Tor Browser offers the strongest anonymity model of the three because it distributes trust across multiple relays instead of placing it in one VPN or proxy operator. That does not make you untraceable: the site you visit can still identify you if you sign in or share identifying details, and Tor does not automatically protect other apps. A VPN can shift what your internet provider sees to the VPN operator; a proxy usually concentrates trust in its operator.

VPN vs. proxy vs. Tor at a glance

Does it guarantee anonymity? No. It does not provide Tor’s multi-relay trust model. No. The operator may be able to associate the connection with browsing activity. No. Tor is designed to reduce the link between origin and destination, not guarantee perfect anonymity.

These are general properties, not guarantees about every provider or configuration. In particular, a proxy or VPN changes the apparent network source seen by a site; it does not stop that site recognizing an account, browser, or information you submit.

What each tool changes—and what it does not

VPN: move trust from your local network to the provider

A VPN creates an encrypted tunnel between your device and a provider-operated server. This can make it harder for a local network or internet service provider to see the destinations you connect to, while websites generally see the VPN server’s address. The trust boundary moves: the VPN operator becomes a party capable of observing connection metadata. Whether it can see content depends on the VPN implementation and whether the connection onward to a destination is encrypted with HTTPS. A VPN tunnel does not inherently prevent the VPN operator from seeing metadata or plaintext destinations.

A VPN can be useful when you need a connection to appear to come from a particular country, but that is not the same as becoming anonymous. The sources from the Tor Project considered here do not establish that VPNs make users anonymous or support a recommendation for a particular provider.

Proxy: one operator relays your traffic

A typical proxy forwards requests through a server run by one operator. That operator may be able to associate your connection with the sites you browse, making the proxy a single point of trust and failure. The content it can inspect depends on the arrangement and encryption: HTTPS to a site protects browser-to-site content, while some proxy arrangements can expose unencrypted traffic. TLS/SSL between you and a proxy can protect that connection from local eavesdroppers, but it is a separate matter from HTTPS between the proxy and the destination.

Tor: distribute trust across relays

Tor routes traffic through multiple relays using layers of encryption. In the Tor Project’s description of the design, traffic passes through three relays: the entry relay can see a connection from the user but not the final destination by itself, while the exit relay can see traffic leaving Tor but not the originating user by itself. The destination sees a connection from the Tor network. This division is the reason Tor has a different trust model from a single VPN or proxy operator; it is not proof that no observer can ever link activity.

Tor’s layered routing and HTTPS solve different problems. Tor helps separate the user’s network origin from the destination. HTTPS protects the connection between the browser and the site, including content in transit. Use HTTPS in Tor Browser as well; Tor alone is not a substitute for end-to-end website encryption.

Can a VPN provider see what you do online?

A VPN provider can observe connection metadata as traffic passes through its service, and the details visible depend on the service’s implementation and the connections being made. HTTPS generally prevents the provider from reading the protected page contents exchanged between your browser and a website, but it does not make the provider inherently unable to observe metadata or plaintext destinations. A VPN therefore changes whom you must trust; it does not remove the need for trust.

Do not treat the words “VPN” or “no logs” as proof of anonymity. The evidence considered here does not verify any particular provider’s practices. Assess a VPN for the specific goal you have—such as reducing what a local network can observe—rather than assuming it makes your identity unknowable.

Does Tor protect all your internet traffic?

No. Tor Browser sends its own browsing traffic through Tor; it does not automatically route traffic from every other application on your computer or phone. The Tor Project points people who need all device traffic routed through Tor toward Tails, an operating system that can be started from a USB drive. That is a different setup from simply opening Tor Browser.

  • Use Tor Browser for Tor web browsing. An ordinary browser configured to use Tor lacks Tor Browser’s anti-leak and anti-fingerprinting modifications. It may expose your real IP address through mechanisms such as DNS or WebRTC, or retain tracking state.
  • Do not torrent over Tor. Torrent clients may bypass proxy settings or expose your real IP address, and torrenting burdens the Tor network.
  • Do not add browser extensions or plugins. The Tor Project warns that they can bypass protections or harm anonymity.

Can a site identify you if you use Tor?

Yes. Tor can change the network address a site sees without concealing information you provide to that site. Signing into a personal account, or submitting your name, email, address, or phone number, identifies you to the site even if it does not see your ordinary IP address. If anonymity from a particular site matters, avoid signing into an identifying account or submitting personal details there.

The Tor Project states that perfect anonymity is generally impossible, even with Tor. Network routing is only one part of privacy; the account, data, and browser behavior at the endpoint matter too.

Should you use a VPN with Tor?

Not by default. The Tor Project says: “Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy.” Combining them changes the network path and trust assumptions; a mistaken configuration can reduce anonymity or break Tor protections. Use the combination only for a specific technical reason you understand, not because stacking privacy tools automatically improves privacy.

The Tor Project also describes a separate Tor VPN product as beta and cautions against relying on it for sensitive use. Its protections depend on configuration, so do not confuse that product with Tor Browser’s routing model.

Which should you choose?

  • Choose Tor Browser when your priority is reducing the link between your network origin and the sites you browse, and you can use Tor Browser without identifying yourself at those sites.
  • Consider a VPN when your goal is to reduce what a local network or ISP can observe or to access a resource available only from a particular country, while recognizing that you are trusting the VPN operator.
  • Use a proxy only for a specific configured app or protocol when you understand who operates it and what it can observe. A typical proxy does not provide Tor’s distributed trust model.

For ordinary geolocation needs, do not manually force Tor to use an exit relay in a particular country. The Tor Project advises leaving route selection to Tor because overriding it may compromise anonymity; it notes that a VPN may better suit simple country-access needs.
