The UK has appointed Barclays, HSBC, Lloyds, Morgan Stanley, NatWest and RBC Capital Markets as Joint Lead Managers for its planned Digital Gilt Instrument (DIGIT) pilot. The short-dated government bond is intended to test distributed-ledger technology (DLT) in sovereign-debt issuance, with the first transaction expected by Q1 2027.

Which banks were appointed?

HM Treasury announced the six appointments on 6 October 2026 after a competitive procurement process. It has not published a ranking or assigned separate duties to the firms.

  • Barclays
  • HSBC
  • Lloyds
  • Morgan Stanley
  • NatWest
  • RBC Capital Markets

What will the Joint Lead Managers do?

Their stated work includes traditional lead-manager services, underwriting, investor engagement and distribution on issuance day. The appointments complete the procurement process and allow investor engagement to begin. The Treasury announcement does not describe the firms’ individual allocations of these responsibilities.

What makes DIGIT digitally native?

DIGIT is a planned UK government debt instrument designed around digital issuance and lifecycle infrastructure using DLT. Treasury says the pilot will explore how DLT could be used in sovereign-debt issuance and aims to catalyse UK-based DLT infrastructure and wider adoption across UK financial markets.

The published design describes a short-dated instrument issued on a DLT platform operating within the Digital Securities Sandbox, with interoperability support and on-chain settlement. These features describe the proposed pilot; they are not evidence of measured efficiency gains or savings. Treasury has not reported completed pilot results or investor-demand findings in the cited announcements.

“Digital” here refers to the planned financial-market infrastructure. The official sources do not describe DIGIT as a retail crypto token or set out a consumer purchase route. The pilot is separate from the government’s main debt-management programme.

Who provides the platform?

The six banks are lead managers, not a joint DLT-platform team. Treasury separately appointed HSBC as the platform provider, HSBC Orion, in February 2026. On 13 July 2026, HSBC received Gate 2 approval in the Digital Securities Sandbox, becoming the first entrant approved to provide live digital-securities-depository services. That approval is platform context; it does not mean DIGIT has already been issued.

When could the first transaction and listing happen?

The first transaction is expected by Q1 2027 on HSBC Orion, according to Treasury’s 6 October announcement. Treasury also says it expects DIGIT to be listed on the London Stock Exchange main market as part of the pilot; the Economic Secretary to the Treasury described this as an intention. Both issuance and listing remain plans, not completed events.

Announcing the appointments, Economic Secretary Lucy Rigby KC MP said: “The appointment of Lead Managers marks an important step as we work towards issuance early next year.”

What the announcement establishes—and what it does not

The appointments establish which firms will support the planned issuance and open the way for investor engagement. The design and timetable show what Treasury intends to test, but the available announcements do not yet establish whether the pilot will produce cost savings, faster settlement, stronger demand or other performance benefits.
