If an Outlook meeting link fails to open the Teams desktop app, an Attack Surface Reduction (ASR) rule is one possible cause—but the link failure alone does not confirm it. First identify whether the problem is a local app handoff or a Teams sign-in/access denial. Those happen at different stages and need different checks.
Identify where the meeting link fails
After selecting the link, note which outcome you see. A link that appears to do nothing, or opens a browser without launching the Teams app, points to a link-routing or app-handoff problem. If Teams or a browser opens and then refuses the meeting, investigate authentication and meeting access instead. An explicit security notification is another clue to give your IT administrator.

What the ASR rule does—and what it does not prove
Microsoft documents ASR rule 26190899-1602-49e8-8b27-eb1d0a1ce869 as “Block Office communication application from creating child processes.” Its stated scope includes Outlook, Skype, and Teams: it prevents those Office communication apps from launching child processes. Microsoft’s ASR rule documentation describes the rule, but does not establish that every Outlook-to-Teams meeting-link handoff uses a child process that this rule blocks.
So, an Outlook Teams link that will not launch the desktop app is a reason to check the rule, not proof that the rule caused the failure. The useful evidence is a matching ASR detection on the affected device at the time of the attempt, with an action and process chain consistent with the failed handoff.

Ask an administrator to check Defender events
Have your organization’s security or IT administrator review Defender for Endpoint or Defender Antivirus ASR reporting for the affected device. Provide the approximate time of the failed click and ask them to check for rule 26190899-1602-49e8-8b27-eb1d0a1ce869, including the event action, initiating process, and blocked child process.
A matching event can support an ASR diagnosis; the rule’s presence in an organization’s policy, by itself, cannot. Do not disable ASR organization-wide as a troubleshooting shortcut. If the event confirms a block, the security administrator should choose an approved policy exception or other configuration consistent with the organization’s security requirements. Microsoft’s cited rule documentation does not prescribe a blanket exception for Teams meeting links.

If the browser opens but the Teams app does not
Microsoft documents that selecting a Teams meeting link in Outlook can open a browser join page. From there, a browser preference can allow teams.microsoft.com to open the associated desktop app for future meeting links. Follow Microsoft’s instructions for configuring Teams meeting links to open in the desktop app.

If Teams opens but denies the meeting
A page that opens and displays an account or access error has progressed beyond the initial link handoff. Microsoft documents messages including “You need to be signed in to Teams to access this meeting. Sign in with a work or school account and try joining again” and “The account you’re using doesn’t have access to this meeting. Sign in with the account the invite was sent to and try again.” Microsoft attributes these cases to anonymous-join and external-access settings. Its external-participant troubleshooting guidance explains the relevant errors and policy causes.
The right policy check depends on who is joining. An anonymous participant, an authenticated user from another organization, a guest, and a member joining an external organization’s meeting are not interchangeable cases. Ask the meeting organizer or Teams administrator to check the applicable anonymous-join, external-access, and organizer meeting policies. Microsoft also documents policy choices for joining external Teams meetings.

Check which browser Outlook uses
If the link opens an unexpected browser or destination, check Outlook’s link-opening behavior as a separate routing variable. Microsoft documents Edge and system-default-browser choices for supported Outlook and Teams clients, with behavior that can also be managed by policy. See Microsoft’s Outlook and Teams web-link settings. Changing browser routing may affect where the link opens; it does not demonstrate or resolve an ASR block.

What to send your IT team
- The time you clicked the link and what happened next: no response, browser without app launch, access denial, or security notification.
- The exact text of any error or notification, and whether you were signed in to Teams.
- Whether you were joining anonymously, as a guest, with an account from another organization, or as a member of the organizer’s organization.
- For the administrator: the affected device and a request to correlate Defender ASR events with rule
26190899-1602-49e8-8b27-eb1d0a1ce869and the event’s process chain.
