There is no single cheapest payment method for every Indian merchant. UPI can have zero MDR for many transactions, while card costs depend on the card category and the merchant’s acquiring agreement. Cash avoids a published transaction MDR, but it still takes time and effort to handle. To compare fairly, add up acceptance charges and your own cash-handling costs for the transactions you actually receive.
As of the 7 October 2026 research date, the government’s announced UPI MDR framework was due to take effect on 15 October 2026. The rates below describe that announced framework, not a confirmed post-effective-date implementation.

How to compare UPI, cash and cards
MDR, or merchant discount rate, is a charge associated with accepting a payment. It is only one part of what a business may pay. Compare the total cost of each payment method across your own transaction mix:

- Cards: the card-category MDR and any other acquiring, aggregator or equipment charges actually quoted to you.
- Cash: staff time, securing and transporting cash, deposit charges, reconciliation work and losses, if you can measure them.
These costs vary by merchant category, transaction size, eligibility and provider agreement. The available official sources do not establish a single all-in tariff for every merchant or a standardized per-sale cash-handling cost.

Do merchants pay for UPI?
It depends on the transaction and the merchant’s category. The Ministry of Finance’s 15 September 2026 announcement says that person-to-person (P2P) UPI transfers remain free, and that individuals cannot be charged a transaction or platform fee for sending or receiving money through UPI. For merchant payments (P2M), the announced treatment varies:
| UPI transaction or merchant category | Announced MDR treatment |
|---|---|
| P2M payment up to ₹2,000 | Zero MDR. |
| Eligible small merchant in the P2PM category, receiving up to ₹1 lakh per month through UPI QR codes | Zero MDR on all transactions. |
| Covered P2M payment above ₹2,000 | 0.4%; capped at ₹300 for transactions of ₹75,000 or more. |
| Payment above ₹2,000 in specified essential and thin-margin sectors, including railways, telecommunications, insurance, fuel and agricultural inputs | Flat ₹5, subject to the stated sector classification. |
| Listed payments relating to mutual funds, securities, stockbrokers and dealers | 0.02%, capped at ₹300. |
These are the announced policy rates, not a guarantee of the total amount a merchant will pay under a provider contract. Eligibility and merchant categorization matter. Check the current treatment with your acquiring bank or payment provider, particularly for sector-specific categories. The Ministry of Finance announcement describes the framework, and the Department of Financial Services FAQ states that its finalized MDR framework and threshold structure take effect from 15 October 2026.
The Ministry says about 96% of merchant transactions will remain unaffected under the framework. Separately, the DFS FAQ says more than 95% of P2M UPI transaction volume is at or below ₹2,000. These are different measures: the first concerns transactions unaffected under the framework, while the second concerns P2M volume at the threshold.

They may be, but a headline rate is not a reliable quote for an individual business. The DFS FAQ describes debit card MDR as capped up to 0.90% and standard credit card MDR as typically 1.5%–2.5%. Those figures are broad government-described comparisons, not a rate guaranteed for every merchant, card product or transaction. Your acquiring agreement determines the applicable cost.
In a 1 September 2016 circular, the Reserve Bank of India directed acquiring banks to unbundle MDR charges for debit, credit and prepaid cards and to explain those charges to merchants. Bundled fees can make it harder to see the cost of each card category. Ask your provider for an itemized schedule and compare the charges for the card types your customers use.
Credit-linked UPI is a separate case: the DFS FAQ says it operates under separate credit-product rules. Do not assume it has the same treatment as an ordinary account-to-account UPI payment.

Cash does not have a card-style MDR, but that does not make it cost-free to accept. Staff must count and reconcile it; the business may need secure storage, transport or deposits; and cash creates exposure to loss. Those costs depend on how the business operates.

The RBI’s payment-system benchmarking report discusses the broader social costs of cash, including printing, distribution and currency maintenance borne by the RBI. That is not an estimate of a merchant’s cost per sale. The reviewed official sources do not quantify a representative merchant’s cash-handling cost, so a business should use its own figures rather than assume cash is cheaper or more expensive than digital payments.
How to find the lowest-cost option for your shop
- Group recent sales by method and amount. Separate UPI payments above and below ₹2,000, and note any sector or small-merchant category that may apply.
- Request itemized digital-payment charges. Ask your acquiring bank or provider to distinguish MDR from aggregator, equipment, terminal or other contract charges. For cards, request separate debit, credit and prepaid figures.
- Measure cash-handling work. Track staff time, deposits or transport, reconciliation effort, security arrangements and losses over a representative period.
- Compare the total for the same period. Apply each method’s charges to your actual transaction mix, then include measured cash costs. Do not compare a UPI MDR percentage with a card provider’s all-in quote—or with cash’s lack of MDR—as though they were equivalent totals.
- Confirm the policy date and classification. The announced UPI framework’s stated start date was 15 October 2026. Confirm its implementation and your merchant category with your provider before relying on a rate.
The RBI’s MDR unbundling circular explains the case for showing card charges by category. The RBI payment-system benchmarking report discusses cash’s wider system costs.
