Dhami attended a programme at Himalayan Cultural Centre in Neembuvala, Dehradun, on Thursday, October 1, 2026, for the International Day of Older Persons and launched civil-services coaching for persons with disabilities, according to Hindustan Times.

The Uttarakhand Social Welfare Department’s website lists an application for “free coaching for disabled students for the preparation of Civil Services Preliminary Examination,” along with original and revised notices inviting applications for free online coaching for divyang students. This supports describing the programme as free and online, but does not by itself confirm that classes have begun or that applicants have been selected. See the department’s official website for current notices.
What applicants should verify
The department’s indexed listing does not provide enough detail to give reliable application instructions. Before applying, open the revised notice and application form and verify:
- Who is eligible, including any Uttarakhand residency, education, age or disability-documentation requirements.
- The application deadline and submission route.
- How many places are available and how candidates will be selected.
- Which provider will deliver coaching, the course schedule and the online format.
- What accessibility accommodations and applicant-support options are available.
The department homepage lists a welfare-scheme helpline at 1800-180-4236 and mobile/WhatsApp contact 63952 21188. It gives calling hours as 10 AM–5 PM on office working days. Confirm the numbers and hours on the current official website before contacting the department.
Do not confuse it with Uttarakhand’s broader coaching plan
A separate initiative, Mukhyamantri Yuva Bhavishya Nirman Yojana, was announced in September 2026 as free online coaching for a range of competitive and entrance examinations. The Uttarakhand Information and Public Relations Department said its first phase would serve 11,000 students, with preparation options including UPSC and State PCS, SSC, banking, railways, defence, NET, GATE, CSIR-JRF, and CAT/MAT (official announcement). The sources available do not establish that this broad student initiative is the same programme as the Social Welfare Department’s disability-specific coaching launch. Its planned places and application route should not be attributed to the disability programme.

The event also included unrelated awards and pension transfers. Hindustan Times reported that 23 senior citizens were honored, five students received awards in essay and painting competitions, and ₹147.34 crore in September pension payments was transferred to 993,886 pensioners. These are event figures, not coaching enrollment, budget or outcome statistics. The launch coverage and department listing do not state how many people the coaching initiative will serve.
