The reported U.S. action was a preliminary Commerce Department finding—not a confirmed final order or a verified ban. Network World reported in December 2024, citing Reuters, that Commerce viewed China Telecom Americas’ role in U.S. networks and cloud services as a national-security risk and gave the company 30 days to respond. The later outcome of that process is not established by the sources cited here.
What action did the U.S. reportedly take?
Network World’s December 17, 2024, account, attributed to Reuters, said the Commerce Department had issued a preliminary finding the previous week that China Telecom Americas’ involvement in U.S. networks and cloud services presented a national-security risk. The report said the company had 30 days to respond to the finding. That is a reported response period, not evidence that Commerce reached a final decision or that the period ended on a particular date.
The concern described in the report was that the services could be used to funnel American data to Beijing. The report placed the matter amid broader U.S. concern about attempts to compromise telecommunications infrastructure, including the Salt Typhoon cyber-espionage campaign. It did not establish a connection between that campaign and China Telecom Americas. Network World’s report did not reproduce the underlying Commerce notice.

The reported preliminary finding should not be described as an immediate service ban. A preliminary finding and an opportunity to respond indicate that the process was not presented as complete in the December 2024 account. The cited sources do not establish what Commerce decided afterward, whether it closed the matter, or whether a later restriction followed from this proceeding.

How this differs from the FCC’s earlier license revocation
The Commerce report is separate from an earlier Federal Communications Commission proceeding involving China Telecom Americas’ international authorizations. The agency, legal mechanism, and procedural status differ:

In April 2020, DOJ said executive-branch agencies unanimously recommended revoking and terminating China Telecom Americas’ international authorizations. The recommendation addressed risks and compliance concerns that had arisen since the authorizations were last transferred in 2007. The FCC later issued the revocation, and the D.C. Circuit denied the company’s petition for review in 2022. Those completed steps belong to the FCC case, not the separately reported Commerce finding. See the DOJ announcement and the D.C. What concerns did officials cite in the earlier case?
The 2020 DOJ-led review cited concerns about the evolving national-security environment and the potential for PRC government exploitation, influence, or control. DOJ also pointed to inaccurate statements to U.S. authorities about where U.S. records were stored, inaccurate public representations concerning cybersecurity practices, and the nature of the company’s U.S. operations, which officials said could create opportunities for espionage, disruption, or misrouting of U.S. communications. DOJ said some issues involved failure to comply with a 2007 Letter of Assurance and that additional mitigation terms could not address the risks. These are the stated rationales for the earlier review; they should not be treated as the text of the 2024 Commerce preliminary finding. The DOJ release quotes then Assistant Attorney General for National Security John C. Demers: “Today, more than ever, the life of the nation and its people runs on our telecommunications networks.”

What separate FCC rules address foreign control?
In 2026, the FCC adopted foreign-adversary-control rules requiring attestations and disclosures. The rule text says that process was not, at the time, imposing legal restrictions; it refers to earlier carrier revocation orders, including China Telecom’s, as context for improving the Commission’s information about foreign control. These rules are another distinct measure, not the resolution of the reported Commerce proceeding. The FCC rule text describes the requirements and their stated scope.
