Ukraine’s September 2024 measure restricted Telegram on official devices used by specified government, military, security and defence, and critical-infrastructure personnel. It was not a nationwide ban: contemporaneous reporting said people could continue using Telegram on personal devices, and the official announcement allowed an exception when use was required for official duties.
What Ukraine’s Telegram restriction covered
Ukraine’s National Security and Defence Council (NSDC) announced the measure on 20 September 2024, following a National Coordination Centre for Cybersecurity meeting the previous day. The announcement applied to official devices belonging to:
- Government officials
- Military personnel
- Employees in the security and defence sector
- Employees of enterprises operating critical infrastructure
The restriction concerned installation and use on those official devices, not Telegram access by all people in Ukraine. The NSDC announcement also specified an exception for personnel whose official duties required use of the messenger. The NSDC announcement gives the stated scope and exception.

Does the measure apply to personal phones?
According to contemporaneous Associated Press reporting, Ukrainians remained free to use Telegram on personal devices. The policy should therefore not be described as a ban on personal phones or a public, nationwide ban on the app. The AP also noted Telegram’s broad use in Ukraine for messaging and news, including updates about Russian air attacks, and as a channel for officials’ public communications. The Associated Press report describes the personal-device distinction and the app’s role in public communication.

Why did Ukrainian officials cite security concerns?
At the cybersecurity coordination meeting, representatives of Ukraine’s Security Service and General Staff said the enemy used Telegram for cyberattacks, phishing, malware distribution, determining users’ geolocation, and adjusting missile strikes. These are threat claims attributed to those Ukrainian officials in the NSDC announcement; the cited material does not independently establish them.
The announcement further said Chief of Defence Intelligence Kyrylo Budanov presented evidence that Russian special services could access Telegram users’ personal correspondence, including deleted messages, as well as personal data. This, too, is an official claim reported in the announcement, rather than an independently verified finding in the sources cited here. The NSDC statement records the officials’ stated rationale.

NSDC Secretary Oleksandr Lytvynenko framed the decision as a security measure: “I have always stood for freedom of speech, but the issue of Telegram is not a matter of freedom of speech, it is a matter of national security.”
