The UK’s “AI-fuelled industrial strategy” is the Modern Industrial Strategy, a ten-year plan published on 23 June 2025 to increase business investment and grow eight priority sectors. AI is part of its Digital and Technologies agenda, but the policy also covers industries from clean energy to life sciences; it is not a standalone AI strategy.
What the strategy covers
The government says the strategy is intended to remove barriers to investment and growth and give businesses greater certainty for long-term decisions. Its eight sector plans set out visions through 2035. The government selected these sectors for their growth potential and their importance to economic security and resilience, net zero, and regional growth.

In a parliamentary statement, Business and Trade Secretary Jonathan Reynolds described the strategy as a “10-year plan to transform business investment, grow the industries of the future, deliver economic growth and put more money in people’s pockets”. The statement called the selected industries “the high-growth potential sectors that will drive prosperity now and in the future.” Read the Commons statement.
Where AI fits—and what the government announced
AI sits within the Digital and Technologies sector, alongside a broader industrial-policy agenda. The strategy’s approach is not limited to AI development: it also concerns investment conditions and sector plans across the eight industries.

At the 2025 launch, the government said more than £2 billion would drive the AI Action Plan over the Spending Review. The announcement also set a target of £22.6 billion in annual research and development spending by 2029–30, and cited £187 million for training one million young people in technology skills. These are government-announced commitments and targets, not evidence that the money has been spent or the outcomes achieved. See the launch announcement.
The Digital and Technologies Sector Plan states an ambition for the UK to become one of the world’s top three places to create, invest in and scale fast-growing technology businesses by 2035. A government page updated in 2026 also describes £750 million backing for the Edinburgh Supercomputer. These are stated aims and investment context, not measures of the strategy’s economic impact. Business barriers the launch highlighted
The launch announcement pointed to high electricity prices and delays in getting grid connections as barriers for businesses. It said more than 7,000 businesses were expected to receive electricity-bill reductions of up to 25% from 2027. That was a forecast made at launch; it should not be read as confirmation that reductions have since taken effect.

The strategy’s wider investment goal depends on conditions beyond AI policy, including whether businesses can access affordable energy and infrastructure. The announcement identifies these as concerns but does not, by itself, establish how much they have changed for firms.

How to read later updates
The June 2025 launch is distinct from later publications about delivery. The official strategy collection continued to add material: it listed an Industrial Strategy Quarterly Update for April to June 2026, added on 8 July 2026, and a Life Sciences Sector Plan: Year One Update, added on 10 September 2026. The main policy page also showed a June 2026 update concerning the SIC-based proxy definition for the Digital and Technologies sector. These updates show that official supporting material has continued; their publication alone does not prove that every commitment has been delivered or quantify its effect. What the announcement does—and does not—show
The published plan and launch statements establish the government’s priorities, announced commitments and targets. They do not establish expenditure to date, completion of every commitment, or a causal effect on economic growth or individual businesses. Claims about results require separate evidence of delivery and outcomes.
That distinction also helps separate this policy from an AI-specific plan: the Modern Industrial Strategy is a ten-year, eight-sector framework, while its AI-related commitments form one part of that broader agenda. Comparing it with a dedicated AI plan means looking at scope, policy tools, time horizon and whether a figure is an announcement, a delivery update or a measured result.
