresses across over 190 countries. It said the service was taken offline by its administrator in July 2022 and rebranded as Cloudrouter in October 2023. A distinct historical residential proxy service, not an extension of Water Barghest.
