In a 2024 incident, attackers exploited a public-facing GeoServer, gained separate access to another GeoServer nearly two weeks later, and then moved to a web server and SQL server. CISA’s account shows why detection cannot stop at GeoServer request logs: security teams need independent endpoint, network, identity, and egress signals to spot and investigate activity across the attack path.

What happened in the 2024 GeoServer incident

CISA’s incident timeline begins on July 11, 2024, when threat actors exploited CVE-2024-36401 on a public-facing GeoServer. On July 24, they gained initial access to a second GeoServer. From there, they moved laterally to a web server and a SQL server. CISA also reported uploads or attempted uploads of China Chopper web shells and scripts associated with remote access, persistence, command execution, and privilege escalation.

The sequence matters: the first compromised GeoServer was not the only system of interest, and the later access to a second GeoServer was a separate initial-access event in CISA’s account. Investigating only the first server or only the request that triggered exploitation could leave activity on adjacent systems undiscovered.

What CVE-2024-36401 did

CVE-2024-36401 was a GeoServer/GeoTools XPath-expression flaw that could allow remote code execution. GeoServer described the vulnerability as under active exploitation and urged operators to mitigate immediately and update. CERT-EU rated it CVSS 9.8 in 2024 and said crafted input could give unauthenticated users remote code execution against a default GeoServer installation. NVD described the underlying issue as XPath evaluation intended for complex feature types being applied incorrectly to simple feature types.

The practical implication is that an exposed service could be at risk without an attacker first logging in. A lack of suspicious authenticated sessions therefore cannot, by itself, rule out exploitation.

Why out-of-band telemetry matters

Out-of-band telemetry is evidence collected outside the application’s own request and audit logs. GeoServer logs can help identify unusual requests, but they may not show what a process did after exploitation, whether files were written, which credentials were used, or which other machines were contacted. In CISA’s engagement, the security operations center saw multiple endpoint-security alerts before investigators reconstructed the GeoServer exploitation chain.

Telemetry from other systems can expose activity while the application-level explanation is still incomplete. In a separate example, GeoServer project contributor Jody Garnett wrote on September 28, 2026: “The effect was immediately evident, with scans for this vulnerability detected within hours of the public social media post.” That account concerns a different, later zero-day; it illustrates how internet-facing scan activity may appear quickly after public disclosure, not that scanning alone proves a server was compromised.

What to monitor around GeoServer

Build monitoring around the paths an attacker could use after reaching the service. The goal is to preserve evidence that can be correlated by time, host, account, process, and—where available—request identifiers.

  • GeoServer requests and audit events: retain application logs and look for unusual or unexpected requests, especially around known exploitation or disclosure windows.
  • Endpoint process activity: alert on unexpected child processes, command execution, persistence mechanisms, privilege changes, and remote-access tooling on the GeoServer host.
  • File changes: track unexpected writes or modifications in web-accessible locations, application directories, startup locations, and other sensitive paths.
  • Network, DNS, and egress: record inbound scans and connections, DNS lookups, and outbound connections from GeoServer hosts. Unusual outbound destinations or new services contacted can help identify post-exploitation activity.
  • Identity events: review logins, new or changed accounts, credential use, and privilege escalation involving the service host and accounts it can access.
  • East-west traffic: monitor connections from GeoServer to web, database, and other internal systems so lateral movement is visible beyond the internet edge.

For each source, retain timestamps and host identifiers in a form that can be compared with GeoServer’s records. Correlation is harder when clocks differ, logs roll over quickly, or the only retained evidence is on a potentially compromised server.

How to assess whether a GeoServer was compromised

A suspicious request is a lead, not a complete incident determination. Conversely, an absence of an obvious exploit request in retained application logs is not proof that exploitation did not occur. Assess the service and the systems it could reach together.

  1. Establish the exposure window. Record the GeoServer version, whether the service was reachable from the internet, and the dates it may have been vulnerable or unpatched.
  2. Preserve available evidence. Secure GeoServer request and audit logs, endpoint alerts, process and file records, DNS and network telemetry, identity events, and relevant logs from adjacent servers. Avoid allowing routine retention or cleanup to overwrite evidence.
  3. Look for post-exploitation activity. Investigate unexplained processes, file writes, web shells, scripts, persistence changes, privilege escalation, and outbound connections on the GeoServer host.
  4. Trace connections to other systems. Check web servers, database servers, and other reachable hosts for activity from the GeoServer and for suspicious access by accounts or processes associated with it.
  5. Contain and recover based on findings. Isolate affected systems where appropriate, remediate the vulnerable deployment, and handle credentials that may have been exposed as part of the response.

These are investigation steps, not proof that a particular alert or indicator confirms compromise. A defensible conclusion depends on the combined evidence and the period for which it is available.

What GeoServer operators should do

  • Apply security updates promptly. GeoServer’s September 2026 guidance lists versions 3.0.1, 2.28.5, and 2.27.6. Treat those as the versions named in that dated guidance, not as a guarantee that they remain the newest applicable releases; check the project’s current security advisories and use a supported release appropriate to the deployment.
  • Keep evidence off the application host. Forward relevant application, endpoint, network, and identity records to systems with retention that an attacker on the server cannot readily alter.
  • Review the reachable environment. Identify databases, web servers, service accounts, and other resources GeoServer can access, then ensure their activity is included in investigation and monitoring.
  • Rotate credentials when exposure is plausible. Include service and administrative credentials in the incident response when evidence or access paths indicate they may have been exposed.
  • Use escalation support when needed. GeoServer’s security policy and advisory direct operators to commercial support providers for extended support and fixes for prior releases. Confirm the provider’s current scope and availability before relying on that route.
