The claim that UK tech investment is stagnating describes the downturn reported for 2023, not the latest full-year picture. In 2025, UK startup venture capital (VC) rose 33% to $23.7 billion, while a separate measure of equity investment into smaller UK businesses fell 4% to £12.3 billion. Regional investment also jumped in several areas, but a small number of large deals drove those increases. The evidence points to a mixed market—not a broad, settled recovery.
Is UK tech investment stagnating?
Not across every measure. The 2024 IT Pro article behind the original headline covered 2023: it reported that Yorkshire-based firms’ investment rose 20% to £200 million, Welsh startups raised more than £113 million (up 8.7%), and more than half of surveyed founders said funding availability was hindering growth. Those are historical figures, not current market indicators. IT Pro’s March 2024 report also cited a KPMG estimate that London VC funding fell by more than half in 2023; that should not be read as a description of 2025.
The latest available annual evidence in these sources covers 2025 and was published in 2026. It gives different answers because each dataset counts a different kind of investment.
| Indicator | 2025 result | What it measures |
|---|---|---|
| UK startup VC | $23.7 billion, up 33% from $17.9 billion in 2024 | Equity rounds for startups in the Dealroom dataset; excludes debt, grants and other non-equity funding. DSIT and Council for Science and Technology evidence pack. |
| Equity investment into UK smaller businesses | £12.3 billion, down 4% | Smaller-business equity tracked by the British Business Bank, a broader but differently defined population than startup VC. British Business Bank. |
| Equity deals for unlisted Digital and Technologies companies | £8.3 billion across 1,284 deals | Company-level fundraising in the government’s Beauhurst-based statistics; not a measure of total business investment. DSIT Digital and Technologies Sector Statistics. |
| VC invested into venture-stage businesses | £8 billion | UK Private Capital’s figure for money invested in companies—not money raised by VC funds. UK Private Capital. |
| VC fund fundraising | £2 billion raised by 42 funds | Capital raised by funds to invest, rather than investment already received by companies. UK Private Capital. |
These figures are not competing estimates of one total. Dealroom records startup equity rounds in nominal dollars and divides the value of deals with multiple investors equally among them. The government’s Digital and Technologies series covers unlisted companies and excludes listed equity, debt and grants; 20.7% of its 2025 investment value had unknown investor origin. For that reason, it should not be treated as a comprehensive measure of UK business investment or compared directly with the other series.

Which UK regions are attracting investment?
In its 2025 smaller-business equity tracker, the British Business Bank reported year-on-year increases in the North West, South West and Scotland.
| Region or nation | Change in smaller-business equity investment, 2025 |
|---|---|
| North West | Up 82% |
| South West | Up 104% |
| Scotland | Up 74% |
The Bank attributed these sharp rises to a small number of large AI and energy deals. They are evidence of substantial regional fundraisings in 2025, but not proof that investment rose broadly across companies or that the gains continued into 2026. The Bank’s tracker also found that early-stage seed deals fell 27% and venture-stage deals fell 13% across the UK, a sign that the regional value increases did not mean more deals at every stage.

Is tech funding growing outside London?
There are regional successes, but London remains dominant—and the size of that dominance varies with the measure used. London startups received 74.7% of UK startup VC in 2025 in the DSIT and Dealroom dataset. In the British Business Bank’s smaller-business equity series, London’s share fell from 60% in 2024 to 57% in 2025. Those percentages have different populations and denominators, so they should not be combined into a single trend.

EY counted 155 UK software and IT services inward-investment projects in 2025, with national project volumes down 4% and London volumes down 12%; London secured 85 tech projects. These are counts of foreign investment projects, not VC funding values. EY said the UK remained Europe’s leading destination for software and IT services projects. EY’s 2026 UK Attractiveness Survey findings describe technology as a leading source of UK foreign direct investment, while noting that London is Europe’s leading hub for software investment.
How much UK startup funding was raised in 2025?
For startup VC specifically, the DSIT and Council for Science and Technology evidence pack, using Dealroom data collected in March 2026, puts the 2025 total at $23.7 billion, up from $17.9 billion in 2024. It describes 2025 as the first annual increase in four years. The series covers equity rounds, not debt, grants, lending or other non-equity finance, and its regional figures are based on UK-headquartered companies. The evidence pack reports nominal amounts, not inflation-adjusted values.
The larger dollar figure does not establish that every startup found it easier to raise capital. The British Business Bank’s tracker showed fewer seed and venture-stage deals, and its top ten fundraisings made up 23% of smaller-business equity investment in 2025. AI companies received 44% of that investment. A rise in total VC value can therefore coexist with a difficult fundraising environment for many businesses, especially if activity is concentrated in a relatively small number of large rounds.

What the 2025 figures say about the outlook
The evidence supports a qualified conclusion: startup VC value rebounded in 2025, and several regions recorded striking increases in smaller-business equity. But the broader small-business total declined, early-stage deal counts fell, and the regional jumps were driven by a handful of large transactions. Fundraising by VC funds was £2 billion across 42 funds, a different measure from capital invested in companies. Annual results show where money went in 2025; they do not establish whether regional growth is durable or widespread.
