The UK’s Fraud Strategy 2026 to 2029 proposes using AI chatbots to engage fraudsters and gather intelligence. It is a planned law-enforcement capability, not a reported system that has already traced money, identified a laundering network or led to arrests. A 2023 study suggests automated replies can keep real email fraudsters talking longer, but it did not test the UK proposal or establish that longer conversations produce useful financial evidence.

What the UK has proposed

In an announcement published on 9 March 2026, the UK Home Office said its Fraud Strategy 2026 to 2029 would support law enforcement in using AI to spot emerging fraud patterns, stop suspicious bank transfers faster and deploy scam-baiting chatbots to trick fraudsters and gather intelligence before bringing them to justice.

The announcement does not describe the chatbot’s design, its deployment status or any results from its use. In particular, it does not report that a chatbot has discovered money-laundering routes or produced cases for prosecution. The title’s money-laundering connection is the intended investigative context, not a demonstrated outcome.

The proposal sits within a wider strategy and alongside the planned Online Crime Centre, a multi-agency effort involving government, police, intelligence agencies, banks, mobile networks and technology firms. The Home Office says the Centre’s work includes identifying accounts, websites and phone numbers used by organised crime groups. That separate data-sharing and disruption activity should not be mistaken for a result produced by the proposed chatbot.

To explain the scale of the problem, the Home Office announcement says one in 14 UK adults and one in four businesses have been victims of fraud, which it says costs the UK economy more than £14 billion a year. It also says more than two-thirds of scams originate abroad; the announcement does not specify a measurement period for that figure.

How scam-baiting chatbots are meant to work

Scam-baiting means engaging suspected fraudsters in a way intended to consume their time and divert them from potential victims. An automated responder can continue a conversation without a person having to answer every message. In an investigation, that exchange could potentially give authorities more material to examine, but the UK announcement does not say what information its proposed bot will collect or how investigators will assess it.

A 2023 arXiv preprint by Piyush Bajaj and Matthew Edwards tested ChatGPT-based automatic scam-baiters in email. During a month-long experiment, the authors engaged more than 250 real email fraudsters. Compared with a template-based control, their ChatGPT-based responders had higher scammer response rates and longer conversations.

That is evidence that the approach could sustain engagement in the study’s email setting. It is not evidence that a government system can reliably elicit real identities, uncover a laundering chain or distinguish useful intelligence from misleading claims. The study’s measured outcomes were response and conversation length, not arrests, financial attribution or recovered money.

Can a chatbot help police trace scam money?

Potentially, a conversation could generate a lead for investigators. Tracing proceeds, however, is a separate financial-intelligence task: investigators and financial institutions need to connect reports, accounts, wallets and transactions, then establish who controlled them and whether the evidence supports an enforcement action. The available sources do not show that a chatbot alone can identify a beneficial owner, prove a crime or recover funds.

For a baiting exchange to contribute to a financial investigation, authorities would still need to check any claims against independent evidence and follow the relevant investigative and legal processes. More conversation can mean more material to assess; it does not automatically mean better attribution.

How scam proceeds can move through laundering networks

FinCEN’s 3 September 2026 analysis illustrates why the gap between a conversation and a financial case matters. It covered 33,904 Bank Secrecy Act reports filed from 8 September 2023 through 31 December 2025, involving approximately $12.7 billion in financial activity tied to suspected digital-asset investment scams. The figure describes suspected activity in that defined set of reports and period; it is not a measure of money proven to have been laundered or recovered.

FinCEN describes professional money launderers establishing accounts and shell companies, using money-mule networks and moving funds through stablecoin transfers to digital-asset exchanges outside the United States. Financial institutions may hold records relevant to these movements. FinCEN encourages eligible institutions to share information under Section 314(b) of the USA PATRIOT Act.

Separately, INTERPOL’s Operation First Light 2026 shows the scale of coordinated enforcement against social-engineering fraud and associated laundering. The operation ran from 15 January to 30 April and involved 97 countries and territories. In its 9 July 2026 release, INTERPOL reported 5,811 arrests, USD 293 million in illicit assets intercepted, more than 142,000 victims identified and 152,808 cases analyzed. It described examples including romance-scam proceeds laundered through cryptocurrency and a stopped USD 6.6 million transfer linked to business email compromise. These are operation-wide results, not outcomes of the UK chatbot proposal.

Criminals use AI too

AI is not just a proposed counter-fraud tool. The FBI’s Internet Crime Complaint Center warned in December 2024 that criminals use generative AI to make fraud faster and more convincing. Its examples include persuasive text and translation, fabricated social profiles and identities, fraudulent investment websites, malicious-link chatbots, synthetic images, voice cloning and fake video.

Microsoft’s Digital Crimes Unit reported on 22 September 2026 that it disrupted EvilTokens, a cybercrime platform using a chatbot to analyze compromised inboxes. Microsoft said the service looked for trusted relationships, payment authorizations, organizational roles and people to impersonate. The company linked the service, within months of its February 2026 launch, to more than 12,000 compromised inboxes across over 10,000 organizations. Those figures and the platform’s described activity are Microsoft’s account of its disruption; they are not independently adjudicated findings and do not demonstrate that counter-fraud chatbots work.

What to do if a scammer contacts you

  • Verify through a separate channel. If someone claims to represent a bank or another organization, find its contact details independently and call a number you have researched. Do not rely on the phone number or link supplied in the message.
  • Do not share sensitive information with someone you know only online or by phone. A convincing message, voice or video is not proof of identity.
  • Do not send money or cryptocurrency to someone you know only online or by phone. Be especially cautious if they press you to act quickly or direct you to an unfamiliar investment site or wallet.
  • Seek targeted support if you may be at higher risk. The UK strategy announcement mentions support for vulnerable households and businesses, including possible installation of call-blocking devices. Such a device is a limited phone-safety measure, not a guarantee against scams.
