To unequip a Rocket Radar in Pokémon GO, open your Bag, find the Radar, and use its equip/unequip control. The same method works for a Super Rocket Radar.
Unequip a Rocket Radar from your Bag

Open your in-game Bag.

Find the Rocket Radar or Super Rocket Radar.

Use the control on the item to unequip it. Niantic confirms that both types of Radar can be equipped and unequipped from the Bag, though its instructions do not specify the exact button label for every app version. See Niantic’s Pokémon GO Help Center.

What changes when a regular Radar is unequipped?
An equipped regular Rocket Radar reveals nearby Team GO Rocket Leader Hideouts. Its Map View button appears below the compass, and Leaders will not appear at PokéStops unless the regular Radar is equipped, according to Niantic’s Team GO Rocket Leaders & Giovanni help article.

Rocket Radar: Locates Team GO Rocket Leaders Arlo, Cliff, and Sierra. It is made by combining six Mysterious Components earned from Grunts, or can be bought in the in-game Shop after you have earned your first Radar. Niantic says it is consumed when you defeat a Leader, but not if you attempt and lose a battle.

Super Rocket Radar: Earned through Special Research and used to find Giovanni. The locations it reveals may include decoy Grunts as well as Giovanni’s actual Hideout.
Both items can be managed from the Bag; unequipping a Radar is the way to turn it off rather than remove or discard it.
