Uttar Pradesh aims to establish Lucknow among India’s leading AI innovation cities and support at least 50 AI-focused startups there over the next five years, Chief Minister Yogi Adityanath said on October 6, 2026. The announcement sets out a government ambition—not a ranking already achieved or a completed startup program.
What did Yogi Adityanath announce?
At an event marking the tenth anniversary of HCLTech’s Lucknow campus, Adityanath said the state wants Lucknow’s technology identity to grow beyond IT services. He invited HCLTech to partner in developing the city’s technology ecosystem. PTI, in a report carried by Mint, and Hindustan Times report the five-year startup-support target and the invitation to HCLTech.
“We have to make Lucknow not just a centre for IT services but a major hub for AI, semiconductors, cyber security, computing technology and deep tech,” PTI quoted the chief minister as saying at the event. The proposed ecosystem therefore reaches beyond AI alone, though the reports do not specify how each sector will be developed.
How many startups will receive support?
The reported goal is to support at least 50 AI-focused startups in Lucknow over the next five years. PTI and Hindustan Times attribute this target to the state government’s plan. It is a future goal, not a count of startups already selected or supported.

PTI says the intended support is meant to help startups establish themselves, strengthen their businesses and access global markets. The reports do not publish an application process, eligibility criteria, funding amount or list of selected companies, so founders cannot infer from the announcement alone how to apply or what assistance will be available.
What is known about the proposed AI city?
Coverage describes work on an AI city and a broader AI ecosystem in Lucknow as progressing, but gives no completion or delivery date. The announcement does not establish that a finished AI city is already operating. The reports also do not provide a schedule of milestones or explain what facilities the proposed city will include.

In related statewide technology development, PTI reported that seven Software Technology Parks were operational in Uttar Pradesh and that new IT parks were being developed in Varanasi, Bareilly, Kanpur and Gorakhpur. These statewide projects provide context, but the report does not describe them as part of Lucknow’s AI city.
What economic figures did the chief minister cite?
Adityanath cited figures about IT services, electronics and manufacturing to describe Uttar Pradesh’s technology growth. PTI reported these claims; the report did not supply the underlying statistical releases, so they should be read as figures attributed to the chief minister rather than independently verified measurements.

- When applications open and how the five-year target will be measured.
- Milestones, delivery timing and facilities for the proposed AI city.
- Published progress on startups supported and the outcomes of that support.
The reports reviewed do not provide those details. Until they are published, the 50-startup figure remains a stated target rather than evidence of an active intake or completed results.
