Vice President C. P. Radhakrishnan said development gains must reach every section of society to sustain democracy and young people’s confidence in it. He made the remarks, as reported by Hindustan Times in a Press Trust of India (PTI) feed, while inaugurating the 5th Kautilya Economic Conclave in New Delhi on October 3, 2026.
What Radhakrishnan said about inclusive development
Radhakrishnan’s central argument was that economic growth by itself is not enough if its benefits do not reach people broadly. The PTI report said he warned that young people could lose faith in democracy when development is not inclusive. It quoted him as saying, “Otherwise, people, especially the youngsters, may lose their faith in democracy. In some of the parts of the world, again people are saying communism is coming up.”

The report also quoted him saying, “We are not against communism because of anything else.” The remarks linked the distribution of development gains with public confidence in democratic government; they did not establish that any particular policy outcome or political shift had been measured.
How he linked policy choices with consensus
Radhakrishnan reportedly urged policymakers to account for economic conditions on the ground and to remain flexible. He referred to China as an example of a country whose leaders understood domestic and global realities while building its economy. In the PTI report, he said, “When you have to make macroeconomic policies, then you have to understand the ground realities of the globe. That is where the success story of the Chinese is well-established. They understand the ground realities of both and bring their nation to the second-largest economy of the world.”

He also argued that flexibility matters when designing policy, saying, “That is very very important. One has to be so flexible in making the policy that the policy itself should become a big success.” His remarks presented consensus-building and decisiveness as compatible rather than opposing goals: policies can reflect broad agreement while responding to economic conditions.
The report further attributed to him the view that India’s growth and inclusive progress had taken place within a democratic framework, and that consensus had helped make economic reforms more durable and sustainable. He connected that experience to the vision of a “Viksit Bharat” by 2047. These are his reported assessments, not independently measured findings in the article.

Examples he cited: DBT, GST and Jan Dhan–Aadhaar–Mobile
As examples associated with financial inclusion, transparency and formalisation, Radhakrishnan cited Direct Benefit Transfer (DBT), the Goods and Services Tax (GST), and the Jan Dhan–Aadhaar–Mobile trinity. The PTI-syndicated Hindustan Times report said he noted more than 590 million Jan Dhan accounts as of August 2026. It also reported around 6.65 million GST registrations in 2017 and 16.5 million in May 2026.
Those figures are attributed here to the October 3, 2026 Hindustan Times/PTI report; they were not independently confirmed against primary government datasets. Registration and account totals alone do not establish how widely benefits were shared or prove that a policy caused greater inclusion.
