As of the October 8, 2026 reporting, the UPI merchant discount rate (MDR) framework had not been formally postponed. Coverage says the government and the UPI and Services Steering Committee are weighing a move of the start date from October 15, 2026 to January 1, 2027, so that merchants and payment companies have more time to prepare and the change does not land during the festive shopping period. No final decision had been announced at that point. Until an official notice appears, October 15, 2026 is the scheduled date in reporting, and the fee rules are the ones the Ministry of Finance has published.
Will UPI MDR start on October 15, 2026?
That is not yet settled. On October 8, Business Standard reported a proposal to defer the MDR framework from October 15, 2026 to January 1, 2027, with a final decision expected within days. The report attributed the timing to people familiar with the discussions, not to an official announcement. Financial Express reported the same day that no final decision had been taken. Neither outlet has been followed by a formal notice in the reporting reviewed, so readers should treat January 1, 2027 as a proposed date, not a confirmed one.
Why a postponement is being discussed
The reasons reported so far come from several sides, and they point in the same direction:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Preparation time. Business Standard reported that the aim is to give merchants and other payment ecosystem participants more time to adjust their systems.
- Festive period. The proposal reportedly seeks to avoid introducing a change in the middle of the festive shopping season, when payment volumes peak.
- Steering committee review. Business Standard reported that the UPI and Services Steering Committee, chaired by NPCI, discussed timing and clarifications.
- Stakeholder requests. Moneycontrol reported that merchant bodies, fintechs and payment companies asked for a postponement, citing confusion over varying rates, rules and applicability. NPCI had not responded by the time of that report.
None of these points is an official explanation from NPCI or the Ministry of Finance. They describe the reported position of participants.

What the published framework says
The Ministry of Finance’s explanation dated September 15, 2026 describes the MDR as a charge on the merchant side of the payment ecosystem. It states that MDR is not a charge on UPI consumers, is not a tax, and is not collected by the government or NPCI. Under the framework, banks have been advised to stop merchants from passing the MDR on to customers, and UPI app providers are prohibited from adding platform or hidden fees.
An earlier Ministry explanation from August framed the legislative change as the basis for a future MDR decision by the UPI and Services Steering Committee once the relevant bill is passed. That August statement also said UPI users will not face transaction charges. It is useful background, but the September statement is the one that sets out the fee particulars.

Which payments attract MDR, and which do not
The Ministry’s September 15 explanation sorts merchant-side payments into the following treatment. The table reflects only the categories it describes, so payments outside them are not covered by these figures.
| Transaction or merchant type | Treatment under the stated framework | Source and date |
|---|---|---|
| Person-to-person (P2P) transfers, any amount | Remain completely free | Ministry of Finance, September 15, 2026 |
| Person-to-merchant (P2M) payments up to ₹2,000 | Outside MDR | Ministry of Finance, September 15, 2026 |
| Small merchants in the specified QR category receiving up to ₹1 lakh per month | Exempt from MDR | Ministry of Finance, September 15, 2026 |
| Specified P2M transactions above ₹2,000 | General rate of 0.4% | Ministry of Finance, September 15, 2026 |
| Specified P2M transactions of ₹75,000 and above | MDR capped at ₹300 | Ministry of Finance, September 15, 2026 |
Two points matter for reading the table correctly. First, the 0.4% rate applies only to the specified P2M categories above ₹2,000, not to every merchant payment. Second, the ₹300 cap is the stated ceiling for transactions of ₹75,000 and above, so the cap is not a fixed charge on every transaction.

How much of the market would be affected
The Ministry estimates that MDR would apply to about 4% of merchant transactions, and that roughly 96% would remain unaffected. These are government estimates set out in its September 15 statement. The reporting reviewed does not include an independent measurement of either figure.
The Ministry also says 5% of MDR collections will be contributed to a fund to promote UPI adoption among small merchants.
