The UPI merchant discount rate (MDR) change has not been officially postponed. As of 8 October 2026, news reports said requests had been made to move the reported 15 October 2026 start to 1 January 2027, and that the National Payments Corporation of India (NPCI) was consulting stakeholders or considering those requests. None of the reports cited a final NPCI or government notice confirming a new date. On the same day, shares of Paytm’s parent One 97 Communications, Pine Labs and MobiKwik were reported lower amid the timing uncertainty.

Which dates are in play

Three dates appear in the coverage, and they carry different levels of certainty. Keep them separate when you read any report on the subject.

The reasoning reported in coverage was that the change should not land during the festive season and that merchants and the wider payments ecosystem need more time. That explanation comes from sources familiar with the discussions. It has not been stated in an official decision notice.

What would turn the proposal into a decision

The government’s own framework sets out the steps that must happen before any MDR is charged. Based on the Ministry of Finance statement of 8 August 2026, the sequence is:

  1. Parliament passes the proposed amendment. The Ministry said the MDR decision would follow passage of the amendment.
  2. The UPI and Services Steering Committee decides. The committee is headed by NPCI, and the Ministry said it would decide whether an MDR applies at all.
  3. An official notice sets the effective date. A deferral report alone does not change the date. Look for an NPCI circular or a government announcement that states the new start date.

Until the second and third steps are published, treat both 15 October 2026 and 1 January 2027 as unconfirmed.

Who would pay, according to official statements

Two government statements define the limits of the policy. They concern different questions, so read them separately.

  • Consumers and person-to-person payments. The Ministry of Finance statement of 8 August 2026 said: “No charges for users: Consumers making payments will not face any transaction charges.” It also said person-to-person (P2P) UPI transactions would remain free.
  • Merchant transactions. The same statement said that, if MDR were introduced, it would apply only to a limited set of merchant transactions above a certain threshold, and that the vast majority of UPI merchant transactions would remain free. The threshold figure is not given in the statement as reported.
  • The nature of MDR. A Press Information Bureau clarification of 15 September 2026 said: “MDR is neither a tax nor a charge collected by the Government or NPCI.” It also said customers would not be charged for the payments described in that clarification.

The practical distinction is between a merchant-side charge and a consumer fee. Official statements so far describe MDR as a cost on qualifying merchant transactions, not a charge that a customer pays at checkout.

What happened to payment-company shares

Business Standard reported declines in Paytm, MobiKwik and Pine Labs on 8 October 2026, linking the moves to uncertainty about the timing of the MDR change. Other outlets gave different percentage declines for the same day. Those figures are not directly comparable, because they can reflect an intraday low, the time of observation or a closing price. This article therefore does not give a single percentage. The reliable point is that the shares were lower on the day the reports circulated. For current levels, check a live quote, since prices move after publication.

Signals to watch before drawing a conclusion

  • An official NPCI circular or press release that names a new effective date.
  • A published decision from the UPI and Services Steering Committee on whether MDR applies.
  • Confirmation that Parliament has passed the amendment the Ministry referred to.
  • Any revision to the list of transaction categories that would carry MDR, since that determines how many merchants are affected.
