For an Indian small business, UPI QR can make account-to-account payments straightforward, while cards let customers pay by debit or credit. Neither is universally cheaper or faster for the merchant: fees depend on payment type and merchant category, and the time funds reach your usable bank balance depends on the acquiring agreement. As of 4 October 2026, a new charge on select UPI merchant payments is scheduled to begin on 15 October, with a qualifying P2PM micro-merchant exception.

UPI vs. cards: the practical difference

With a standard UPI payment, the customer authorizes a transfer from a bank account using a UPI-enabled app. A merchant can accept UPI through modes including QR, app intent, and collect requests, as listed by NPCI’s UPI product overview. Card acceptance uses a debit or credit card and may require a point-of-sale terminal, an acquiring relationship, or an online payment integration.

Do not treat every payment initiated through a UPI QR as the same product. A direct bank-account UPI payment, RuPay credit card linked to UPI, and RuPay debit card transaction can have different funding sources and fee treatment. NPCI describes RuPay credit cards linked to UPI as a credit product; that is not equivalent to paying directly from a bank account. The Ministry of Finance FAQ says credit-linked UPI follows separate credit-product rules. Availability and acceptance can vary by app, card, merchant, and QR implementation.

What merchant fees apply in India?

The fee picture depends on payment type, merchant classification, ticket size, and the provider’s written tariff. The Department of Financial Services’ FAQ dated 15 September 2026 says a 0.4% merchant discount rate (MDR) is scheduled to apply from 15 October 2026 to select UPI person-to-merchant (P2M) transactions above ₹2,000. At ₹75,000 or more, the MDR is capped at ₹300 per transaction. The FAQ’s example is a ₹12 fee on a ₹3,000 transaction. These are announced terms, not terms already in effect on 4 October 2026; check for implementation updates if accepting payments on or after the effective date. Read the Ministry of Finance MDR FAQ.

UPI account payments and the P2PM exception

The FAQ describes transactions below the stated threshold as zero MDR. It also says P2PM merchants receiving up to ₹1 lakh per month through UPI QR remain at zero MDR. The merchant’s account categorisation determines which treatment applies; being a small business in the everyday sense does not automatically make an account eligible. A qualifying P2PM micro-merchant does not lose the described protection just because one payment exceeds ₹2,000. The Ministry FAQ says more than 95% of UPI P2M transaction volume is at or below ₹2,000; that statistic concerns P2M volume, not all UPI transfers.

Cards and credit-linked UPI

For comparison, the same Ministry FAQ gives typical credit-card MDR of 1.5%–2.5% and says debit-card MDR is capped up to 0.90%. These are the FAQ’s comparison figures, not a quote or a universal price for every merchant or acquiring arrangement. RBI’s older debit-card material describes different caps by merchant category and acceptance mode, another reason to use the current tariff for the specific account rather than assume one rate. RBI’s debit-card MDR material is historical context, not a current merchant quote.

RBI’s 2021–22 report records that from 1 January 2020 MDR was not to be collected on UPI and RuPay debit-card transactions. That historical rule is not a reason to ignore the later 2026 FAQ’s scheduled charge for select UPI P2M payments. Nor should RuPay debit be confused with RuPay credit linked to UPI. Other charges—such as gateway, terminal service, rental, or settlement fees—may affect the effective cost; the published comparison figures do not establish what a particular provider will charge. When does the money reach your account?

UPI’s payment rail and a provider’s merchant payout schedule are related but not identical. RBI defines fast payments as systems in which message transmission and final funds availability to the payee are real-time or near-real-time, around the clock, and classifies UPI as a fast payment system. That describes the system, not a universal payout promise for every merchant arrangement. RBI’s fast-payments discussion.

NPCI’s merchant FAQ says: “Merchant will receive the money immediately after customer confirms the payment into the merchant Pool bank account/ merchant bank account as per their agreement.” The agreement qualification matters: the destination account and terms determine the merchant’s actual arrangement. For card sales, authorization at checkout is not the same as proceeds being available in the merchant’s bank account. The reviewed sources do not establish one card payout schedule for small merchants, so do not assume a fixed T+1 or T+2. Ask the acquirer or aggregator for the settlement timetable, how fees and adjustments are deducted, and whether the quoted schedule differs by sales channel. For online acceptance, also review the provider’s merchant-fund handling and settlement terms; RBI identifies those as payment-aggregator concerns. RBI material on payment aggregators.

Keep failed-payment reversals separate

A reversal deadline after a failed transaction is not the normal settlement estimate for a successful sale. RBI’s 2019 framework sets timelines for specific failures, including a payer debit without UPI merchant confirmation and a POS debit without confirmation at the merchant location. Ask the relevant bank, network, or provider which party handles escalation and what documentation it requires. RBI’s failed-transaction turnaround-time framework.

What customers experience at checkout

UPI QR

A QR gives customers a way to pay from a UPI-enabled app without presenting or tapping a physical card. It is an acceptance method, not proof that money has arrived. Confirm payment through the merchant’s bank or acquiring system rather than relying on a customer’s screenshot. A countertop QR display can show the merchant’s own QR, but the stand itself does not onboard a business, provision a valid payment address, provide acquiring, or confirm a successful payment. The Ministry FAQ says existing QR stands do not need replacement for the announced MDR policy.

Cards and credit-linked UPI

Cards preserve a payment option for customers who want to use debit or credit, while RuPay credit linked to UPI may let an eligible customer scan a merchant QR. The customer experience can therefore look similar at the counter while the funding source and fee rules differ. The available official material does not establish that every app, card, merchant, or QR setup supports credit-linked payments.

There is no direct, current small-business customer survey here establishing that shoppers universally prefer one method or that one reliably improves checkout conversion. Use the business’s own records to assess customer requests, checkout friction, payment failures, and reconciliation effort rather than assuming a preference or benefit.

How to compare acceptance options for your business

  1. List payment types separately. Compare direct bank-account UPI, credit-linked UPI, RuPay debit, other debit cards, and credit cards where relevant; do not group them under a single “digital payment” rate.
  2. Confirm merchant classification. Ask the bank or provider how the account is categorised, whether P2PM eligibility applies, how monthly UPI QR receipts are counted, and how the scheduled threshold is applied.
  3. Request the full written pricing. Include MDR by type and ticket size, plus gateway, terminal, service, rental, and other charges that apply to your channel.
  4. Compare usable-funds timing. Record separately when a payment is confirmed, when the payment system settles, and when the acquirer or aggregator makes funds available in your bank account.
  5. Include setup and upkeep. Compare QR display requirements with any POS or online integration, including connectivity, rental, service, and maintenance costs in the actual provider quote.
  6. Get failure, refund, and dispute terms. Identify the escalation route, expected handling, and responsible bank, network, or aggregator for each stage.
  7. Use your own transaction mix. Evaluate customer requests, failure incidents, acceptance costs, and reconciliation workload from your records; no single method is the best fit for every counter or online business.

What the transaction-growth figures do—and do not—show

The Ministry of Finance, via a PIB release in 2025, reported UPI transaction value of ₹21.3 lakh crore in FY 2019–20 and ₹213.8 lakh crore cumulatively through January 2025. The latter is not a full-year total. The same release cited ACI Worldwide’s estimate that UPI represented 49% of global real-time transactions in 2023. These figures indicate scale, but they do not determine an individual merchant’s fees, settlement terms, or customers’ preferred checkout method. Ministry of Finance via PIB, 2025.
