No—not according to the official records cited here. The U.S. Department of Justice case involving Xu Zewei concerns alleged intrusions that included activity publicly known as HAFNIUM. The up-to-$10 million State Department reward is for information about APT31 and associated people, not Xu. The two matters appear to have been conflated in the headline.
Who is Xu Zewei, and what is his case?
The Justice Department said Xu, a Chinese national, was arrested in Italy on July 3, 2025, at the request of the United States. In a July 8, 2025 announcement, prosecutors said Xu and co-defendant Zhang Yu were charged in a nine-count indictment concerning alleged intrusions from February 2020 through June 2021, including activity known publicly as the HAFNIUM campaign. The DOJ announcement said Zhang was at large at that time; it does not establish his current status. DOJ’s July 8, 2025 announcement.
On April 27, 2026, DOJ reported that Xu had been extradited from Italy on April 25 and had made an initial appearance in federal court in Houston. That update described the case as involving alleged intrusions that included HAFNIUM and targeting related to COVID-19 research. DOJ’s April 27, 2026 update.

According to the DOJ announcements, the indictment alleges that the intrusions targeted U.S. universities and researchers working on COVID-19 vaccines, treatment, and testing. Prosecutors also allege that the activity involved exploiting vulnerabilities in Microsoft Exchange Server. These are allegations in a criminal case, not findings of guilt.
In the 2025 release, FBI Cyber Division Assistant Director Brett Leatherman said: “Through HAFNIUM, the CCP targeted over 60,000 U.S. entities, successfully victimizing more than 12,700 in order to steal sensitive information.” This is an attributed official statement, not an independently verified count presented here. The 2026 DOJ release quotes Leatherman using different wording: that HAFNIUM had compromised more than 12,700 U.S. organizations. The figures should not be treated as interchangeable measures. 2025 DOJ release; 2026 DOJ release.
Who is the $10 million reward for?
The State Department’s Rewards for Justice page offers up to $10 million for information about APT31 and associated people. DOJ’s March 25, 2024 announcement identified seven Chinese nationals associated with APT31 in connection with that offer. Neither the RFJ page nor that DOJ announcement identifies Xu Zewei as the person sought under the reward. State Department Rewards for Justice: APT31; DOJ’s March 25, 2024 announcement.
So the accurate distinction is: Xu is a defendant accused in a case that includes alleged HAFNIUM activity; the identified reward concerns APT31 and named associated people. The official records cited above do not support describing the $10 million offer as a reward for Xu or for “the HAFNIUM hacker.”

What is the current case status established by these records?
The latest case update cited here is DOJ’s April 27, 2026 announcement of Xu’s extradition and initial appearance. It does not establish what happened in the case after that date, so no later procedural status should be inferred from it.
The indictment remains an accusation. Xu and Zhang are presumed innocent unless and until proven guilty beyond a reasonable doubt.
