VESA announced DisplayHDR True Black 1000 and three new ClearMR tiers—ClearMR 15000, 18000 and 21000—on December 30, 2024. The two labels measure different things: True Black 1000 is an HDR luminance tier for emissive displays such as OLED, while ClearMR 21000 is a motion-clarity tier. It does not mean a 21,000-Hz refresh rate.
What VESA announced
The Video Electronics Standards Association (VESA) added a higher luminance tier to its DisplayHDR True Black standard and three higher tiers to ClearMR. VESA said it would showcase products meeting the new tiers at CES 2025; that announcement did not provide a complete retail model list or prices.
These are separate standards for separate display characteristics. A product’s certification in one does not establish its performance in the other, or settle questions such as color accuracy, panel lifespan or gaming experience.

ClearMR is based on Clear Motion Ratio (CMR), a comparison of clear pixels with blurry pixels during motion testing. In VESA’s 2025 tier table, ClearMR 21000 corresponds to a CMR of 19,500 or higher. A higher tier indicates a greater proportion of clear pixels relative to blurry ones under the standard’s test conditions.

Despite the number, ClearMR 21000 is not 21,000 Hz and does not specify a display’s refresh rate. Refresh rate is a separate specification, usually stated in hertz; ClearMR is a measured motion-clarity result. A monitor can therefore have a high refresh rate without that number alone telling you its ClearMR tier.
How VESA tests ClearMR
VESA’s process captures a moving test pattern with a digital high-speed camera, verifies the pattern’s luminance with a measuring device, and analyzes the images to produce a repeatable CMR value. Testing takes place at room temperature with the display warmed up, in its default power-up configuration, at native resolution and maximum frame rate.

- Backlight strobing is disabled. The test does not rely on this blur-reduction technique.
- Overshoot and undershoot are limited. These restrictions help prevent a display from improving its score by introducing visible artifacts.
- The result is tied to test conditions. It is a standardized comparison point, not a promise that every user will perceive motion identically in every game or setting.
What DisplayHDR True Black 1000 means for OLED
DisplayHDR True Black 1000 is a higher luminance tier in VESA’s True Black family, intended for emissive displays such as OLED. VESA describes it as combining higher luminance—with professional video content creation among the intended applications—with the family’s very deep black levels. The earlier True Black announcement described the standard as optimized for OLED and future microLED displays.

The announcement does not establish a particular model’s full-screen brightness, color performance or suitability for a specific editing workflow. For those, consult the exact model’s specifications and professional review measurements. VESA’s original comparison said True Black could deliver up to 100 times deeper black levels than the DisplayHDR 1000 comparison tier; that is a comparison within the stated standards context, not a guarantee about every scene or viewing condition.

How to check whether an OLED monitor is certified
Do not infer certification from a product description that merely mentions OLED, HDR or a high refresh rate. Confirm the exact model against VESA’s certified-products listings and the manufacturer’s documentation. Certification also involves compliance with the relevant logo program; a tier label is not interchangeable with an unverified marketing claim.
VESA’s announcement does not supply a complete list of retail products carrying the new tiers. Availability and certification can vary by model, so verify the precise model identifier rather than assuming that every version in a product family qualifies.

What to compare when choosing a display
Use the VESA labels as two inputs, not as a substitute for comparing the display’s full specification. Check the following for each candidate:
- Exact tier and model: verify the specific model’s VESA certification, not just the product family.
- Motion performance: compare ClearMR tier or CMR result alongside the refresh rate.
- Resolution and refresh rate: confirm the combination you want is supported, rather than treating a ClearMR number as a refresh specification.
- HDR output: review peak and full-screen luminance figures and the conditions under which the manufacturer reports them.
- Black and contrast behavior: consider how the panel handles dark scenes as well as bright highlights.
- Color: check gamut coverage and accuracy if the display will be used for color-critical work.
- Panel ownership terms: compare panel type, warranty and burn-in policy for OLED models.
- Connections: make sure the ports and cables support your intended resolution and refresh rate.
VESA’s December 2024 announcement establishes the meaning of the new standards tiers; the other buying criteria must be checked against each product’s own specifications.
