Checking a customer’s VAT number once at signup does not establish that the same status still applies to every later subscription charge. For recurring billing, reassess the VAT ID and the facts behind the tax treatment at renewal whenever your business relies on that status. EU rules make each recurring payment period a meaningful tax point, but the sources do not impose a universal requirement to make a fresh VIES query on every renewal.

Should you validate a VAT number on every subscription renewal?

As an operational control, a renewal-time check or review is prudent when your business uses a customer’s VAT ID to determine tax treatment. It gives you more current evidence than relying indefinitely on a result collected at signup.

That recommendation is not the same as a blanket legal command to call VIES for every renewal. Under Article 64 of the EU VAT Directive, a service involving successive statements of account or successive payments is generally treated as completed at the end of each period to which the statement or payment relates. The rule concerns when the service is treated as completed; it does not itself prescribe a fresh VAT-ID lookup at each period. See the consolidated VAT Directive.

The implementing regulation addresses evidence of a customer’s taxable-person status for place-of-supply purposes. Where a customer communicates an individual VAT number, it refers to the supplier obtaining confirmation of the number’s validity, along with the associated name and address, through the relevant administrative-cooperation process. It also contemplates other evidence and reasonable verification. These provisions help explain why a prior check may become stale as an internal control, but they do not set a universal renewal-by-renewal lookup frequency. What does a VIES result tell you?

The European Commission’s VIES on-the-Web service checks VAT-number validity for EU Member States and Northern Ireland. The Commission describes VAT identification numbers as identifiers used to establish customer tax status and help determine the place of taxation; see its guidance on VAT identification numbers.

A valid result is a useful signal, not a complete tax decision. The correct treatment still depends on the service, the customer’s status and location, and the applicable place-of-supply and liability rules. Keep customer and invoice details accurate, and apply the transaction rules separately from the validity check.

Is checking only at signup enough?

A one-time signup check is simpler to operate, but later renewals may rely on validation evidence that no longer reflects the customer’s current status. A renewal-time recheck or review provides fresher evidence and an opportunity to detect a change before the next invoice is finalized, if your billing process allows tax treatment to be updated at that point.

Whether a change can affect a renewal invoice depends on when your system calculates and finalizes it. Do not assume a finalized invoice can automatically be changed; confirm the available correction process with your billing and tax teams.

What if the VAT number becomes invalid after signup?

Treat a later invalid result as a reason to review the customer record and the tax treatment for the relevant renewal. A VAT ID’s validity alone does not determine the full outcome, so route the case through your tax process rather than applying or removing a particular treatment solely from the lookup result.

If VIES is unavailable or returns an inconclusive result, record that as an exception. A timeout is neither proof that the number is valid nor proof that it is invalid. Use a defined retry or manual-review workflow; the cited sources do not prescribe a retry interval or a specific record-retention period.

How to build a renewal-time VAT-ID workflow

  1. At signup: Check the VAT ID when entered. Store the result, the time of the check, and the customer details used for the decision.
  2. Before a renewal invoice is finalized: If the tax treatment depends on the VAT ID, trigger a recheck or review and make the result available to the billing or tax process.
  3. For a valid result: Retain the new evidence and apply the relevant transaction rules; do not treat validity as a complete tax determination.
  4. For an invalid, unavailable, or inconclusive result: Flag the account for review, follow your exception process, and avoid silently treating an outage as a definitive result.
  5. After the renewal: Retain the check outcome and related decision records under your organization’s applicable recordkeeping policy.

The legal materials establish no particular retry schedule or retention duration. Set those operational details through your tax and compliance processes.

How billing software can affect the check

Implementations vary, so verify when your provider checks a VAT ID, how renewal invoices handle the result, how status changes or failed lookups are surfaced, and what evidence is retained.

Stripe’s documentation provides one example, not a description of every billing platform. Stripe says EU VAT numbers used with Invoicing are validated against VIES asynchronously. Its dashboard result confirms number validity but does not match the customer’s name and address, and a tax ID is not automatically validated again after it has been confirmed. Stripe Tax advertises VAT-ID validation and tax calculation at stripe.com/tax; confirm the behavior of your specific configuration rather than assuming that signup validation repeats at renewal.
