Volocopter’s VoloCity is a two-seat, battery-electric aircraft designed for short trips within cities. Its 18 rotors, roughly 20 km published operational range and piloted service concept make it closer to an air-taxi shuttle between urban hubs than a long-distance aircraft. It is a developing aircraft program, not an established public passenger service.
What is Volocopter’s 18-rotor air taxi?
VoloCity is Volocopter’s electric vertical take-off and landing (eVTOL) aircraft. It uses 18 fixed-pitch rotors and battery-electric propulsion. The company describes its intended role as linking city destinations such as train stations and airports.
The 18 rotors are part of the aircraft’s propulsion design; they do not mean it carries 18 passengers. VoloCity has two seats in total: one for a pilot and one for a passenger during the initial piloted operating concept described by Volocopter.

Volocopter’s 2025 specification sheet gives the following figures. They are manufacturer-published specifications, not a guarantee of performance on every flight.

Volocopter says the approximate range depends on ambient conditions, safety margins and final design and testing. Treat it as a published target figure, not a confirmed route distance or service guarantee. The sheet does not establish a specific payload, passenger-baggage allowance or flight time for a given route.
What kind of trip is it designed for?
VoloCity is aimed at short intracity journeys, such as a connection between an airport and a central transport hub. Its published range and two-seat layout point to a shuttle-like role rather than a replacement for conventional regional aircraft. Volocopter positions its VoloConnect/VoloRegion family for longer urban and suburban missions; those are separate aircraft programs, not longer-range versions of the VoloCity specification in the table.

How does it get power?
VoloCity uses batteries to power its electric rotors. Volocopter describes a system involving battery swapping and external charging stations, rather than relying only on charging the aircraft in place between trips. The available product information does not provide a charging duration, battery capacity or turnaround time, so those operational details should not be inferred from the range figure.

Volocopter says it is working toward type certification with the European Union Aviation Safety Agency (EASA). That wording means certification is a goal under development, not that the aircraft has already received approval to operate a commercial passenger service. The company describes initial flights as piloted, with one pilot and one passenger; autonomy is presented as a future goal.

The cited company materials do not establish that VoloCity is currently operating a public passenger service. Certification and commercial launch plans can change, so a proposed future service or target date should not be treated as evidence of present availability.

VoloCity is a real aircraft development program with prototype iterations and reported test flights, but that is distinct from a certified aircraft available for scheduled passenger trips. Volocopter’s current product page reports more than 2,000 test flights across multiple VoloCity prototype iterations. Separately, its August 2019 launch announcement reported more than 1,000 test flights of earlier generations. These are company-reported totals from different dates and scopes, and should not be added together as one current figure.

What the specifications do—and do not—tell you
- Capacity: The published two-seat layout supports a pilot-plus-one-passenger concept, not a two-passenger cabin in addition to a pilot.
- Range: Approximately 20 km is a qualified manufacturer figure; it does not by itself determine usable route length, reserve policy or actual operating range.
- Speed: The 90 km/h cruise and 100 km/h maximum airspeed are distinct published figures. Neither represents total door-to-door trip time, which would also depend on take-off, landing and ground operations.
- Availability: Prototype testing and certification work are evidence of development, not proof of current commercial operation.
