Sometimes, but not on the strength of the app alone. A tablet running a VoIP app can reach 911 only if that specific service supports emergency calling for your country, your account, your device, and your location. Having the app installed, a Wi-Fi connection, or a headset does not establish that the call will reach an emergency center or that the dispatcher will see where you are.
This article covers the United States. U.S. federal E911 rules apply to covered interconnected VoIP services, and the requirements described here should not be assumed to apply in other countries.
Why “VoIP app” does not answer the question
“VoIP app” describes a technology, not a service. Some apps carry calls over the internet to ordinary phone numbers. Others only place calls between users of the same app. Some are interconnected VoIP services that fall under federal emergency-calling rules, and others are not. Two apps that look identical on a tablet can behave very differently when you dial 911.
For that reason, the only reliable answer comes from the provider of the exact service you use. Check whether it supports 911 in your location, on your tablet, and under your account.

What federal rules require of covered VoIP services
The Federal Communications Commission’s E911 rules are codified in 47 CFR § 9.11. They apply to interconnected VoIP providers and certain other covered 911 VoIP providers. Under those rules, a covered provider must:
- Provide E911 service in the areas it covers.
- Obtain a physical registered location from the customer before service begins.
- Provide timely methods for the customer to update that registered location.
- Transmit 911 calls and caller information as the rule specifies.
- Tell customers clearly when E911 may be unavailable or limited.
The last obligation is the one most useful to a tablet user. The regulation requires providers to advise each subscriber, new and existing, in plain language:

The limitations a provider must disclose
The rule names several circumstances that can limit emergency calling. Read them as risks to the call path and location, not as guarantees that every call will fail:
- Moving the IP-compatible customer-premises equipment to a new location.
- Use of a non-native telephone number.
- Failure of the broadband connection.
- Loss of electrical power.
- A delay in making the registered location available through the automatic location information database.
Where a tablet call can break down
A saved address can go stale
The registered location is the address the provider associates with the service. If you carry a tablet to a friend’s house, a hotel, or a new apartment and place a call without updating that address, the emergency center may be sent to the wrong place. Even when a provider offers a way to update the location, the update may not be instant, which is why the rule also lists delays in making registered-location information available.

Internet and power are part of the path
A VoIP call depends on your internet connection and your power. A broadband outage or a power cut can stop the call before it reaches any emergency system. A cellular tablet can offer a different path, but whether a particular app uses it for 911 is a question for that app’s provider, not something the tablet’s hardware settles.
Wi-Fi, cellular data, and headsets do not prove 911 access
“Can I call 911 using Wi-Fi?” is a fair question, but Wi-Fi alone proves only that the tablet is online. A cellular data plan, a headset, or a generic emergency accessory does not, by itself, give an app emergency routing, accurate location, or a way for dispatchers to call you back. Those capabilities depend on the service.

What the Skype example and text-to-911 rules do and do not show
A 2019 FCC order discussed outbound-only interconnected VoIP and noted that Skype’s emergency calling was available in certain countries and on certain software platforms at that time. That is a historical example. It is not current guidance about Skype, any tablet, or any other app, and the order itself treated availability as limited and subject to change.
FCC text-to-911 rules distinguish certain interconnected text services from non-interconnected services that work only among compatible app users. That distinction governs texting to 911. It does not show that a voice app can place a 911 call.
How to verify an app before you need it
- Find the provider’s emergency-calling or E911 page, usually in its help center or terms of service.
- Confirm that 911 calling is supported in your country and region, not only in general.
- Confirm that the page covers your exact app and the tablet you use, since platform support can differ.
- Find out whether the service requires a registered emergency address, and how you change it after moving.
- Ask what location and callback information reaches the call center, and whether a callback number is provided.
- Find out what happens during a broadband outage or power loss, and whether the service offers any backup.
- If the page is unclear, contact support and get the answer in writing.
Do not place a test call to 911 to check. A misdialed or test call ties up emergency lines and can have legal consequences.
If you need emergency help now
- Use the emergency-calling option you know works for your location, such as a landline or a cellular phone with active service, if you have one available.
- State your location at the start of the call, including the street address, unit number, and nearest landmark, because the dispatcher may not receive it automatically.
- Stay on the line and answer the call taker’s questions.
- If the call drops, call back immediately on a different working line if one is available.
Do not assume a tablet app is guaranteed to work in an emergency, and do not assume a tablet without a cellular voice plan is unable to call 911. The sources here support neither blanket claim. The only reliable answer is the one the provider gives for your exact service.
