The University System of Georgia (USG) says a vulnerability in MOVEit Transfer enabled unauthorized access to files beginning around May 28, 2023. The figure of 800,000 people affected comes from a Maine Attorney General filing—not from the body of USG’s notice. That filing also reports 211 Maine residents. Neither figure tells an individual whether their information was involved or which data categories applied to them.
What happened, and when?
USG says it used MOVEit Secure File Transfer software to transfer and store sensitive data. Its April 15, 2024 notice describes unauthorized access to files through a vulnerability affecting MOVEit systems.
- On or about May 28, 2023: USG says the vulnerability enabled unauthorized access to files at affected customer sites beginning around this date.
- May 31, 2023: USG says it detected the breach and immediately blocked the MOVEit Transfer system operating at USG.
- After detection: USG says it updated and secured the system in accordance with guidance from Progress Software and the Cybersecurity and Infrastructure Security Agency (CISA), then investigated which individuals may have been affected.
- April 15, 2024: USG issued its notice, nearly a year after the intrusion began.
- April 15–17, 2024: Maine’s filing lists these dates for consumer notifications.
USG’s notice says files obtained in the incident would likely be published. That is the notice’s expectation; it does not confirm that every file was ultimately published. Read USG’s April 15, 2024 notice.
Where does the 800,000 figure come from?
The Maine Attorney General’s 2024 data-breach filing reports 800,000 people affected overall and 211 Maine residents. The filing’s overall count is the source of the 800,000 figure; it should not be mistaken for a number stated in the body of USG’s notice. See Maine’s filing for the University System of Georgia.

The total is an aggregate. The available filings do not identify the exact information involved for each person, so the count cannot establish whether a particular USG student, employee, or other recipient was affected. Nor does it show that every person had the same information exposed.

Maine’s filing describes the information reported for its notice as a driver’s-license or non-driver identification number combined with a name or other personal identifier. This is the category specified in the state filing; it should not be blended into USG’s general list or assumed to apply to every USG notice recipient.

How can you find out whether your information was involved?
The public records describe the incident and aggregate counts, but they do not provide a public lookup tool that returns an individual’s result. If you received a USG notification, use the incident-specific contact details and enrollment instructions in that notice. USG’s notice provides an engagement number for questions. The 800,000 total alone cannot confirm personal impact.

What steps does USG recommend?
USG says it offered affected individuals 12 months of complimentary Experian IdentityWorks, including identity-restoration support as appropriate. Eligibility and enrollment instructions are in USG’s notice; the offer is for affected individuals, not a general sign-up benefit.
- Review account statements for unfamiliar transactions and contact the financial institution promptly about anything suspicious.
- Monitor free credit reports for accounts or activity you do not recognize.
- Consider a security freeze. USG notes that consumers may request one free of charge. A freeze can restrict access to a credit file for new-credit applications; use the relevant credit bureau’s process.
- Use IdentityTheft.gov for guidance if you suspect identity theft.
- Check the USG notice for the exact steps to enroll in IdentityWorks or ask incident-specific questions.
USG’s stated technical response was to block MOVEit Transfer when it detected the breach on May 31, 2023, then update and secure the system following Progress Software and CISA guidance. That response does not by itself determine whether a particular person’s information was involved.
