The closest match to “US Government Releases Anti-Phishing Guidance” is the Cybersecurity and Infrastructure Security Agency’s (CISA) March 2025 document, “Phishing Guidance: Stopping the Attack Cycle at Phase One.” It focuses on stopping phishing before a stolen login becomes a larger compromise. For individuals, the practical response is to avoid message links, verify unexpected requests independently, and report suspicious messages. For organizations, CISA recommends pairing phishing-resistant multifactor authentication (MFA) with staff training, safe reporting, and stronger protection for privileged accounts.

How can I tell if an email is phishing?

Phishing messages impersonate familiar organizations or people to persuade you to click a link, open an attachment, or provide account, payment, or identity information. An unexpected request deserves verification even if the sender name or message looks familiar. The Federal Trade Commission (FTC) said email was the top method scammers used to contact people in 2024, in a consumer alert published in April 2025; it did not give a percentage or count for that ranking (FTC consumer alert).

  • Be wary of unexpected requests for passwords, payment, or personal information.
  • Do not click a link or download an attachment just because a message claims there is an urgent problem.
  • Do not verify the message using its link, phone number, or email address. Go to the organization’s known website or use contact details you already trust.

A suspicious message may still refer to a real account or transaction. The safe next step is to check through a channel you find independently, not to respond through the message.

What should I do if I clicked a phishing link?

Report it promptly if it involved a work account or device, even if you are unsure whether anything was exposed. Early notice gives an organization a chance to investigate and respond; CISA’s guidance emphasizes prompt reporting rather than blame.

  • If you shared payment or identity information, contact the relevant bank, payment provider, or organization using a number or address you already know is genuine.
  • If the device or account belongs to your workplace, use its incident-reporting process immediately and say what you clicked or shared. Follow the response team’s instructions.

These steps do not establish whether an account or device was compromised; the relevant service or organization must assess that. Avoid deleting work-related messages or files if your incident-response team asks you to preserve them.

How do I report a phishing email?

For a suspicious consumer message

You can report suspected fraud to the FTC at ReportFraud.ftc.gov. The FTC also advises forwarding phishing emails to the Anti-Phishing Working Group at reportphishing@apwg.org (FTC guidance). Once you have checked and reported the message, delete it.

For a work message

Use your employer’s designated reporting method and do so quickly, especially if you clicked, opened an attachment, or shared information. Organizations should make it safe to report mistakes and attempts without blaming the person who encountered them. CISA’s August 29, 2025 fact sheet for state, local, tribal, and territorial (SLTT) governments includes this kind of reporting practice among its cybersecurity essentials (CISA SLTT fact sheet).

Is a security key safer than a text message code?

For phishing resistance, yes: CISA identifies FIDO/WebAuthn as phishing-resistant, while warning that other MFA forms can be vulnerable to attacks such as phishing, push bombing, SS7 abuse, or SIM swapping. The FTC also identifies security keys as phishing-resistant MFA. A security key is not a substitute for checking unexpected messages, and these sources do not endorse a particular product.

CISA’s consumer guidance says FIDO/WebAuthn is the only widely available phishing-resistant authentication and explains that the protocol blocks a login attempt to a fake website (CISA MFA guidance). A code sent by text or generated by an app can still be entered into a convincing fake login page; a FIDO/WebAuthn credential is designed to resist that kind of site impersonation.

Method Phishing distinction in cited guidance Practical fit to check
FIDO2/WebAuthn security key CISA and FTC identify security keys or FIDO/WebAuthn as phishing-resistant. Confirm the account and device support it. Plan recovery if the key is lost, and consider whether to register a backup key.
Authenticator-app codes CISA cautions that some MFA forms are vulnerable to phishing; the cited guidance does not classify every app or setup individually. Check which methods the service supports and how you would recover access.
SMS or voice codes CISA warns of risks including SS7 abuse and SIM swapping; these codes are not the phishing-resistant category identified in its guidance. Availability may be convenient, but consider another supported method when stronger protection is needed.

Compatibility and recovery arrangements matter as much as the form factor. Before buying or recommending a key, check the specific service’s supported sign-in methods and how account recovery works; the cited guidance does not establish compatibility for individual models.

What should organizations do to reduce phishing risk?

CISA’s March 2025 guidance recommends a combination of technical controls and reporting practices to stop phishing early. Its recommendations are guidance, not a universal legal requirement for every organization.

Strengthen sign-in protection

  • Use phishing-resistant MFA where accounts and devices support it, and prioritize privileged accounts because their access can create greater organizational risk.
  • Where practical, centralize sign-in through single sign-on (SSO) paired with MFA rather than leaving access protections fragmented.
  • Review MFA lockout and alert settings so suspicious activity is visible and account access can be managed appropriately.

Make reporting useful and safe

Train staff to recognize phishing and provide a clear way to report it. Make clear that a person should report promptly even if they clicked or shared information. That disclosure can give responders an opportunity to contain risk earlier.
