A draft UK government guide advises staff not to spend prompts on chatbot pleasantries, including a “thankyou,” as part of broader advice to reduce unnecessary AI use. It also recommends concise prompts and choosing the smallest model that can do the job. The page is a starting point, not a new binding rule for every civil servant: staff are told to follow their department’s AI policies.
What the draft says about thanking chatbots
The AI Knowledge Hub’s draft page, Using AI ethically and sustainably, says users “you don’t need to say thankyou.” That line illustrates a wider efficiency recommendation: use as few prompts as possible, rather than adding exchanges that do not help complete the task.
The advice is not a ban on polite language, nor does the page single out courtesy as a major source of resource use. Its practical point is to avoid unnecessary back-and-forth when using AI for government work.

Check whether AI is needed
For some tasks, a standard tool such as a spreadsheet or search engine may be enough. The draft encourages staff to consider whether AI is necessary before using it.
#1 Best Overall
Choose a capable, appropriately sized model
Where users can choose, the page says to “pick the smallest one which will do what you need.” Its examples include Gemini Flash rather than Gemini Pro, and GPT Instant rather than GPT Thinking. These are examples in the draft, not permanent product recommendations; model names and availability can change. The page also notes that users cannot change the model used by Microsoft Copilot.
Keep prompts focused
The draft says to “keep your prompts short, clear and direct” and to use as few prompts as possible. A focused request that gives the necessary context and desired output can reduce avoidable exchanges; brevity should not mean leaving out information needed for a useful answer.
Does skipping a thank-you save a measurable amount of energy?
The draft says AI uses more energy and resources than standard tools, but it does not quantify the energy, emissions, water or cost saved by omitting one thank-you message. So there is no supported per-message figure to report.

It also cautions that environmental impacts are difficult to capture comprehensively and that there is no single method for minimizing them in every case. Those measurement categories are not findings about an individual chatbot exchange.

What staff still need to do
Efficiency does not take priority over responsible use. The draft warns that AI can produce false, biased or unfair material that appears convincing. Staff are expected to apply their own judgement and check outputs for:
- Accuracy and whether claims are supported.
- Fairness, stereotypes and discriminatory language.
- Accessibility and whether the content works for its intended audience.
It also says to protect sensitive information, use systems provided by the relevant department for government work, and not put personal or identifiable information into AI systems. Staff remain accountable for their work and decisions: “You are responsible for any content or decisions you make using AI.” The draft also calls for transparency about AI assistance, including explaining AI-assisted decisions and telling people when AI helped create or edit content.

Is this a rule for all UK civil servants?
No. The AI Knowledge Hub page is explicitly marked draft, describes itself as a starting point rather than comprehensive guidance or legal advice, and directs users to their own department’s AI policies. Its recommendations should therefore be read as draft practical advice for government work, not as a universal new requirement for every civil servant or an instruction to the public.
