Yes. USDA’s October 2026 final rule makes some farm solar projects ineligible for Rural Energy for America Program (REAP) grants and requires eligible renewable-energy projects to be operating before applicants apply. The rule takes effect October 16, 2026. It does not end REAP solar grants, but it tightens eligibility and documentation requirements—and qualifying projects still compete for limited funding.
What the October 2026 rule changes
REAP offers eligible agricultural producers and rural small businesses grants and guaranteed loans for renewable-energy systems and energy-efficiency improvements. USDA’s October 1, 2026 final rule revises the program’s grant regulations. It takes effect October 16, 2026; the rule lists November 2, 2026, as the public-comment deadline. For renewable-energy system grants, the rule bars projects with certain site, energy-use, or supply-chain characteristics and requires a completed project with operating history before application. These are grant provisions in the 2026 rule, not a statement that every farm solar installation is now ineligible.

Site, energy use, and equipment origin
- Certified cropland: Solar photovoltaic (PV) and wind systems installed on certified cropland are disqualified under the rule.
- Historical energy use: An applicant must document energy use commensurate with the proposed system. Projects that cannot do so are disqualified.
- Foreign-adversary components: A system containing any component made in a country designated as a foreign adversary under the cited federal definition is disqualified. Applicants should establish the origin of every relevant component rather than rely on a general supplier assurance.
Projects must be operating before application
USDA’s summary says a project must be fully built and operational before its grant application. The rule calls for 12 months of actual energy-generation or savings data at application, as well as pre-installation information. That reverses the assumption that an applicant can apply for grant support first and then use the award to build the system. Check the final regulatory text and current USDA guidance for how those requirements apply to a particular project.

Ownership and project configuration
The rule restricts applicant eligibility to the highest-level owner, narrows or clarifies eligible project configurations, and makes multilocation projects and specified technologies ineligible. The exact effect depends on how the applicant owns and operates the project; confirm the applicable provisions rather than assuming that a farm business, subsidiary, or project entity can apply interchangeably.
How this differs from USDA’s 2025 solar-loan action
USDA’s August 19, 2025 announcement addressed different provisions. It said ground-mounted solar PV systems larger than 50 kW, and systems unable to document historical energy use, would no longer qualify for the REAP Guaranteed Loan Program; those projects would also lose grant priority points. It separately said wind and solar projects were ineligible for the USDA Business and Industry Guaranteed Loan Program. See USDA’s 2025 announcement.

Do not treat that 50 kW threshold as a new grant cutoff in the October 2026 rule. The later rule has its own grant eligibility requirements, including the certified-cropland and foreign-adversary-component exclusions and the requirement for a completed, operating project before application.

What farmers should verify before committing to a project
- Classify the site. Find out whether the proposed location falls under the relevant certified-cropland rule, and check the final rule’s definition and application to the parcel.
- Document current energy use. Gather records that establish historical consumption and assess whether it is commensurate with the system’s proposed output.
- Trace component origins. Obtain country-of-origin information for each relevant solar or wind system component and compare it with the rule’s foreign-adversary restriction.
- Plan around the operating-history requirement. Confirm what pre-installation information and 12 months of post-installation generation or savings data the application must include. The project must be complete and operating before applying.
- Confirm who may apply. Review the ownership structure and identify the highest-level owner eligible to submit the application.
- Read the next program notice. USDA says annual notices will provide application dates and further details. Check that notice for deadlines, scoring priorities, and available funds; the October rule announcement alone does not establish that an application window is open.
Eligibility is not a funding guarantee
REAP remains competitive. The final rule says, “Projects compete based on score, and funding to support all eligible applications is not guaranteed.” A project can satisfy the eligibility requirements and still not receive an award. Budget and financing decisions should account for that uncertainty, as well as the requirement to complete the system and build the required operating record before applying.

USDA says its aim is to simplify the process and focus support on appropriately scaled, on-farm systems. Under Secretary for Rural Development Glen R. Smith described the rule as a way for farmers and rural businesses to spend less time and money navigating paperwork. Whatever the stated aim, the practical requirements mean more project screening and documentation before a grant application can be made.
