Vishnu Manchu, president of the Movie Artists Association (MAA), has called for Telugu film bodies to create a permanent system to address AI deepfakes, impersonation and targeted online abuse. The proposal follows a reported manipulated video involving Janhvi Kapoor and Jr NTR’s song “Chuttamalle.” The available reporting describes a call for a meeting—not a system that has already been formed.

What Vishnu Manchu proposed

Cinema Express reported on 6 October 2026 that Manchu wanted a meeting involving the Telugu Film Chamber, the Producers Council, MAA and other stakeholders to establish a permanent industry-wide mechanism. He argued that responses should be institutional rather than limited to one-off meetings or phone calls. The Times of India quoted him as saying: “Not another meeting that ends with a photograph. Not another phone call. A system.”

The reports do not describe the proposed system’s membership, powers, procedures or launch date, and do not say it has been created. Manchu separately said MAA was compiling information on accounts and networks repeatedly involved in targeted abuse and malicious campaigns, including accounts misusing actors’ photographs and identities. That reported information-gathering is not itself proof that an account has committed wrongdoing or that a formal enforcement process exists.

The reported deepfake behind the call

The immediate context was a video described in news coverage as a deepfake involving Janhvi Kapoor and Jr NTR’s song “Chuttamalle.” Manchu called the incident a warning, rather than an isolated event. The underlying video was not independently examined for this article, so its precise content and provenance should be understood as reported, not independently verified.

The concern he raised extends beyond that incident: using AI-generated or manipulated material to impersonate people, misuse their identities, or sexually violate or defame them. These are distinct from lawful disagreement or criticism, even when the criticism is harsh.

How Manchu distinguishes criticism from alleged sabotage

Manchu also raised a separate concern about what he described as organized, targeted negativity against films, actors and filmmakers. He said criticism, reviews, trolling and disagreement are part of cinema, but alleged that a coordinated campaign intended to damage a film before audiences see it is different. In his words, “A coordinated campaign to damage a film before audiences have even seen it is not criticism. It is sabotage.”

He cited Sundeep Kishan and “The Paradise” while discussing allegations of pre-release negativity and a court approach seeking protection from allegedly defamatory or damaging content. Those are allegations described in the coverage, not findings that a court has established. A negative review or online disagreement should not be treated as evidence of a coordinated campaign simply because it may harm a film’s prospects.

What protections and reporting routes already exist in India

A 6 August 2026 release from India’s Press Information Bureau (PIB) says the Information Technology Rules, 2021 were amended on 10 February 2026 to address harms from synthetically generated information, including deepfakes. According to the government’s summary, the amendments require clear labels and traceable metadata for permissible AI-generated material and strengthen platform due-diligence requirements concerning harmful content, including impersonation and non-consensual intimate imagery. This official description explains the policy measures; it does not establish how effective they are in individual cases.

The PIB also describes removal and grievance timelines with specific conditions. It says the deadline for removal after specified valid government or court notices was reduced from 36 hours to 3 hours; that is not a universal deadline triggered by every user report. The release also describes faster grievance handling for sensitive matters. Applicable timelines depend on the type of notice or grievance.

  • For a platform complaint or appeal: the government identifies platform grievance officers and Grievance Appellate Committees as routes for complaints and appeals.
  • For suspected cybercrime or misuse: the National Cyber Crime Reporting Portal is identified as a channel for reporting deepfakes and content misuse. The PIB says police and state or union territory law-enforcement agencies investigate cybercrime under the applicable framework.

The same government release mentions initiatives including Saakshya, AI Vishleshak and an IIT Kharagpur real-time voice deepfake-detection project. It does not establish that these tools are available to consumers or can reliably resolve a particular person’s case.

What remains undecided about the proposed industry system

Manchu’s proposal is an industry-level call, while the government’s release describes existing platform and public complaint routes. The reports do not say whether a future film-industry mechanism would refer cases to those routes, how it would verify reports, or what action it could take. Nor do they establish that the proposal would include Aadhaar-linked online identities.

Cinema Express reported that Manchu discussed actor Ram Pothineni’s suggestion of Aadhaar-linked accountability and said it “deserves serious discussion.” That is a reported discussion, not evidence that Aadhaar-linked accounts have been adopted as policy. Any system addressing abuse would also need to distinguish evidence of impersonation or coordinated harm from legitimate criticism and provide a fair way to challenge mistaken accusations.
