UPI QR is often cheaper for an Indian merchant, but not automatically. Under the Ministry of Finance framework described on 15 September 2026, UPI merchant payments up to ₹2,000 have zero MDR, and qualifying small P2PM merchants receiving up to ₹1 lakh per month through a UPI QR retain zero MDR on all transactions. Other UPI categories can attract MDR. Card pricing has no single current percentage: it depends on card type and the acquiring provider’s written agreement. A fair decision therefore compares your transaction mix, eligibility, equipment and every contract charge—not just the payment rail.

Is UPI QR cheaper than card payments for a merchant?

For many small shops, UPI QR has the lower direct acceptance cost because the relevant transactions may carry zero MDR and require only a displayed QR code. That conclusion changes when a merchant falls outside the small-merchant P2PM exemption, accepts larger UPI payments in a chargeable P2M category, or pays separate equipment, service or settlement fees.

Cards cannot be assigned a reliable universal percentage from the available official material. The Reserve Bank of India (RBI) requires acquiring banks to unbundle charges for debit, credit and prepaid cards, while its public information response in 2024 says it has not issued instructions on merchant charges for credit-card transactions. Your acquirer’s current written schedule is therefore the deciding evidence for card cost.

The practical answer is conditional:

  • UPI: check whether the payment is P2M or P2PM, the transaction value, your monthly UPI receipts and your merchant category.
  • Cards: check the card category, negotiated MDR, terminal or software charges, settlement terms and other contract fees.
  • Both: separate the payment fee from hardware, onboarding, rental, service, chargeback and settlement charges.

What the Ministry of Finance’s 15 September 2026 UPI framework says

The Ministry’s statement, dated 15 September 2026, describes the following treatment. It is the latest official UPI MDR statement identified for this article. The opened statement does not give a precise operational start date, so confirm implementation and classification with your acquiring bank or payment provider before relying on a rate.

UPI situation Amount or qualification MDR described in the Ministry statement
Person-to-person (P2P) Consumer-to-consumer transfer Remains free
Person-to-merchant (P2M) Up to ₹2,000 Remains free of MDR
Small merchant in P2PM category Up to ₹1 lakh received per month through UPI QR Zero MDR on all transactions, subject to the stated P2PM classification
Specified general P2M category Above ₹2,000 0.4%, capped at ₹300 for a transaction of ₹75,000 or more
Mutual funds, securities, stockbrokers and dealers Transactions above ₹2,000 in the specified category 0.02%, capped at ₹300
Named essential or thin-margin sectors Transactions above ₹2,000 in sectors such as railways, telecom, insurance, fuel and agricultural inputs Flat ₹5

The table is not a self-selection tool. A shop cannot simply choose the cheapest row. The provider must place the merchant and transaction in the applicable category, and the operational schedule may require additional checks.

The same statement says banks have been advised to ensure merchants do not pass MDR to customers. It also says UPI application providers are prohibited from platform fees or hidden charges under the described framework. Treat these as terms of that government-stated framework; do not interpret them as a blanket statement that every QR-related service or commercial contract is free.

The Ministry also explains that MDR is distributed among ecosystem participants and is neither a government tax nor a charge collected by the Government or NPCI. Its quoted wording is: “MDR is neither a tax nor a charge collected by the Government or NPCI.” That description concerns MDR, not optional hardware, software, rental or service charges a provider may list separately.

How the UPI thresholds affect a small shop

Payments of ₹2,000 or less

Under the 15 September 2026 description, a P2M payment at or below ₹2,000 remains free of MDR. A grocery purchase of ₹480, a repair bill of ₹1,250 and a restaurant bill of exactly ₹2,000 therefore fall within the stated no-MDR transaction-value rule, assuming they are processed as the relevant P2M transactions.

Payments above ₹2,000

A transaction above ₹2,000 is not automatically charged at one rate. The general specified P2M treatment is 0.4%, with a ₹300 cap for transactions of ₹75,000 and above. For example, 0.4% of ₹10,000 is ₹40. At ₹75,000, 0.4% equals ₹300, and the stated cap prevents a higher MDR under that row. Your provider still has to confirm that the transaction belongs to this general category rather than a special sector or exemption.

The P2PM small-merchant exemption

The Ministry’s statement gives a separate rule for small merchants in the P2PM category: receiving up to ₹1 lakh per month through a UPI QR keeps MDR at zero across their transactions. “Small” is not an informal description that every shop can apply to itself. The P2PM designation, the monthly receipt limit and the provider’s onboarding records all matter. A business receiving ₹1 lakh and ₹1 in the same monthly period should ask how the provider treats the threshold and when eligibility is assessed.

Special categories

Some sectors have separate treatment. The statement lists mutual funds, securities, stockbrokers and dealers at 0.02%, capped at ₹300, for the specified transactions above ₹2,000. It also lists a flat ₹5 for transactions above ₹2,000 in named essential or thin-margin sectors, including railways, telecom, insurance, fuel and agricultural inputs. A merchant should not infer eligibility from a similar-sounding business activity; obtain the category code and rate in writing.

What the Ministry’s 4% and 96% estimates mean

The Ministry estimates that about 4% of merchant transactions would attract MDR and approximately 96% would remain unaffected. These are estimates in the Ministry of Finance’s 2026 statement, not an independent cost study or a guarantee for an individual shop. Your own share can differ substantially if you sell high-value goods, operate in a specified sector or exceed the P2PM monthly limit.

What card acceptance costs—and why there is no single card rate

Card acceptance involves several parties and charges. RBI’s payments terminology defines MDR as the rate charged to a merchant for debit- or credit-card processing. Interchange is a fee paid to the card-issuing bank and is one component in the card-payment chain; it is not automatically the same as the merchant’s total acceptance charge.

On 1 September 2016, RBI directed acquiring banks to clearly unbundle MDR for different card categories and use separate agreements or annexes for debit, credit and prepaid cards. RBI also said merchants should be educated about the charges associated with those categories. The useful action for a shop owner is to request an itemized, current quote rather than accept a single blended “card fee.”

RBI’s public information response dated 2024 says it has not issued instructions on merchant charges for credit-card transactions. Consequently, this evidence does not support a universal current credit-card MDR percentage, a standard terminal rental, a standard settlement period or a standard chargeback fee. Those terms depend on the provider and agreement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RBI’s 2017 debit-card circular contained historic caps that varied by merchant turnover and infrastructure, including QR-based card acceptance and physical POS or online acceptance. Those rates took effect from 1 January 2018 and are historical. They should not be quoted as today’s debit-card price, and they should not be used as a proxy for credit-card pricing.

UPI QR and cards compared on the costs that matter

Decision factor UPI QR Card acceptance
Payment fee eligibility Depends on P2M/P2PM classification, transaction value, monthly UPI receipts and sector. Depends on debit, credit or prepaid card category and the acquiring agreement.
Direct MDR evidence available here Ministry framework dated 15 September 2026 specifies the rates and thresholds shown above. No single current percentage is established; obtain a provider-specific written schedule.
Customer payment method Customer pays through a UPI-enabled application and the displayed merchant QR. Customer presents or taps an eligible card through the provider’s acceptance equipment or digital infrastructure.
Typical physical setup to evaluate Printed or displayed QR; a stand can improve visibility but does not process payments or establish eligibility. POS, mPOS or other card-acceptance equipment and its related connectivity or software.
Other contract items to check Onboarding, settlement, service, software or equipment charges, even where MDR is zero. Rental, setup, settlement, service, software, chargeback and other listed fees.
Policy uncertainty to resolve The Ministry statement opened for this article does not specify a precise implementation date or complete operating procedure. Provider pricing and card-category treatment must be confirmed in the current contract.

A QR display is an acceptance interface, not a promise that every associated service is free. Likewise, a card terminal’s presence does not reveal whether the merchant is paying a percentage, a fixed fee, a rental or a combination.

Worked examples for merchant decision-making

Example 1: neighbourhood shop below the P2PM threshold

Suppose a shop receives ₹80,000 in UPI payments during a month and is correctly enrolled as a P2PM small merchant. The Ministry’s stated rule would keep MDR at zero on all those transactions because receipts are within ₹1 lakh. The shop should still inspect the provider statement for equipment, settlement or service lines and confirm that the provider has recorded the P2PM classification.

Example 2: shop with many small tickets but no confirmed P2PM status

Another shop receives ₹80,000 but has not been classified as P2PM. Its payments of ₹2,000 or less fall under the stated free P2M threshold. A payment above ₹2,000 may fall into the 0.4% general row, a special-sector row or another treatment. The shop should not assume that its low average bill creates the P2PM exemption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example 3: high-value general merchandise

A merchant processes a qualifying general P2M sale of ₹50,000. At 0.4%, the described MDR would be ₹200. A qualifying ₹100,000 transaction reaches the ₹300 cap. These are illustrations of the stated rate, not a promise that every merchant or provider will classify the sale in that row.

Example 4: comparing a card quote with UPI

If an acquirer quotes a card MDR, do not compare that percentage with “free UPI” until you have checked the UPI merchant category, monthly receipts and non-MDR charges. Put the same month’s transaction counts and values into both offers, separating card categories and UPI categories. A slightly higher card percentage may still be worthwhile if customers use cards for larger purchases and the arrangement has predictable settlement or no equipment rental; that is a business decision, not a regulatory conclusion.

How to set up and verify UPI QR acceptance

  1. Identify the contracting provider. Record the acquiring bank or payment provider named in your onboarding documents. A consumer-facing UPI application name alone may not identify the merchant acquirer.
  2. Ask for your merchant classification. Request written confirmation of P2M or P2PM status, the sector code and the rule used to assess the ₹1 lakh monthly threshold.
  3. Request the MDR schedule. Ask for the transaction-value bands, special-sector rates, ₹300 caps and the treatment of payments above ₹2,000.
  4. Confirm the operational date. The Ministry statement dated 15 September 2026 gives the framework but the opened text does not state a precise effective date. Ask when the provider’s billing system applies each rule.
  5. List non-MDR charges. Obtain any setup, QR stand, software, settlement, service, rental or account-maintenance charges in writing.
  6. Check settlement reporting. Make sure statements show gross receipts, MDR where applicable, other fees and the net amount deposited, with a period that matches your bookkeeping.
  7. Test a controlled payment. After activation, make a small legitimate sale and reconcile the customer receipt, provider statement and bank credit. Do not use a self-payment or artificial transaction if your provider forbids it.

A countertop QR stand can make a code easier to see in a busy shop, but it only displays the code. It does not onboard the merchant, process a payment, change a category or establish zero MDR.

How to obtain a card quote you can actually compare

  1. Separate card categories. Ask for distinct debit, credit and prepaid-card MDR lines, following RBI’s unbundling direction.
  2. Describe your acceptance method. State whether you need physical POS, mPOS, QR-based card acceptance or online acceptance, because equipment and terms can differ.
  3. Request every recurring and one-time charge. Include setup, rental, software, connectivity, service, settlement, refund, chargeback and replacement fees if listed by the provider.
  4. Ask about settlement. Get the settlement schedule, cut-off time, treatment of weekends and holidays, and the reconciliation format in writing.
  5. Check payment-type support. Confirm which domestic and international card categories, wallets or other methods the terminal accepts; do not assume that one enabled card type has the same rate as another.
  6. Compare like with like. Use the same monthly card volumes, average ticket values and refund assumptions when comparing two providers. Keep taxes or other statutory line items separate from the quoted MDR where the agreement does so.
  7. Retain the signed schedule. RBI’s unbundling guidance makes an itemized annex useful when a statement later combines categories or changes a rate.

A simple monthly cost worksheet

Build the comparison from your own statements rather than an advertised headline:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Count UPI transactions at or below ₹2,000.
  • Count UPI transactions above ₹2,000 and group them by the provider’s category.
  • Record total UPI receipts for the month and whether the provider applies the P2PM ₹1 lakh test.
  • For each chargeable UPI group, multiply the stated rate by transaction value and apply any stated cap or flat fee.
  • Separate UPI MDR from QR display costs, settlement charges, software and other contract lines.
  • For cards, split volume and value by debit, credit and prepaid categories, then apply each quoted MDR.
  • Add card terminal rental, setup, connectivity, service, settlement and other written fees.
  • Calculate effective cost as total acceptance charges divided by total receipts for that method. Keep the result labeled by month and transaction mix.

For example, if a provider’s written quote gives 0.4% for a qualifying general UPI transaction, a ₹10,000 payment contributes ₹40 before any separately listed charge. If the same month includes a qualifying essential-sector payment above ₹2,000, the applicable row could instead be the flat ₹5. Do not mix rows merely because both payments used a QR code.

Common mistakes and how to correct them

Calling every QR payment free

Why it fails: the 2026 framework includes chargeable P2M transactions above ₹2,000 and special categories.

Correction: obtain the provider’s category and rate schedule, then reconcile it against your monthly receipts.

Assuming “small business” means P2PM

Why it fails: the exemption is tied to the P2PM category and receipts up to ₹1 lakh per month through UPI QR.

Correction: ask for written P2PM enrollment and the threshold-assessment method.

Passing an MDR line to the customer

Why it fails: the Ministry statement says banks have been advised to ensure merchants do not pass MDR to customers.

Correction: raise a disputed line with the provider and review the framework and your agreement before adding any surcharge.

Using an old debit-card cap as today’s card price

Why it fails: RBI’s cited debit caps were historical, effective from 1 January 2018, and did not establish current credit-card pricing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: request a current, card-category-specific quote.

Comparing MDR while ignoring fixed charges

Why it fails: a zero-MDR QR arrangement can still have a separately contracted service, equipment or settlement fee; a card arrangement can have rental or setup charges.

Correction: compare total monthly acceptance cost and the net settlement amount, not just the percentage.

Expecting one rate for every card

Why it fails: RBI’s unbundling direction distinguishes debit, credit and prepaid cards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: require separate lines and test them against actual statement transactions.

Which acceptance mix fits different merchants?

Small in-person shop with mostly low-value sales

Start by verifying P2PM eligibility and the ₹1 lakh monthly limit. If the provider confirms the exemption, UPI may minimize direct MDR. Keep a visible QR for customers who prefer it, but inspect the agreement for non-MDR charges and maintain a backup acceptance method if lost sales from card-only customers would matter.

Merchant with occasional high-value sales

Model the transactions above ₹2,000 separately. The 0.4% general row, a ₹300 cap, a special-sector rate or a different classification can materially change the result. A card quote may be useful for customers who want card acceptance, but its value depends on the provider’s itemized terms.

Merchant in an essential or thin-margin sector

Ask whether the business and transaction meet the named-sector treatment in the Ministry statement. Obtain the flat-₹5 rule and category code in writing before using it in a forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Broker, securities business or mutual-fund merchant

Request confirmation of the specified 0.02% rate and ₹300 cap, including which transactions qualify. Do not transfer this treatment to an unrelated financial service merely because it uses a similar QR flow.

Business that needs broad payment choice

Use the acceptance mix that matches customer demand, then price it transparently. UPI’s MDR eligibility and card pricing answer the fee question; they do not by themselves measure conversion, refunds, settlement convenience or lost sales.

Questions to put to an acquiring provider

  • What is my exact merchant category and, if applicable, P2PM status?
  • How is the ₹1 lakh monthly UPI receipt threshold measured, and when is eligibility reviewed?
  • Which UPI transactions are free, which attract 0.4%, which use 0.02% or ₹5, and how are caps applied?
  • When does the provider’s billing system begin applying the Ministry’s described schedule?
  • Is any QR, software, settlement, service or equipment charge separate from MDR?
  • What are the separate debit, credit and prepaid card rates?
  • What are the one-time, recurring, refund, chargeback, replacement and settlement fees?
  • Which payment methods and card categories does the equipment accept?
  • How will each fee appear on the monthly statement?

Bottom line for merchants

UPI QR is usually the lower-MDR option for a small shop when the shop qualifies for the P2PM exemption or handles mostly payments of ₹2,000 or less. It is not universally free: specified larger P2M payments and special categories have their own treatment, and the Ministry’s statement leaves the precise implementation date and complete operating procedure to be confirmed.

Cards remain a commercial choice that must be priced from the acquirer’s current, itemized agreement. RBI’s unbundling direction means debit, credit and prepaid charges should be shown separately, while no universal current credit-card MDR is established here. Compare total monthly cost, customer payment needs, equipment and settlement terms, then choose the combination that fits your actual receipts.
