No VPN can be named the single best for India in 2026 on the evidence currently available. The sources for this guide include no dated, like-for-like speed tests from Indian cities and no current price comparison across providers, so a ranking would be guesswork. What can be established is how an Indian IP address works, what Indian rules say about VPN providers, and which five services deserve a closer look before you pay.
The most important distinction comes first. Being physically in India and appearing to have an Indian IP address are different things. Several major providers deliver an Indian IP from servers hosted outside India, and that changes what you are buying.
Start with the distinction that trips up most buyers
Selecting “India” in a VPN app changes the IP address your traffic appears to come from. It does not tell you where the server sits. Providers generally offer two kinds of Indian location:
- Physical: the server is in an Indian data centre, and the Indian IP matches the server’s location.
- Virtual: the server is elsewhere, and the provider assigns an Indian IP address to it. The provider’s own documentation determines how clearly this is disclosed.
A virtual location is not automatically misleading, but it is a different product from a server in India. Some services that check location may treat the two differently, and providers do not guarantee how any third-party service will respond. Check the host country on the provider’s server page before you subscribe for a specific purpose.

Why most providers no longer run servers in India
Several providers have moved away from physical Indian servers since CERT-In issued its VPN directions on 28 April 2022. NordVPN’s support page says its physical India servers were shut down in response to those rules. Proton announced the removal of its Indian servers in a post dated 22 September 2022, in which author Douglas Crawford wrote: “To protect the privacy of the Proton community, we are removing our VPN servers physically located in India.” Surfshark’s 2022 announcement said it would close its physical India servers and later offer virtual India locations.
What the CERT-In rules require, and what they do not
The CERT-In directions, dated 28 April 2022, impose two obligations that matter for VPN buyers. The full text is in the CERT-In directions.

- Subscriber records for covered VPN providers: covered providers must register specified subscriber or customer information and retain it for five years or longer, where another law requires a longer period. The listed items include validated names, hire period, IP addresses allotted and used, the registration IP and timestamp, purpose of hire, address and contact details, and ownership pattern.
- ICT logs for covered entities: the directions separately require covered entities to keep ICT system logs for a rolling 180 days within India.
The five-year figure concerns subscriber records, not a general duty to record every site a user visits. Scope matters too. CERT-In’s FAQ defines a VPN service provider as an entity offering internet-proxy-like services through VPN technology to general internet users, and it states that the directions do not apply to enterprise or corporate VPNs. Whether a particular provider falls within scope depends on its service and current facts, so this guide does not treat the rules as applying uniformly to every VPN.
Is using a VPN legal in India?
Proton’s India server page states that using a VPN in India is legal. That is the provider’s position, not a court ruling. A separate source is an April 2026 order from the Ministry of Electronics and Information Technology (MeitY), which concerns the due-diligence obligations of VPN providers and intermediaries under Indian IT rules on unlawful content. The order specifically references blocked prediction-market and betting sites. Read it as a statement about provider obligations and blocked services. It does not establish that personal VPN use is prohibited, and it does not mean a VPN makes unlawful activity lawful or guarantees access to blocked services. The five providers to evaluate
The five candidates below are starting points for comparison, not a ranked list. Three of them have official India location pages that can be checked directly. The other two appear in 2026 editorial comparisons, and their current India routing and pricing are not established by provider sources here. Editorial comparisons such as Security.org, Top10VPN and TechRadar do not agree on a single winner, and their methods differ.

NordVPN
NordVPN’s support page describes a single virtual India location that gives an Indian IP, and it says its physical India servers were shut down under CERT-In rules. The same page states more than 7,000 servers in 118 countries. That figure is provider-reported, was current when the page was accessed in 2026, and changes often, so check it on the page before relying on it. If you need a physical Indian server, the page does not offer one.

Proton VPN
Proton’s India page says its Smart Routing feature gives an Indian IP from servers physically in Singapore, and that paid plans are needed for the virtual India locations. Proton’s free servers are in other countries, not India, so a free plan will not give you an Indian location. Proton also lists Indian TV and streaming among intended uses. That is an intended use, not a guarantee, as discussed below.

Surfshark’s current product page labels its India locations as virtual. Its 2022 announcement described virtual locations hosted in Singapore, the Netherlands and London. Because that list dates from 2022, confirm the current host for the location you plan to use. A virtual label alone does not reveal the host country.

ExpressVPN appears in 2026 editorial comparisons as a candidate. This guide does not establish its current India routing, pricing, audit status or privacy jurisdiction from provider sources. Check its India server information and its published policies before comparing it with the others.

- Open the provider’s India server or location page and note whether the location is physical or virtual, and which host country it names.
- Install the app on the device you intend to use, then sign in on a plan that includes India locations. On Proton, this requires a paid plan.
- In the app’s location list, select India. If the app shows a Smart Routing or virtual label, keep it in mind.
- Connect, then open any IP lookup site. Expected result: the lookup reports India as the country for the IP address.
- Verify the result again after reconnecting, and on a second server in the same location if one is offered.
A lookup showing India confirms the IP’s registered country. It does not confirm that the server is physically in India.

If the Indian IP does not appear
- Disconnect, reconnect, and try a different India server if the app offers more than one.
- Update the app and confirm you are signed in to the plan that includes India locations.
- If a service still rejects the connection, check that service’s terms and regional availability. A VPN cannot override catalogue rights or account rules.
Streaming with an Indian IP
An Indian IP is useful for services that restrict access by apparent location, including Indian streaming services. It is not a guarantee. Catalogues differ by service and by rights holder, streaming services can detect and block VPN addresses, and account eligibility is set by each service’s own terms. Test any service on your own account before paying for a long plan, and expect that some services will refuse VPN connections regardless of the IP’s country.
Prices, refunds and what is still unknown
The sources reviewed do not establish a comparable 2026 price or speed figure for these providers, so this guide does not name a cheapest option or a fastest one. Price comparisons are also distorted by billing terms. A monthly figure on a two-year plan is not the price you will pay at renewal, and the sources reviewed do not state renewal prices for the providers above. Speed measured from Indian cities, streaming results by service and test date, and audited privacy-policy comparisons for these five providers are likewise not established here.

- Confirm the India location is physical or virtual, and check the disclosed host country on the provider’s own page.
- Compare the full-term price and the renewal price, not only the introductory rate.
- Check the refund window and the conditions attached to it in the provider’s terms.
- Look for an independent no-logs audit, including the auditor and the audit date. If none is published, say so in your notes.
- Read the privacy policy and identify where the company is incorporated.
- Confirm the number of simultaneous devices and the platforms you use.
